CITY COMMISSION WORKSHOP
September 26, 2016
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:38 a.m. on Monday, September 26, 2016 in Conference Room 105, City
Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Michelle J. Gomez and Commissioner Debra Placko were in
attendance.
Also in attendance were Assistant City Manager Diane Phillips, City Attorney Samuel S.
Goren and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Gomez led the Pledge of Allegiance
1. Tamarac Historical Society Update - Parks & Recreation Director Greg Warner and
Tamarac Historical Society Chair Barbara Tarnove appeared. Parks & Recreation
Director Warner gave a brief introduction and Ms. Tarnove gave a presentation, a copy
of which is on file in the City Clerk's Office. Ms. Tarnove talked about the Society's
current projects; their Newsletter; Centenarian Brunch in January 2017; Tamarac
Library 40th Anniversary; indexing Tamarac 50 year old properties and the ongoing
collection of names for the Veterans Honor Wall. Ms. Tarnove noted that another two
panels will be unveiled at the Veteran's Day Ceremony on November 9th. Ms. Tarnove
responded to a few questions from the Commission throughout the presentation.
Everyone agreed that the Historical Society was doing a great job.
2. T02349 - Water Supply Plan Comp Plan GOP Amendments: Item No. 8 (a) on
Ordinance(s) - First Reading. (T02349) An Ordinance of the City of Tamarac, Florida,
amending, the Future Land Use Element, Infrastructure Element, Conservation
Element, Intergovernmental Coordination Element, and Capital Improvements Element
of the City of Tamarac's Comprehensive Plan consistent with the South Florida Water
Management District Water Supply Facilities work plan for the City of Tamarac;
authorizing transmittal of the 2016 Ten Year Water Supply Facilities work plan and
Comprehensive Plan Amendments to the Department of Economic Opportunity and
other agencies as required by Florida Statutes 163.3184(3) providing for inclusion in the
Comprehensive Plan; providing for conflict; providing for severability; and, providing for
an effective date. Community Development Director Maxine Calloway, Assistant
Director of Utilities James Moore, Diego Herrera, Eckler Engineering and Alex David,
Alex David & Associates appeared. Community Development Director Calloway
introduced everyone to the Commission. A copy the presentation on the City of
Tamarac Water Supply Plan and Related Comprehensive Plan Amendments is on file in
the City Clerk's Office. Mr. Herrera talked about the purpose of the Plan, the water
service area; the historic and projected population of the City of Tamarac; raw water use
and projected demands and Tamarac Capital Improvements as outlined through 2022.
Mr. David spoke about the five Comprehensive Plan Amendments; the legislative
history of Water Supply Planning and gave a summary of the proposed changes. Mr.

David talked about the transmission of the Plan to the Department of Economic
opportunity and as well as the other agencies that would review the plan. The reviewing
agencies have 30 days from date of receipt to comment and then the City has to adopt
the amendments within 180 days of the receipt of the comments. Community
Development Director Calloway, Mr. Herrera, Mr. David and Assistant Utilities Director
Moore responded and to questions and comments from the Commission.
Mayor Dressler recessed the meeting at 10A2 a.m. and reconvened the meeting at
10:52 a.m. with all present as before.
3. TR12838 - Adoption of Affordable Housing Incentive Strategies Report: Item No. 6 (e)
on the Consent Agenda. (TR12838) A Resolution of the City Commission of the City of
Tamarac, Florida, adopting the Affordable Housing Incentive Strategies
recommendations of the Affordable Housing Advisory Committee and authorizing the
transmittal of the recommendations in a triennial report attached hereto as Exhibit "A" to
the Florida Housing Finance Corporation in accordance with Section 492.9076 (4)
Florida Statutes; providing for conflicts, providing for severability; and providing for an
effective date. Community Development Director Maxine Calloway and Housing and
Neighborhood Programs Manager Coleen Christie appeared. Community Development
Director Calloway gave an overview of the item. Housing & Neighborhood Programs
Manager Christie gave a presentation, a copy of which is on file in the City Clerk's
Office. Housing & Neighborhood Programs Manager Christie talked about the purpose
of the Incentive Strategies Report; the SHIP Allocation Threshold; the Maximum
Housing Expense Qualifications; Timeline of the Report and the Housing Incentive
Strategies. Community Development Director Calloway and Housing & Neighborhood
Programs Manager Christie responded to questions and comments from the
Commission throughout the presentation.
