HomeMy WebLinkAbout2010-07-07 - City Commission Budget Workshop Meeting MinutesCITY COMMISSION BUDGET WORKSHOP WEDNESDAY, JULY 7, 2010 ' CALL TO ORDER: Mayor Talabisco called the budget workshop meeting to order at 9:10 a.m. at City Furniture, 6701 N. Hiatus Road, Tamarac, FL 33321. PRESENT: Mayor Beth Talabisco, Commissioner Pamela Bushnell, Commissioner Diane Glasser, and Vice -Mayor Harry Dressler (arrived at 9:12 a.m.) ALSO PRESENT: City Manager Jeffrey L. Miller, Deputy City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney David Tolces, Financial Services Director Mark Mason, Fire Chief Mike Burton, Chief Building Official/Director Claudio Grande, Director of Parks and Recreation Greg Warner, Community Development Director Jennifer Bramley, Director of IT Levent Sucuoglu, BSO Chief Mark Duguay, Human Resources Director Maria Swanson, Public Works Director Jack Strain, Director of Utilities Ray Gagnon, City Clerk Marion Swenson, and Management & Budget Analysts Kareyann Ashworth and Emilie Smith. Mayor Talabisco led the pledge of allegiance. City Manager Miller welcomed everyone and said this budget addresses concerns expressed 'by the Mayor and City Commission at earlier workshops and the millage rate being proposed is 6.500 which is up''Y2 mil from last year. Financial Services Director Mason gave a presentation (a copy of which is attached and incorporated as part of these minutes.) There was discussion regarding the BSO contract, the dispatch center and crime lab. Mayor Talabisco confirmed the three -cent gas tax is dedicated to infrastructure. Vice -Mayor Dressler questioned a line on the electric bill with regard to franchise charges and there was discussion regarding the pass through to the end user. Vice - Mayor Dressler said this may be an issue for our Tallahassee representative. Vice -Mayor Dressler said he would like to see what the other cities' roll back rates are and City Manager Miller said he would get that information for the Mayor and City Commission. Mayor Talabisco questioned the taxes that would be received from the recently annexed area and Financial Services Director Mason said it would be about $242,000. Mayor Talabisco asked if there is one formula that all property appraisers use and Financial Services Director Mason said there are five methods available to appraise property. The property appraiser chooses the method he/she wishes to use, but it has to be consistent for all the cities under the jurisdiction of that property appraiser. Mayor Talabisco called for a recess at 10:45 a.m. and reconvened the budget workshop ' meeting at 11:00 a.m. with all present as before. Commissioner Bushnell spoke of opportunities for the City in the property next to the proposed Water Park in Ft. Lauderdale and City Manager Miller said he would ask Public and Economic Affairs Officer , Berns to look into that. Mayor Talabisco questioned how the Mayor and City Commission could address questions from constituents regarding the use of reserves and City Manager Miller said we like to look at least five -years into the future when adopting any budget. If one- time money is used rather than trimming expenses or payroll, then the same problems are faced in the next year. Vice -Mayor Dressler left the room at 11:40 a.m. and returned at 11:45 a.m. Mayor Talabisco confirmed the two pieces of public art ('Dusk and Dawn' and `Under the Shade of a Big Tree') would be lighted. Vice -Mayor Dressler questioned the yield on debt. All were in agreement to change the designation of Main Street to Tamarac Village. Financial Services Director Mason discussed two projects that the City found out about this week: solar panels and induction lighting, which would both be added to the budget. Vice -Mayor Dressler discussed the feasibility of the City becoming self -insured. I Mayor Talabisco questioned how pensions impact our budget. Financial Services Director Mason and Human Resources Director Swanson spoke of the City's contribution to the plans, and the fact that the City's contribution should go down in future years. Mayor Talabisco called for a recess at 12:40 p.m. and reconvened the budget workshop at 1:15 p.m. with all present as before. Public Works Director Strain gave a presentation on the CIP Program and completed projects that the City will continue to maintain. Mayor Talabisco suggested the City look at the walking park in Coral Springs to get some ideas for the proposed Mainlands Walking Park. Director of Parks and Recreation Warner gave a presentation on programs and services. There was discussion about the waiting list for camp. Commissioner Bushnell spoke about partnerships and sponsorships from local vendors. Director of Utilities Gagnon gave a presentation on aging infrastructure and upcoming programs as they relate to water conservation. The proposal for a severance package for those who have not found alternative employment by the 'end of September will be four weeks' pay and the City's share of health insurance for the first 12 months of COBRA coverage. Mayor Talabisco asked for an expression of interest to set the maximum millage rate at 6.500 and authorize publication of the budget document. All were in agreement.
