HomeMy WebLinkAbout2016-06-23 - City Commission Special Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING THURSDAY, JUNE 23, 2016 CALL TO ORDER: Mayor Harry Dressler called the Special Commission Meeting of the City Commission to order at 9:11 a.m. on Thursday, June 23, 2016 at the Colony West Golf Club, 6800 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell, Commissioner Michelle J. Gomez and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel Goren and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance. City Attorney Goren read TR12804 by title into the record and gave an extensive explanation of the Resolution and the ILA. City Attorney Goren said the County approved the ILA which is now before this commission for consideration. City Attorney Goren went into great detail about what occurred at the Broward County meeting yesterday. City Attorney Goren said there will be an Oversight Board and went over the qualifications of the individuals that would make up the Oversight Board. City Attorney Goren said there are meetings occurring today and tomorrow and the objective is to submit the items to the Supervisor of Elections by noon tomorrow. We need 51 % of the cities to approve rescinding their original resolutions and approve the ILA. If some cities don't sign and approve the ILA they will not receive their portion of the funds generated and those funds will be redistributed to the cities that do sign the ILA. City Attorney Goren noted that because his office worked on this issue and they are attorneys for other cities in Broward County they cannot serve on the Oversight Board. City Attorney Goren talked about the wording of the ballot. Mayor Dressler gave an overview of what went on in the discussions yesterday to arrive at the resolution and ILA that is now before the Commission. Mayor Dressler explained the financial intricacies of the ILA and talked about offsetting the millage rate due to the funds that will be generated and what projects the city can accomplish. Mayor Dressler said the next step is to educate Tamarac residents on the importance of voting yes on this as it will generate approximately $5.2 million for the City of Tamarac enabling the City to fund CIP projects sooner rather than later. City Attorney Goren, Financial Services Director Mason and City Manager Cernech responded to questions and comments from the Commission. Commissioner Bushnell seconded by Commissioner Gomez moved approval of TR12804. Motion passed unanimously (5-0).
