HomeMy WebLinkAbout2017-02-21 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP Monday, February 21, 2017 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:37 a.m. on Monday, February 21, 2017 in Conference Room 105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in attendance. Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. PLEDGE OF ALLEGIANCE: Commissioner Bolton led the Pledge of Allegiance 1. Roll Out of Beautification Program - Community Development Director Maxine Calloway appeared and gave a presentation on the Neighborhood Partnership & Beautification Recognition Programs, a copy of which is on file in the City Clerk's Office. Community Development Director Calloway went over the purpose of both programs. Community Development Director Calloway talked about the marketing strategy, the roll -out and program guidelines for the Neighborhood Partnership Program. Community Development Director Calloway talked about the Neighborhood Beautification Recognition Program roll -out and program guidelines. Vice Mayor Placko noted that there are five communities in her district that do not have HOA's and asked if they will be able to apply and Community Development Director Calloway said no they would have to have an account in order to deposit the money. Mayor Dressler said we need to find a mechanism to assist the communities that do not have an HOA such as the use of an Economic Development Foundation. City Attorney Goren responded to a few questions from the Mayor and said he will check into an Economic Development Foundation ordinance. City Manager Cernech said staff will look into this and that he recalls that Coral Springs had this same struggle wanting to do the same thing. They did find a way to overcome the challenge and he will make a phone call and bring that back to the Commission. Community Development Director Calloway responded to a few questions from Commissioners Gomez and Fishman. 2. TR12895 - PC Lease with Lenovo Financial Services: Item 6 (b) on the Consent Agenda. (TR12895) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to execute a master lease agreement with Lenovo Financial Services to lease two hundred and twenty-two (222) desktops and laptops for three (3) years at an annual cost of $71,883.00 for a total cost of $215,649 at the end of three years; authorize the acquisition of three hundred and twenty-seven (327) monitors from Lenovo at a cost not to exceed $68,663, providing for conflicts; providing for severability; and providing for an effective date. Information Technology Director Levent Sucuoglu, Financial Services Director Mark Mason and Purchasing/Contracts Manager Keith Glatz appeared. IT Director Sucuoglu gave a presentation, a copy of which is on file in the City Clerk's Office. IT Director Sucuoglu Page 1 of 2 COMMISSION WORKSHOP MEETING February 21, 2017 went over the current status of pc, monitor inventory and software, the purchase of 303 monitors and the leasing of PC's. Financial Services Director Mason talked about the financial aspects and lease rates as well as the 3 year cycle for the lease. There was a discussion of donating the old monitors and PC's. Financial Services Director Mason said staff will look at all venues for donating the equipment. Mayor Dressler asked what areas in Tamarac are WI FI hot spots and IT Director Sucuoglu said all City facilities and the Commission will be briefed during the Closed Door Session on March 6tn regarding recommendations to expand WI FI throughout the City. 3.
