HomeMy WebLinkAbout2017-06-12 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, JUNE 12, 2017 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:38 a.m. on Monday, June 12, 2017 in Conference Room 105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Placko, Commissioner Marlon Bolton, Commissioner Michelle J. Gomez and Commissioner Julie Fishman were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel S. Goren and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Fishman led the Pledge of Allegiance 1. Presentation by Jordan Boudlal, Sr. Health Educator of the Florida Department of Health in Broward County on Point of Sale Tobacco Marketing. Mr. Boudlal appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Mr. Boudlal and City Attorney Goren responded to questions and comments from the Commission. City Attorney Goren said his staff is looking into this issue and will get back to the Commission for further discussion. City Attorney Goren said his staff has also done some research to determine if any cities in Florida regulate point of sale tobacco marketing and they were not able to locate any. Commissioner Fishman said we need to start thinking about this issue because if the state is silent on this then we have to do something. Mayor Dressler said this is clearly offensive and not in the public interest to market this product in the guise of candy. Commissioner Gomez talked about various stores located within 1.5 miles of each other that market tobacco products. Commissioner Gomez said she would like to find out how many of these stores we have in Tamarac and how close they are to schools. Mr. Boudlal said he has that information and will forward it to the Commission. City Attorney Goren noted there are 150 municipalities in California that regulate point of sale tobacco marketing. 2. TR12962 - Execution of Agreement with BLD Services, LLC - FY17 Wastewater Inflow and Infiltration Lateral Lining Project UT17D: Item No. 6 (d) on the Consent Agenda. (TR12962) A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 17-11 B to BLD Services, LLC, and authorizing the appropriate City Officials to execute the agreement between the City of Tamarac and BLD Services, LLC, for an amount of $7,700,635.00 for the Wastewater Inflow & Infiltration Lateral Lining Project located in multiple areas within the City of Tamarac; authorizing an additional appropriation of $565,119, providing for conflicts; providing for severability; and providing for an effective date. Public Services Director Jack Strain and Purchasing Contracts Manager Keith Glatz appeared. Public Services Director Strain gave a presentation, a copy of which is on file in the City Clerk's Office. TR12961 - Appointing one (1) Resident Trustee to the Firefighters Pension Board of Trustees: Item No. 6 (f) on the Consent Agenda. (TR12961) A Resolution of the City Commission of the City of Tamarac, Florida, appointing one Resident Trustee to the Firefighters Pension Board of Trustees to serve a four-year term of office ending June 15, 2021 or until a new appointment is made; providing for conflicts; providing for severability; and providing for an effective date. City Clerk Patricia Teufel said only two applications were received for the vacant resident trustee position on the Firefighters Pension Board and asked the Commission for a consensus on an appointment. All were in agreement to appoint Brian Neff as the Resident Trustee to the Firefighters Pension Board. Financial Services Director Mason appeared and gave a presentation on the Fee Study and Cost Recovery Recommendations for the following four items, a copy of which is on file in the City Clerk's Office. Mr. Mason talked about user fee activity; the purpose of the fee study; the objectives of the fee study; the background; user fees; the benefit of user fees; the restriction on user fees; the methodology used in developing fees and the findings from the study. Assistant Fire Chief Jeff Moral appeared and gave a presentation on the Fire Rescue Service Fees. Community Development Director Calloway appeared and gave a presentation on the Community Development Fees. Commissioner Fishman left the meeting at 10:45 a.m. and returned to the meeting at 10:49 a.m. Assistant Public Services/Capital Projects Manager Director John Doherty appeared and gave a presentation on the Engineering Division Development Review Fees. Assistant Building Official Pat Richardson appeared and gave a presentation on the Building Fees. Staff responded to questions throughout their presentations. Mayor Dressler said it is important for people to understand that the State regulates the ad valorem millage rate. The City needs to recapture the costs from the people that use these services because if we don't do it this way the city could be doomed to insolvency. 4. TR12941 - Fire Rescue Service Fee Schedule: Item No. 6 (g) on the Consent Agenda. (TR12941) A Resolution of the City Commission of the City of Tamarac, Florida, adopting a new schedule of fees for services for the Fire Rescue Department, pursuant to Exhibit 1 attached hereto and incorporated herein; as a result of the City of Tamarac, Florida, July 2016 cost of service study by MGT of America, Inc.; authorizing the appropriate City Officials to approve the revised Fire Rescue fees including a phasing schedule; providing for conflicts; providing for severability; and providing for an effective date. 5. TR12942 - Community Development Fee Schedule: Item No. 6 (h) on the Consent Agenda. (TR12942) A Resolution of the City Commission of the City of Tamarac, Florida, setting a new schedule of fees for the Community Development Department to become effective October 1, 2017, attached hereto as Exhibit "A", as a result of the City of Tamarac, Florida August 2016 Cost of Service Study by MGT of America, Inc.; Page 2 of 3 COMMISSION WORKSHOP MEETING June 12, 2017 repealing Resolution No. R-2009-45; providing for conflicts; providing For severability; and Providing For an Effective Date. 6. TR12943 - Engineering Development Review Fees Schedule: Item No. 6 (i) on the Consent Agenda. (TR12943) A Resolution of the City Commission of the City of Tamarac, Florida, setting a new schedule of Engineering Division Development Review Fees for the Public Services Department, attached hereto as Exhibit "V; providing for conflicts; providing for severability; and providing for an effective date. 7. TR12944 - Building Dept. Fee Schedule: Item No. 6 (e) on the Consent Agenda. (TR12944) A Resolution of the City Commission of the City of Tamarac, Florida revising the City's Building Fees pursuant to Exhibit "A" attached hereto and incorporated herein; providing for conflicts; providing for severability; and providing an effective date.
