HomeMy WebLinkAbout2016-06-20 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY June 20, 2016 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:37 a.m. on Monday, June 20, 2016 in Conference Room 105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell, Commissioner Michelle J. Gomez and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. PLEDGE OF ALLEGIANCE: Vice Mayor Glasser led the Pledge of Allegiance Mayor Dressler moved out of order of the Agenda to take up Items 2 and 3 on the Agenda. 2. CIP Ranking Project: Grants Administrator Michael Gresek appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Grants Administrator Gresek and City Manager Cernech responded to a few questions and comments from the Commission. 3. Update on Surtax: City Attorney Samuel S. Goren and City Manager Michael C. Cernech appeared. City Attorney Goren gave an extensive update on the current status of the Surtax issue and what transpired over the past weekend. City Attorney Goren gave an in-depth overview of the issues being addressed in the ILA and the consequences of not signing the ILA. City Attorney Goren provided a list of Broward County Cities that would be addressing a Resolution to rescind their resolutions in support of an Infrastructure Surtax and accepting the yet to be finalized ILA. City Attorney Goren advised the Commission that there would be a Special Commission Meeting of the City Commission on Thursday, June 23, 2016 prior to the scheduled Budget Workshop. At that meeting the Commission would consider and vote on rescinding R-2016-33 and accepting the finalized ILA offered by the County. City Attorney Goren urged the Commission members to reach out to their Broward County Commission colleagues to discuss this issue. City Manager Cernech talked about Tamarac being able to fund CIP Projects with funds received from the Infrastructure Surtax sooner rather than later. City Manager Cernech reminded the Commission that Tamarac has done a good job of prioritizing our infrastructure needs and as a result we are in better shape than the County and some other cities in Broward County. Mayor Dressler talked about his involvement in the process and noted that this will be settled by the Broward County Commission at their meeting on Wednesday, June 22, 2016; however, no one can say how the 8 Broward County Commissioners will vote. There was a general discussion on the sales tax issue and the possible County Page 1 of 2 COMMISSION WORKSHOP MEETING June 20, 2016 Commission decision on Wednesday. City Attorney Goren and City Manager Cernech responded to questions from the Commission. There was a discussion about educating the voters on the referendum questions regarding the surtax and letting them know that one of the first things this Commission will look at is reducing the millage rate. Mayor Dressler moved back into the regular order of the agenda to take up Item 1 on the agenda. 1. Presentation of the SR 7 Multimodal Improvements Corridor Study: Specifically Intersection of Commercial Blvd. & State Road 7. Tindale Oliver Project Manager Demian Miller and Broward County MPO Project Manager Roxana Ene, appeared. Mr. Miller gave a presentation, a copy of which is on file in the City Clerk's Office. Mr. Miller talked about the Project Advisory Committee and their process, public outreach; corridor -wide improvements; bike/pedestrian improvements; enhanced crosswalk markings and bike facility and pedestrian improvements. Mr. Miller also talked about major intersection project recommendations and went over the time line for the next steps they would be taking. Mr. Miller said at some future point they will need to get a resolution in support of the recommendations that were presented to the Commission today.
