HomeMy WebLinkAbout2017-02-06 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP Monday, February 6, 2017 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:37 a.m. on Monday, February 6, 2017 in Conference Room 105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in attendance. Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance 1. Legislative Update - Val Gelnovatch: Ms. Gelnovatch gave a presentation on the Federal Advocacy Report, a copy of which is on file in the City Clerk's Office. Ms. Gelnovatch went over past assistance that The Ferguson Group (TFG) enabled the City to obtain; how TFG has helped Tamarac adapt to changes in Washington, Education and Advocacy; what legislative and regulatory actions that TFG has helped Tamarac fight for or against and what changes are brewing in Washington. Ms. Gelnovatch briefly went over the Tamarac's Federal Agenda, a copy of which is on file in the City Clerk's Office. Ms. Gelnovatch responded to questions and concerns expressed by the Commission throughout her presentations. Commissioner Bolton asked how many grants had TFG lobbied for on behalf of Tamarac and Ms. Gelnovatch said she would get back to the Commission with a definitive number. Mayor Dressler said our number one priority is infrastructure. Ms. Gelnovatch said there will be another run regarding earmarks in March. Mayor Dressler said the Commission members go to Washington once a year to meet with our representatives and if and when earmarks come back they will have to adjust their visits to Washington and make more trips. Ms. Gelnovatch said she is looking forward to working with the Mayor and Commission. 2. TR12901 - Approving Purchase of Replacement Vehicles Per the FY 2017 Vehicle Replacement Program. Item No. 6 (c) on the Consent Agenda. (TR12901) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the purchase of new and replacement vehicles and equipment utilizing competitive procurement methods and current agreements available for cooperative purchase at the time of purchase, including the agreement awarded by the Florida Sheriff's Association, in the best interest of the City; authorizing the appropriate City Officials to select, approve, and award the purchase of said equipment and vehicles utilizing Bid No. 17-06B and current agreements available for cooperative purchase at the time of purchase in the best interest of the City and to award Bid No.17-06B to Fouts Bros. Inc. In the amount of $92,038.00; authorizing an expenditure in an amount not to exceed $459,760.00 from the appropriate accounts for all vehicles; providing for conflicts; providing for severability; and providing for an effective date. Public Services Director Jack Strain, Budget/Contracts Manager Troy Gies and Purchasing/Contracts Manager Keith Glatz Page 1 of 2 COMMISSION WORKSHOP MEETING February 6, 2017 appeared. Budget/Contracts Manger Gies gave a presentation, a copy of which is on file in the City Clerk's Office, and talked about fleet utilization and the criteria for replacement of vehicles. Public Services Director Strain and Budget/Contracts Manger Gies responded to a few questions from the Commission. 3. Presentation on the Parks Master Plan: Parks & Recreation Director Greg Warner and Assistant Parks & Recreation Director Linda Probert appeared. Parks & Recreation Director Warner gave a presentation, a copy of which is on file in the City Clerk's Office. Parks & Recreation Director Warner presented the major components of the Master Plan, discussed priority recommendations from the plan and actions that have been taken to date. Commissioner Gomez said it is a good idea to work with sister cities on a Multicultural Event. Commissioner Gomez asked to get a copy of Parks and Recreation HOA contact list and asked who pays for the programs in the Clubhouses. Parks & Recreation Director Warner said he will get the contact information to the Commission and said Tamarac is providing resources to the HOA's. Assistant Parks & Recreation Director Probert said that we provided three free classes and have now hired a new instructor. There was a discussion about expanding the Community Center, moving the fitness center back to the Community Center and renting out the vacant fitness center at the Aquatic Center. Vice Mayor Placko asked if any of our surrounding cities have Community Centers and Parks & Recreation Director Warner responded not within a 2 mile radius. Commissioner Bolton asked about registering for programs on line, will there be grants for HOA's to do programs and are there any plans for a dog park on the east side of Tamarac. Parks & Recreation Director Warner responded that people can register on line for programs, with the exception of summer camp and fitness center; we can help HOA's find grants and staff is looking at a few different locations within one of the parks that we have developed. Parks & Recreation Director Warner, Assistant Parks & Recreation Director Probert and City Manager Cernech responded to questions from the Commission. Mayor Dressler asked for a consensus to have staff pursue talking to different cities about entering into a Community Center partnership. All were in agreement. City Manager Cernech said staff will reach out to North Lauderdale, Oakland Park and Ft. Lauderdale and get back to the Commission with their responses. Mayor Dressler suggested that this idea be placed on the next Northwest Council of Elected Officials meeting agenda. 4.
