CITY COMMISSION SPECIAL WORKSHOP
WEDNESDAY, MAY 17, 2017
CALL TO ORDER: Vice Mayor Debra Placko called the Special Workshop of the City
Commission to order at 1:39 p.m. on Wednesday, May 17, 2017 in Conference Room
204, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Vice Mayor Debra Placko, Commissioner Marlon Bolton (joined the
meeting at 1:50 p.m.), Commissioner Michelle J. Gomez (joined the meeting at 1:44
p.m.) and Commissioner Julie Fishman were in attendance.
ABSENT: Mayor Harry Dressler
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, City Clerk Patricia Teufel, Assistant City Attorney Julie Klahr, Community
Development Director Maxine Calloway and Assistant Community Director Frank
Zickar.
PLEDGE OF ALLEGIANCE: Vice Mayor Placko led the Pledge of Allegiance.
Community Development Director Calloway said at the last meeting Mayor Dressler
asked how many churches are in Tamarac and Community Development Director
Calloway said there are 39; 24 are located in strip malls and 15 are free standing.
Commissioner Fishman asked how many assembly halls are in Tamarac and
Community Development Director Calloway said she would get back to the Commission
with that information.
Community Development Director Calloway continued with the presentation at the point
where it was left off at the meeting on May 1, 2017, a copy of which is on file in the City
Clerk's Office. Community Development Director Calloway continued with Public,
Institutional & Civic Uses, Hospital, Public or Private/Detox facility. Tamarac currently
has a moratorium in place relative to detox facilities and to date we have three detox
facilities in Tamarac. City Manager Cernech said we are allowing this type of use in a
hospital zone.
Vice Mayor Placko left the meeting at 1:48 p.m. and returned at 1:51 p.m. Community
Development Director Calloway reiterated the information on churches for
Commissioners Bolton and Gomez since they arrived to the meeting late.
Community Development Director Calloway talked about Schools and Assistant City
Attorney Klahr explained recent legislation relative to schools. Community Development
Director Calloway said schools are allowed in all zoning districts; however, they have to
be free standing buildings and noted that she will read the statute and get that
information to the consultant. There were discussions relative to the new legislation as
well and the process to bring in a school in Tamarac and what is required.
Community Development Director Calloway went on to talk about Commercial Uses:
Adult Entertainments; Amusement arcades; Hotel/Motels and Massage establishments.
Community Development Director Calloway responded to a few questions and

comments from the Commission. Community Development Director Calloway said she
will ask for separate use standards for motels and hotels and will ask Clarion to give us
additional clarification on occupancy standards as well. There was also a discussion
about the massage parlor in the strip mall by Ferros Pizza on University Drive.
Community Development Director Calloway said she would check our code to see if
there is anything in the code that says doors have to be unlocked during business
hours.
Community Development Director Calloway went over Industrial Uses and
Telecommunication Towers and Antennas and added that we have to be careful about
how we craft the language due to the recent legislation that was passed.
Community Development Director Calloway went over the Accessory Uses and
Structures which included Accessory Dwelling Units as well as list of new specific list
types. Vice Mayor Placko, Commissioner Gomez and Commissioner Fishman
expressed concerns about short term leasing/renting. There was a discussion about the
addition of unattached dwelling units built in backyards to accommodate family
members. There was a consensus on keeping this with changes regarding rentals and
minimum footage.
Community Development Director Calloway then went over in great detail Temporary
Uses and Structures and responded to questions and comments from the Commission.
Vice Mayor Placko recessed the meeting at 3:02 p.m. and reconvened the meeting at
3:19 p.m. with all present as before.
Community Development Director Calloway said Article 10-6 Rules of Construction and
Definitions is updated whenever changes are made and it will be part of Module 3.
Community Development Director Calloway encouraged the Commission to go through
and make notes on Module 3 and added that Module 3 has already been reviewed by
the public, staff and the Advisory Board. Community Development Director Calloway
said we will schedule workshops 2 to 3 weeks out to go over what is contained in
Module 3. Assistant Community Development Director Zickar said the Advisory Board
will be meeting on June 15th and we will take their comments and review them.
Community Development Director Calloway said after Module 3 is done we will then
have public workshops and then public hearings and community meetings. It looks like
we will be completed sometime in the Fall. After this is complete staff will then amend
the zoning and land use maps as we have consolidated zoning areas. Community
Development Director Calloway said a consultant will be brought in to assist staff with
amending the maps.
There were discussions about traffic conditions and the impacts on communities and
the recent Broward County Transportation Sales Tax that failed.
There being no further business to come before the City Commission for consideration,
