CITY COMMISSION SPECIAL WORKSHOP
MONDAY, NOVEMBER 6, 2017
CALL TO ORDER: Mayor Harry Dressler called the Special Workshop of the City
Commission to order at 12:52 p.m. on Monday, November 6, 2017 in Conference Room
105, City Hall, 7525 NW 88t" Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon
Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Kathleen Gunn, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel.
Mayor Dressler welcomed everyone and noted this is a Special Workshop meeting of
the City Commission for the City of Tamarac to review Module 3 Proposed
Amendments to the Land Development Regulations Module. The Mayor introduced
Community Development Maxine Calloway as presenter.
Community Development Maxine Calloway greeted the City Commission and
introduced Assistant Community Development Director Frank Zickar. Director Calloway
said this is one of the biggest projects the City ever had and gave a presentation, which
is available on file at the City Clerk's Office.
Community Development Director Calloway started the presentation with a Project
Overview and discussed Module 3 - Development and Design Standards, and clarified
the module is not complete pending receipt of comments from the City Commission that
will be forwarded to the consultant, also adding that Module 3 is available on the City's
Website.
Community Development Director Calloway provided a timeline for Public Involvement
and compared the Current Structure of seven (7) Primary Code Chapters and six (6)
Secondary Code Chapters that when combined, as recommended by the City's
Consultant on the Proposed Structure for Chapter 10, will create a Unified Land
Development Code. Community Development Director Calloway presented an outline
for Article 10 — Unified Development Ordinance, reviewed the five (5) key themes, and
highlighted key theme #3 — Improve the Development of Quality Standards as point of
focus for today's meeting.
Community Development Director Calloway continued her presentation on Article 10-4
Development and Design Standards Sections for discussion beginning with Article 10-
4.1 General Provisions. Ms. Calloway said that the City's Consultant used best
practices consistent with the National Parking Standards that benefit new areas
proposed related to cleanup of existing standards, better organization on building
design and subdivision versus other development standards, new material in the areas
of multifamily building design, transportation and connectivity, Florida -friendly
landscaping, and a clearer applicability applied to new and existing development.

Community Development Director Calloway presented proposed Article 10-4.2
Transportation and Connectivity and said the purpose for the changes is to ensure
multimodal transportation system for safe and efficient movement of motor vehicles,
emergency vehicles, transit, bicycles and pedestrians. Mayor Dressler opened the floor
to questions by the City Commission and having none he asked Ms. Calloway to
continue with her presentation.
Community Development Director Calloway presented proposed Article 10-4.3 Off -
Street Parking and Loading. Ms. Calloway highlighted proposed off -site parking
requirements contained within the General Standards for Off -Street Parking and
Loading Areas. Community Development Director Calloway noted the City's Consultant
recommendation for a reduction in parking spaces was based on National Best
Practices on Uses and proposed a new maximum requirement for commercial and
industrial use at 125% of the minimum requirement, provided for: Use of Parking and
Loading Areas, Surfacing, Location and Arrangement, and Off -Street Parking
Requirements Schedule A that refers to the minimum number of Off -Street Parking
Spaces.
Mayor Dressler and Commissioner Gomez questioned the reasons for a reduction
instead of increasing parking spaces. City Manager Cernech responded there is no
problem in commercial areas and said there are a lot of complaints related to parking
that are considered a problem and the number of vehicles people own cannot be
regulated. Mr. Cernech said parking for new developments are based on National
Standards. Commissioner Gomez said she disagrees to being compared to the national
average and Ms. Calloway responded it is consistent with most built -out communities.
Mayor Dressler and Commissioners continued discussion related to parking spaces.
Mayor Dressler asked the Commissioners for a consensus to accept City's Consultant
recommendation as presented and the consensus 4-1 was made with Commissioner
Michelle Gomez' dissenting vote.
Mayor Dressler agreed with other Commissioners of the importance Module 3
presentation and to have all Commissioners in attendance. Due to other meeting
engagements scheduled by Commissioner Fishman and Commissioner Bolton, Mayor
Dressler asked City Manager Cernech to schedule a meeting to continue discussion of
Module 3 at a future date and time.
Mayor Dressler closed the meeting at 2:00 p.m
