CITY COMMISSION WORKSHOP
MONDAY, APRIL 24, 2017
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:43 a.m. on Monday, April 24, 2017 in Conference Room 105, City Hall,
7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon
Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, Assistant City Attorney Julie Klahr and Assistant City Clerk Lillian Pabon.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance
1. TR12929 - Public Art Administration - Gadson & Ravitz Contract Renewal: Item No. 6
(f) on the Consent Agenda. (TR12929) A Resolution of the City Commission of the City
of Tamarac, Florida, approving a first amendment to the Public Art Administrator
agreement between the City of Tamarac and Gadson and Ravitz, LLC, attached hereto
as Exhibit 1", to exercise the first of two (2), two (2) year renewal options, at a total
contract amount not to exceed one hundred thousand ($100,000.00) dollars; authorizing
the appropriate City Officials to execute the first amendment to the agreement;
authorizing an appropriation of $100,000 from the Public Art Fund; adding additional
funds in the amount of $4,250 to the current Purchase Order encumbrance; providing
for conflicts; providing for severability; and providing an effective date. Community
Development Director Maxine Calloway, Public Art Administrators George Gadson and
Beth Ravitz and Purchasing/Contracts Manager Keith Glatz appeared and gave a
presentation, a copy of which is on file in the City Clerk's Office. Maxine Calloway, Beth
Ravitz and George Gadson responded to questions from the City Commission
throughout the presentation.
Mayor Dressler asked to be included in all communications regarding the District Public
Art Projects. Vice Mayor Placko recommended the City have a write up in the Tam -A -
Gram that lets people know tax dollars are not used to pay for Public Art. She also
suggested tours to view the Public Art, Community Development Director Calloway said
the idea can be implemented in the future as part of the unveiling of the Inspiration
Way -Art on Nob Hill Road. Mayor Dressler said this item relates directly with the
contract. Education regarding Public Art is a part of the strategic goal of the City. Art
affects the City's branding. Inspiration Way is a superb example of branding the City.
Mayor Dressler talked about two sculptures at the Community Center that need more
exposure and also said he felt a bench at City Hall is not necessary.
Administrator Gadson recognized that the accomplishments of the Public Art Committee
would not have happened without the involvement of the City Commission.

2. TR12936 - Award RFP No. 17-07R for Disaster Debris Removal and Disposal: Item
No. 6 (c) on the Consent Agenda. (TR12936) A Resolution of the City Commission of
the City of Tamarac, Florida, awarding RFP No. 17-07R to and approving Agreements
with Ashbritt, Inc. and D & J Enterprises, Inc. for Disaster Debris Removal and Disposal
Services; authorizing proper City Officials to execute Contract renewals; providing for
conflicts; providing for severability; and providing for an effective date. Public Services
Director Jack Strain, Budget/Contracts Manager Troy Gies and Purchasing/Contracts
Manager Keith Glatz appeared.
3. TR12937 - Award RFP No. 17-08R for Disaster Debris Monitoring Services: Item No.
6 (b) on the Consent Agenda. (TR12937) A Resolution of the City Commission of the
City of Tamarac, Florida, approving the Award of RFP No. 17-08R to and approving an
Agreement with Tetratech, Inc. for Disaster Debris Monitoring Services; authorizing
proper City Officials to execute Contract renewals; providing for conflicts; providing for
severability; and providing for an effective date. Public Services Director Jack Strain,
Budget/Contracts Manager Troy Gies and Purchasing/Contracts Manager Keith Glatz
appeared.
Budget/Contracts Manager Troy Gies combined item 2 TR12936 and item 3 TR12937
into a single presentation, a copy of which is on file in the City Clerk's Office.
Public Services Director Jack Strain, Budget/Contracts Manager Troy Gies and
Purchasing/Contracts Manager Keith Glatz responded to questions from the City
Commission related to ranking evaluation, contract provisions and quality of services
that will be provided by the companies selected.
Commissioner Bolton and Commissioner Fishman left the meeting at 10:59 a.m.
Commissioner Fishman returned to the meeting at 11:02 a.m. Commissioner Bolton
returned to the meeting at 11:03 a.m.
4. TR12923 - Execution of Agreement with VacVision Environmental LLC - FY17
Wastewater Manhole Rehabilitation Inflow & Infiltration Project UT17D Item No. 6 (d) on
the Consent Agenda. (TR12923) A Resolution of the City Commission of the City of
Tamarac, Florida, awarding a contract to VacVision Environmental, LLC, utilizing pricing
from an agreement obtained through a formal competitive process by the City of
Pinellas Park, Contract Number 14/013 for the FY17 Wastewater Manhole
Rehabilitation Inflow and Infiltration Project; authorizing the appropriate City Officials to
execute a Purchase Order Agreement with VacVision Environmental, LLC for a project
cost of $1,603,062.80, with a contingency of 5% or $80,153.14 for an amount not to
exceed $1,683,215.94; authorizing the appropriate City Officials to administer the
contract; providing for conflicts; providing for severability; and providing for an effective
date. Public Services Director Jack Strain and Purchasing/Contracts Manager Keith
Glatz appeared. Public Services Director Strain gave a presentation, a copy of which is
on file in the City Clerk's Office.
Director Strain showed a video of an Inflow & Infiltration problem and continued to
answer questions from the City Commission related to the process assessment to
identify the problem, and how the new lining process benefits the City.

5. Mayor Dressler recognized Commissioner Michelle Gomez and added item 5 to the
agenda for discussion. Commissioner Gomez said she has received a -mails regarding
Code Enforcement items related to a) Commercial vehicles parked in residential areas,
b) Hurricane shutters, c) Right to Assembly at City Parks — asked Assistant City
Attorney Klahr to look into not allowing protestors to use Veterans Park to protest.
Commissioner Gomez said the discussion can be a part of a future meeting. City
Manager Michael Cernech responded that it may be added to the next Commission
Workshop agenda. Mayor Dressler asked the item to be added to the next Commission
Workshop.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 11:15 a.m.
