CITY COMMISSION WORKSHOP
MONDAY, MARCH 20, 2017
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:43 a.m. on Monday, March 20, 2017 in Conference Room 105, City Hall,
7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon
Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in
attendance.
Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S.
Goren and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Fishman led the Pledge of Allegiance
1. Presentation -Comprehensive Annual Financial Report for the Fiscal Year Ended
September 30, 2016 Presentation. Financial Services Director Mark Mason, Assistant
Director/Controller Christine Cajuste, RSM US LLP Partner Brett Friedman and Senior
Manager Anil Harris appeared. Financial Services Director Mason thanked
Administrative Coordinator Regina Skenandore, Public Information Coordinator Sue
Siebert and Parks & Recreation Director Greg Warner for their assistance in getting the
CAFR completed. Financial Services Director Mason gave a presentation, a copy of
which is on file in the City Clerk's Office. Mr. Friedman complimented staff on the CAFR
report and added that the highest opinion that anyone can receive is an unmodified
opinion, which is what Tamarac achieved. Mr. Friedman went over RSM's report related
to their audit of the basic financial statements of the City, a copy of which is on file in the
City Clerk's office. Mr. Harris went over the Summary of Significant Accounting
Estimates. Mayor Dressler talked about being a Trustee on the General Employee's
Pension Board and asked if RSM associates were aware of bills before the legislature
that would address the issue of actuarial targets. Mr. Friedman said yes they are and
they are tracking the bills. Mayor Dressler noted that the legislature wants to kill defined
pension benefits for municipalities, which is a part of their attack on home rule. Mayor
Dressler said our pension plans are very well funded. Mayor Dressler asked what was
the total sum on the Florida Safe and Financial Services Director Mason said $385
million. Mayor Dressler asked how much money did we receive in Federal Awards and
Financial Services Director Mason said $3.3 million and went over the various grants
that contributed to the overall Federal Awards. There was a general discussion on
HB17.
Financial Services Director Mason reported that as part of our audit, our IT went through
their audit with RSM and they came through with no comments. Financial Services
Director Mason said it is important to recognize that we have a good IT group which is a
testament to IT Director Sucuoglu and Assistant IT Director Twigger.
2. Presentation and Update by Colony West Country Club - Financial Services Director
Mark Mason and Colony West General Manager Bob Ewing appeared. Mr. Ewing gave

a presentation, a copy of which is on file in the City Clerk's Office. Commissioner
Gomez commented that she appreciates Mr. Ewing's enthusiasm and what he does for
the customers and non -profits that use the facility. Commissioner Fishman asked what
was the date of the WLGO and Mr. Ewing said it will take place in the afternoon of April
30, 2017 with proceeds being donated to Fisher House for Veterans. Commissioner
Fishman said she would get the word out to veteran's groups. Vice Mayor Placko said
when she attends her HOA meetings she always talks about Colony West Golf Club
and encourages people to go there to golf and dine at the restaurant. The only
complaint she has had is that there was not enough room at the bar. Mr. Ewing and
Financial Services Director Mason responded to a few questions from the Commission.
Mayor Dressler recessed the meeting at 10:51 a.m. and reconvened the meeting at
11:02 a.m. with all present as before.
3. TR12910 - Awarding Bid 16-24RB Sports Complex LED Lighting: Item No. 6 (f) on
the Consent Agenda. (TR12910) A Resolution of the City Commission of the City of
Tamarac, Florida, awarding Bid No. 16-24RB to and approving an agreement with
Electrical Contracting Service, Inc. for the Sports Complex Walkway LED Project, in
accordance with Bid No. 16-24RB for a contract amount not to exceed $119,000.00; a
contingency in an amount of $11,900.00 will be added to the project account, for a total
project budget of $130,900.00; authorizing an expenditure from the appropriate
accounts; providing for conflicts; providing for severability; and providing for an effective
date. - Public Services Director Jack Strain, Parks & Recreation Director Greg Warner
and Purchasing/Contracts Manager Keith Glatz appeared. Public Services Director
Strain gave a presentation, a copy of which is on file in the City Clerk's Office
4. TR12911 - SCADA Upgrades for Water Plant Wells and Wastewater Pump Stations,
Item No. 6 (g) on the Consent Agenda. (TR12911) A Resolution of the City Commission
of the City of Tamarac, Florida, awarding a contract to CC Control Corporation utilizing
pricing from an agreement obtained through a formal competitive process by the City of
Oakland Park, RFP Number 022414 for SCADA Upgrades for 19 water plant wells and
83 wastewater pump stations; authorizing the appropriate City Officials to execute a
Purchase Order Agreement with CC Control Corporation for a project cost of
$837,727.00, with a contingency of 10% or $83,772.70 for an amount not to exceed
$921,499.70; authorizing an additional appropriation of $71,500; authorizing the
appropriate City Officials to administer the contract; providing for conflicts; providing for
severability, and providing for an effective date. Public Services Director Jack Strain and
Purchasing/Contracts Manager Keith Glatz appeared. Public Services Director Strain
gave a presentation, a copy of which is on file in the City Clerk's office.
5. Other Business:
Vice Mayor Placko said she was at an MPO meeting and Broward County
Commissioner Holness provided her with a copy of North Lauderdale's resolution
relative to illegally placed snipe signs and posters placed on utility poles, utility boxes, traffic
control boxes, bus shelters, benches, trees, or any other public property. Vice Mayor Placko
said they are asking all Broward County cities to put forward a similar resolution so that this
matter can be addressed as a County Ordinance. Vice Mayor Placko asked if Tamarac could

consider such a resolution. Mayor Dressler asked for a consensus to pass such a resolution
and all were in agreement.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 11:13 a.m.
