HomeMy WebLinkAbout2010-05-10 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MEETING MONDAY MAY 10, 2010 CALL TO ORDER: Mayor Talabisco called the Workshop meeting of the City Commission to order at 9:30 a.m. on Monday, May 10, 2010, in Conference Room 105, Tamarac City Hall, 7525 N.W. 88 Avenue, Tamarac, FL 33321. PRESENT: Mayor Beth Talabisco, Vice -Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Patricia Atkins -Grad, and Commissioner Diane Glasser. ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant City Attorney Julie Klahr, Deputy City Manager Michael C. Cernech and Assistant City Clerk Patricifa.Teufel. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the pledge_o# alledi�ance. 1. NEIGHBORHOOD STABILIZATION PROGRAM UPDATE. — Community Development Director Jennifer Bramley and Housing Administrate- Angela. Bauldree appeared. Housing Administrator Bauldree said that out of $4,772;?18 we have expended $1,889,557.71, encumbered $1,661,012.09, and committed $1;154,000. All funds must be encumbered by September 19, 2010 and expended by March 18, 2011. Housing Administrator Bauldree said to date we have a total of 230 applications, of which 180 have been processed; there have been 33 closings, 3 of which are Tamarac employees, and another 8 are awaiting closing. Housing Administrator Bauldree discussed the average contract, down payment assistance and rehabilitation figures. Commissioner Atkins -Grad asked what percentage of homes were vacant in Tamarac and if there were any short sales. Housing Administrator Bauldree responded HUD says 18% to 19%, however, realtors say it is lower and there were no short sales. Commissioner Glasser spoke of an article in today's Sun Sentinel saying that housing programs would lose money due to the budget cuts. Housing Administrator Bauldree said this will be the second year that we will not receive SHIP funds. Vice Mayor Dressler commended Housing Administrator Bauldree and staff for job well done. Mayor Talabisco said people are not aware of the intricacies of administering the NSP nor the scrutiny under which it is done and also commended staff. Mayor Talabisco asked Assistant City Manager Phillips the chances of us receiving any money and Assistant City Manager Phillips said we did file an application, however, we did not receive any money but that we would reapply should it reopen. City Manager Miller reported the City of Tamarac has moved from "Silver Certified" to "Gold Certified" Environmental Government and a press release has been prepared. City Manager Miller said Plantation is the only other Gold Certified Environmental Government in South Florida. Mayor Talabisco asked Public & Economic Affairs Officer Berns for a copy of the press release so it can be used in a blast email. Vice Mayor Dressler spoke of Tallahassee balancing the budget by raiding trust funds. Commissioner Glasser said she was recently given CSI pads for complaints and asked if there was a way she could be notified when complaints have been resolved. City Manager Miller responded that out of 251 complaints 241 have been resolved and said this is a pilot program and we will figure out a way to get results to the Mayor and Commissioners on complaints they turn in.
