SPECIAL CITY COMMISSION WORKSHOP
THURSDAY, JUNE 23, 2016
CALL TO ORDER: Mayor Dressler called the Special Workshop of the City Commission to
order at 10-37 a.m. on Thursday, June 23, 2016 at the Colony West Golf Club, 6800 NW 88tn
Avenue, Tamarac, FL, 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Michelle J.
Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane
Phillips, City Attorney Samuel S. Goren, City Clerk Patricia Teufel, Financial Services
Director Mark Mason, Parks & Recreation Director Greg Warner, BSO Captain Neal
Glassman, Chief Building Official/Director Claudio Grande, Public Services Director Jack
Strain, Information Technology Director Levent Sucuoglu, Assistant Community Development
Director Frank Zickar, Fire Chief Mike Burton, Human Resources Director Maria Swanson,
Budget Manager Marianela Diaz, Grants Administrator Mike Gresek, Management & Budget
Analyst 1 Jasmine Lopez, Public Information & Media Specialist Elise Boston. Assistant City
Attorney Shana Bridgeman joined the meeting at 3:40 p.m.
City Manager Cernech said today we will be talking about the cost of government and focus
on the future by taking action today to support our core services.
Financial Services Director Mason provided a comprehensive overview of the City's proposed
budget, including the proposed millage rate and he, as well as staff, responded to questions
throughout the presentation, a copy of which is on file in the City Clerk's Office. Mayor
Dressler asked staff to find funding to help communities beautify the entrances to their
communities and also obtain entrance signs. Mayor Dressler recessed the meeting for lunch
at 11-49 a.m. and reconvened the meeting at 12-51 p.m., with all present as before. For the
remainder of the afternoon the Commission received department budget presentations from
the Chief Building Official/Director Grande, Captain Glassman, City Clerk Teufel, Assistant
Community Development Director Zickar, Financial Services Director Mason; Fire Chief
Burton; Human Resources Director Swanson; IT Director Sucuoglu and Parks & Recreation
Director Warner. Mayor Dressler recessed the meeting at 2:51 p.m. and reconvened the
meeting at 3:14 p.m., with all present as before. Department budget presentations continued
with Public Services Director Strain. Staff responded to questions from the Commission
throughout their presentations. Fire Chief Burton gave the Commission a short presentation
on his plans for Succession Planning in the Fire Department, a copy of which is on file in the
City Clerk's Office.
City Attorney Goren left the meeting at 3.40 p.m. and Assistant City Attorney Shana
Bridgeman joined the meeting.
Financial Services Director Mason gave a brief presentation on the Fire Rescue Assessment;
some items on the upcoming primary election and general election ballots and Water &
Sewer Debt Issue - $12 - $14 million Inflow/Infiltration (I & 1) Program. City Manager Cernech,
Fire Chief Burton, Financial Services Director Mason, and Public Services Director Strain
responded to questions from the Commission throughout this presentation.

City Manager Cernech thanked the Commission for their patience during this long day and
said there were a few other things he would like to talk to the Commission about. City
Manager Cernech said we are very close to an Agreement on Red Light Cameras and this
will be on the next Workshop agenda. City Manager Cernech said Public Services Director
Strain is working through some small stormwater projects and he will be talking to the
Commission individually. City Manager Cernech said with regards to the Colony West Hotel
and Clubhouse we are working through some environmental issues and staff will come back
to the Commission with an amendment to the original agreement.
City Manager Cernech said Broward County recently approved their PACE Program and
Tamarac will have to make a decision if we want to add more PACE providers to our PACE
Program. Staff will be talking to the Mayor and Commission about Tamarac Village and will
bring back an amendment to the lease so that this project can move forward. City Manager
Cernech said he was approached by Suzanne Chesser to see if the City was interested in
purchasing her building and a decision will have to be made regarding the possible purchase.
Staff will look into this and come back to the Commission with a recommendation.
City Manager Cernech said staff has been working on assisting the Historical Society find a
permanent home; however, at some point it will fall back on the City to pay for it. So far we
have been unsuccessful.
City Manager Cernech thanked the Mayor and Commission for their input and appreciates
the way the Mayor and Commission approach the budget process.
There being no further business to come before the City Commission, Mayor Dressler
adjourned the meeting at 5:19 p.m.
