CITY COMMISSION MEETING
WEDNESDAY, JULY 12, 2017
CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of
Tamarac to order at 7:18 p.m. on Wednesday, July 12, 2017 in City Commission Chambers,
Tamarac City Hall, 7525 NW 88tn Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon Bolton,
Commissioner Michelle J. Gomez were in attendance.
ABSENT: Commissioner Julie Fishman
Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney Jacob
Horowitz and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
a. Presentation of a proclamation by Mayor Harry Dressler proclaiming August 15, 2017 as
"India Independence Day and August 2017 as India Heritage Month" (Requested by Mayor
Harry Dressler".
2. COMMISSION REPORTS:
a. Commissioner Bolton: Commissioner Bolton thanked Sajan Kurian and his team for
coming out today to accept a proclamation proclaiming August 15, 2017 as "India
Independence Day and August 2017 as India Heritage Month" and added that he will be
attending their event on August 15tn. Commissioner Bolton reported that he attended the
Kiwanis Founder's Day Dinner; met with Bailey Road residents to discuss beautification of
that area; congratulated staff on the excellent 4tn of July Celebration; thanked Public Services
staff for fixing an issue in the Mainlands and fixing the problem in a matter of hours and
thanked staff for cleaning the canal in Shaker Village. Commissioner Bolton congratulated
Lerenzo Calhoun on being named the new Human Resources Director.
b. Commissioner Gomez: Commissioner Gomez reported that she attended the Affordable
Housing Committee Meeting and briefly went over items they are trying to accomplish to
present to the Broward Land Council; attended the Kiwanis Founder's Day dinner and
apologized for not be able to attend the Christmas in July event they hosted at the BB&T
Center. Commissioner Gomez attended the annual Budget Workshop and ribbon cutting of a
business in Tamarac the Avon Store located at 5710 N. University Drive. Commissioner
Gomez thanked staff for a wonderful 4tn of July Celebration; attended the Chamber of
Commerce Breakfast where Property Appraiser Marty Kiar was the speaker; attended the
Employee Ice Cream Social and took a tour of the PuroClean facility which is a company that
provides restoration services for water and fire damage. Commissioner Gomez noted that
she was sorry that she was unable to attend the Historical Society's Hall of Fame event on
July 10tn

c. Commissioner Fishman: Absent
d. Vice Mayor Placko: Vice Mayor Placko said she also attended the 4th of July Celebration;
the Kiwanis Founder's Day Dinner where Barbara Weinstein from Family Central was the
speaker; the Kiwanis Christmas in July event at the BB&T Center; the Faircrest 14 HOA
meeting where the topic of conversation was that the roofs in the Community are the original
roofs and she suggested that they get together and find out how many people need their
roofs replaced because they might be able to get a bulk discount. Vice Mayor Placko said
she attended the Historical Society's Hall of Fame event, where the artist George Gadson
was the key speaker. Vice Mayor Placko wished staff a happy vacation and reminded
everyone that while the Commission might be on hiatus, the Commission will still be around
in Tamarac. Vice Mayor Placko wished Commissioner Gomez an early Happy Birthday.
e. Mayor Dressler: Mayor Dressler said he also toured the PuroClean facility, noted that he
found it to be an amazing company and asked City Manager Cernech if the City could do
features on local businesses in the Tam -A -Gram. Mayor Dressler reported that as Mayor he
signed an initiative for 100% Clean Energy that was initiated by the US Conference of Mayors
for which he received 20 or 30 thank you emails for signing this initiative. Mayor Dressler
said he has received numerous emails thanking the City of Tamarac for repealing the Pit Bull
Ordinance and reminded everyone that we still have a Dangerous Dog Ordinance on the
books that pertains to all dogs. Mayor Dressler said he will be around the City during the
summer hiatus and will be attending the General Pension Board next week. Mayor Dressler
said that he has applied to and has been accepted to attend the JFK School of Government
at Harvard where he will be taking classes, for two weeks, on tax planning and tax policy.
Mayor Dressler spoke briefly on proposed legislation that will have an effect on tax revenue
for the City of Tamarac.
3. CITY ATTORNEY REPORT: Assistant City Attorney Horowitz had no report.
4. CITY MANAGER REPORT: City Manager Cernech said for a limited time Tamarac
Homeowners can apply for assistance to bring their homes up to code or address health and
safety issues through the City's annual Owner Occupied Minor Home Repair Program. Open
enrollment is August 21st — September 1st and applications are available for pick up in the
Community Development Department located in City Hall or you can access an application
online at www.tamarac.org under the Community Development Housing Division.
City Manager Cernech reported that the City of Tamarac has been notified by the State of
Florida, Division of Emergency Management of its tentative grant award in the amount of
$194,000 for the Hurricane Loss Mitigation Program. The City will assist residents with
residential wind mitigation retrofit improvements such as the replacement of windows, doors,
roofs and shutters. Residents are encouraged to apply during the open enrollment period
beginning August 21st - September 1st. Applications are available for pick up in the
Community Development Department located in City Hall or you can access an application
online at www.tamarac.org under the Community Development Housing Division.
City Manager Cernech said that in order to prepare residents for the aforementioned housing
programs open enrollment period, the Housing Division will be hosting an Application Review
Workshop, August 16, 2017 at 10:00 a.m. at the Mainlands 6 Clubhouse located at 4920 NW

