HomeMy WebLinkAbout2010-02-01 - City Commission Special Meeting MinutesSPECIAL CITY COMMISSION MEETING MONDAY, FEBRUARY 01, 2010 2:30 P.M. CALL TO ORDER: Mayor Talabisco called the Special meeting of the City Commission to order at 2:30 p.m. on Monday, February 1, 2010, in room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida. PRESENT: Mayor Beth Talabisco, Vice -Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Patricia Atkins -Grad, and Commissioner Diane Glasser. ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant City Attorney Julie Klahr, Deputy City Manager Michael C. Cernech, and City Clerk Marion Swenson. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the pledge of allegiance City Manager Miller said the purpose of today's meeting is to discuss February 4, 2010 auction of the Monterey, Sabal Palm North and Sabal Palm South properties and to bring everybody up to speed on the history of the parcels and discuss options. Community Development Director Bramley discussed the location, size and proposed use, vested rights, encumbrances, and restrictive covenants. Deputy City Manager Cernech spoke of potential municipal uses for the Monterey property. There was discussion about a recreational district similar to one in Sunrise Lakes. Deputy City Manager Cernech discussed challenges such as environmental mitigation, size, access, and compatibility. Assistant City Attorney Klahr spoke about appraisals and title searches necessary in accordance with State law in order for a municipality to purchase property, and added the current owners had issues and it is not known what may have been attached to the property. Mayor Talabisco called for a recess at 3:30 p.m. and reconvened the meeting at 3:45 p.m. with all present as before. City Manager Miller said staff does not recommend the purchase of these properties. If a developer purchases the properties and develops them, the City will realize property taxes at about $1.5 million, as well as other fees associated with development.