4. TR12852 - Colony West - Fourth Amendment to Purchase and Sale Agreement Item
No. 6 (h) on the Consent Agenda. (TR12852) A Resolution of the City Commission of
the City of Tamarac, Florida, authorizing and directing the appropriate City officials to
execute that certain Fourth Amendment to contract for Sale and Purchase, attached
hereto as Exhibit "1 ", by and between the City of Tamarac, a municipal corporation and
AD1 Tamarac Hotels, LLC, a Florida Limited Liability Company for the sale of a 2.24 (+/-
) acre parcel of real property located on the east side of Pine Island Road, south of
West McNab Road, known as a portion of Tract A, Colony West Clubhouse Plat,
according to the Plat thereof, as recorded in Plat book 71, Page 18 of the public records
of Broward County, Florida, being more particularly described in Exhibit "A", attached
hereto and incorporated herein; providing for conflicts; providing for severability; and
providing an effective date. Community Development Director Maxine Calloway and
Financial Services Director Mark Mason appeared. Community Development Director
Calloway gave a presentation, a copy of which is on file in the City Clerk's Office.
Community Development Director Calloway went over the previous three amendments
and talked about the Amendment to Exhibit A as well as Section 7(c) and Sections 8 (a)
and (b) to the Fourth Amendment to the Purchase and Sale Agreement. Financial
Services Director Mason talked about deleting/replacing Section 15 of the Fourth
Amendment to the Purchase and Sale Agreement, the continued golf operations during ,
the construction of the hotel, the new club house and cart barn. Financial Services

Director Mason also spoke about the fiscal impact of the project. Community
Development Director Calloway and Financial Services Director Mason and City
Attorney Goren responded to questions from the Commission.
5. Presentation of the Annual Community Rating System Status Report: Presentation of
the Annual Community Rating System Status Report. Chief Building Official/Director
Claudio Grande appeared and gave a presentation, a copy of which is on file in the City
Clerk's Office. Chief Building Official/Director Grande explained the classification rating
for Tamarac; went over the flood insurance information for Tamarac; talked about the
preventive activities that Tamarac has taken as well as structural projects, open space
preservation and outreach projects to educate Tamarac residents. Chief Building
Official/Director Grande responded to a few questions from the Commission.
6. TR12811 - Approving Community Rating System Program for Public Information:
Item No. 6 (f) on the Consent Agenda. (TR12811) A Resolution of the City Commission
of the City of Tamarac, Florida approving the Program for Public Information which is
part of the National Flood Insurance Program Community Rating System; providing for
conflicts; providing for severability and providing for an effective date. Chief Building
Official/Director Claudio Grande and Assistant Building Official Pat Richardson
appeared. Chief Building Official/Director Grande gave a presentation, a copy of which
is on file in the City Clerk's Office. Chief Building Official/Director Grande provided the
Commission with three brochures relative to the National Flood Insurance Program that
are provided to new residents and are handed out at HOA meetings and the
Neighborhood District Meetings, copies are on file in the City Clerk's Office. Assistant
Building Official Richardson talked about the role of the Affordable Housing Committee
in establishing the Program for Public Information as well as the benefits of having a
Program for Public Information. Chief Building Official/Director Grande demonstrated
how people can locate flood elevation certificates on the City's website and explained
that it would only be there for properties when someone pulled a permit that required an
elevation certificate. Chief Building Official/Director Grande then demonstrated to the
Commission how people can locate the flood zone they are in on the Broward County
website.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 12:32 p.m.