51st Court in Tamarac. Information will be provided on the application process and
requirements need to meet income eligibility.
Upcoming Event: The Community Garage Sale will take place on Saturday, September 16th
from 7.30 a.m. to noon and will be held at Tamarac Park, 7501 N. University Dr. Registration
for vendors began on July loth and spaces fill up quickly and are limited. Vendor spaces are
$20 per space until September 1st; late registration is September 2 — September 13 is $35
per space. A separate $30 cleanup deposit per vendor is required at registration and will be
returned within 4 to 6 weeks following the event.
Past Event: The 4th of July All American Celebration at the Sports complex had 5,000
participants with 1,000 people shuttled to the event in the City's shuttle buses. The
Commission briefly discussed the 4th of July Celebration.
5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and the following
individuals spoke: Joel Davidson, 4608 Norfolk Island Pine Rd., thanked the Commission for
attending the Kiwanis Founder's Day Dinner and the Christmas in July event which had 1,600
attendees. Mr. Davidson talked about the Kiwanis Club partnering with the Metro Diner and
on July 22nd, between 4.00 p.m. and 7.30 p.m., there will be a soft opening and they will be
providing people with a complimentary meal. You can call 754-444-6605 to make a
reservation and they will be accepting token contributions for the Kiwanis Club.
6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any
changes/additions to the Consent Agenda City Manager Cernech said the following item is
being added to the Consent Agenda as item 6 (m) at the request of Community Development
Director Calloway as the funds must be spent starting July 1, 2017 with a June 2018 deadline
and cannot wait until the August 27, 2017 meeting as the Agreement is effective upon the
State's execution which does not allow sufficient time for reimbursements. City Manager
Cernech read TR12983 by title into the record. Vice Mayor Placko seconded by
Commissioner Gomez moved approval to add TR12983 to the Consent Agenda as item 6
(m). Motion passed unanimously (4-0). Commissioner Gomez seconded by Vice Mayor
Placko moved approval of the Consent Agenda as amended. Motion passed unanimously
(4-0).
a. Approval of the June 28, 2017 Regular Commission Meeting Minutes — APPROVED
b. TR12976 - Appointment of Lerenzo Calhoun to the Director of Human Resources: A
Resolution of the City Commission of the City of Tamarac, Florida, appointing Lerenzo
Calhoun as Director of Human Resources, effective upon adoption, nunc pro tunc to July 1,
2017, providing for conflicts; providing for severability; and providing for an effective date.

c. TR12979 - Grant Application for BRP Program: A Resolution of the City Commission of the
City of Tamarac, Florida authorizing the appropriate City Officials to submit a grant
application, attached hereto as Exhibit "A", to Broward County for Broward Redevelopment
Program Funds in an amount up to $1,000,000 For The Tamarac Village Park Project;
providing for up to a 1.1 in -kind and/or cash match in local funds in an amount up to
$1,000,000 in the event of approval of the application; providing for acceptance of the award

and execution of documents upon legal review and approval, providing for conflicts; providing
for severability; and providing for an effective date.

d. TR12977 - Taste of Tamarac 2017 In -kind Support and Waiver of Fees: A Resolution of
the City Commission of the City of Tamarac, Florida, approving a request from the Tamarac
Chamber of Commerce for in -kind support and to waive fees for Friday, October 13, 2017,
and Saturday, October 14, 2017, for the Taste of Tamarac event to be held at the Tamarac
Community Center on Saturday, October 14, 2017, from 11:30 a.m. to 3:00 p.m.; providing
for permits, proper insurance, and execution of a hold harmless agreement.

