HomeMy WebLinkAbout2011-06-29 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MEETING WEDNESDAY, JUNE 29, 2011 CALL TO ORDER: Mayor Bushnell called the workshop meeting to order at 9:04 a.m. on Wednesday, June 29, 2011 in Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. PRESENT: Mayor Pamela Bushnell, Vice Mayor Michelle J. Gomez, Commissioner Marion Swenson, Commissioner Diane Glasser, and Commissioner Harry Dressler. ALSO PRESENT: City Manager Michael Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Peter M. J. Richardson. PLEDGE OF ALLEGIANCE: Mayor Bushnell led the Pledge of Allegiance. 1. SOLID WASTE FRANCHISE AWARD (TO2225): Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida on first reading awarding RFP No. 09-16R and approving a Franchise Agreement with Waste Management Inc. of Florida for furnishing collection and disposal of residential solid waste and recycling and commercial solid waste; authorizing the appropriate City officials to execute the Franchise Agreement with Waste Management Inc. of Florida and to take action consistent with the intent of this ordinance; providing for the ability to revise rates for solid waste and recycling collection and disposal services through the adoption of a resolution by the City Commission; providing for conflicts, providing for severability; and providing for an effective date — Public Works Director Jack Strain, Public Works Budget and Contracts Manager Troy Gies, Purchasing/Contracts Manager Keith Glatz and Bill Redman, Redman Consulting Group Assistant City Attorney Julie Klahr noted that this morning's City Commission workshop meeting would be followed as soon as possible by a special City Commission meeting in the City Commission Chambers to consider the solid waste franchise award matter. Mr. Gies presented a brief overview of the types of solid waste services in the proposed contract including curbside refuse collection service, recycling and commercial solid waste services. Mr. Glatz presented an outline of the solid waste and recycling procurement and proposal timeline from January, 2009 through June 16, 2011. Mr. Gies presented a brief overview of the solid waste franchise proposal outlined by Waste Management, including service levels and the types of equipment to be provided, including various sizes of carts. Mr. Gies responded to questions from the Mayor and City Commissioners about potential solid waste services to be provided to single family residences, condominiums and clubhouses. Mr. Gies noted that the franchise fees for the commercial agreement would be increasing from 10% to 20% and residential (multi- family) fees would be increasing from 15% to 20%, consistent with an ordinance change 'approved by the City Commission in October 2010. Ms. Klahr noted that the special City Commission meeting would convene at approximately 10:30 a.m. in the City Commission Chambers.