e. TR12980 - Extension of Zoning in Progress Reasonable Time Extension Request —
Hospitals and Medical Clinics Public or Private or Uses Similar: A Resolution of the City
Commission of the City of Tamarac, Florida, authorizing a reasonable Time Extension of the
Zoning in Progress of one hundred and eighty (180) days in accordance with Chapter 24,
Article II, Division 6, Section 24-91 of the City of Tamarac Code of Ordinances; authorizing
and directing the City Manager to undertake further study and review of the City's regulations
relating to health care uses to include hospital, public or private, medical clinic or uses similar
to a hospital or medical clinic; providing that upon the adoption of this resolution extending
the Zoning in Progress an additional one hundred and eighty (180) days, no permits or
applications shall be issued or processed for hospitals or medical clinics or uses similar to a
hospital or medical clinic within the City of Tamarac for a total of seven hundred and twenty
(720) days from the date of the Administrative Order, consistent with this Resolution;
providing for conflicts; providing for severability; and providing for an effective date.

f. TR12949 - Cisco Network Infrastructure Replacement: A Resolution of the City
Commission of the City of Tamarac, Florida, awarding IFB No. 17-18b to AIP US, LLC for the
purchase of Cisco Systems network switches in the total amount of $150,408.10, and to CSPi
Technology Solutions for the purchase of Cisco Systems UCS telephone system servers in
the total amount of $50,644.20; approving the acquisition of Cisco Systems network switches
from AIP US, LLC and Cisco Systems UCS telephone system servers from CSPi Technology
Solutions; authorizing an expenditure for an amount not to exceed $201,052.30; providing for
conflicts; providing for severability; and providing for an effective date.

Assessment Rate for Fire Rescue Assessments for the Fiscal Year Beginning October 1,
2017; Directing the Preparation of an Assessment Roll; Authorizing a Public Hearing and

I. TR12981 - 2017 - 2020 FPE Contract Renewal: A Resolution of the City Commission of the
City of Tamarac, Florida, authorizing the appropriate City officials to execute an agreement
with the Federation of Public Employees, a division of the National Federation of Public and
Private Employees affiliated with District 1-MEBA (AFL-CIO) for the period from October 1,
2017 through September 30, 2020; authorizing the preparation of amendments to Chapter 16

of the City Code for review by the Pension Board and approval by the City Commission;

m. TR12983 — HLMP Grant Agreement: A Resolution of the City Commission of the City
of Tamarac, Florida accepting and executing the Grant Agreement in the amount of
$194,000 from the Florida Division of Emergency Management Hurricane Loss Mitigation
Program for Fiscal Year 2017-2018 attached hereto as Exhibit "'I"; authorizing the
appropriate city officials to execute a Grant Agreement between the Florida Division of
Emergency Management and the City of Tamarac in the amount of $194,000 to provide
mitigation retrofit improvements for residences in the City of Tamarac; providing for
conflicts; providing for severability; and providing for an effective date.

9. PUBLIC HEARING(S):
a. TR12972 - FY17/18 CDBG Annual Action Plan: A Resolution of the City Commission of the
City of Tamarac, Florida, approving the projects recommended for inclusion in the Fiscal Year
2017 Annual Action Plan attached hereto as Exhibit 1", for expenditure of the United States
Housing and Urban Development Community Development Block Grant funds estimated to
be $338,151 for the eighteenth program year; providing for conflicts; providing for
severability; and providing for an effective date. Assistant City Attorney Horowitz read
TR12972 by title into the record. Commissioner Gomez seconded by Commissioner Bolton
moved approval of TR12972. Mayor Dressler opened the Public Hearing and with no one
wishing to speak closed the Public Hearing. Motion passed unanimously (4-0).
RESOLUTION R-2017-84
10. ORDINANCE(S) - SECOND READING: a. T02361- Ordinance Repealing Pit Bull
Registration Requirements: An Ordinance of the City Commission of the City of Tamarac,
Florida, repealing Ordinance No. 0-85-40, adopted on September 11, 1985, in its entirety:
repealing Article II, Chapter 4 of the City of Tamarac Code of Ordinances, entitled "Pit Bull
Dogs", specifically repealing Sections 4-26 Through 4-33 in its entirety; providing for conflicts,
providing for severability; providing for an effective date. Assistant City Attorney Horowitz
read T02361 by title into the record. Commissioner Gomez seconded by Commissioner
Bolton moved approval of T02361. Mayor Dressler opened the Public Hearing and the
following individual spoke: Adriana Sosa, 6193 Laure Lane, said she favored repealing the Pit
Bull Ordinance. Motion passed unanimously (4-0).
