HomeMy WebLinkAbout2011-01-10 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MEETING MONDAY, JANUARY 10, 2011 CALL TO ORDER: Mayor Talabisco called the workshop meeting to order at 9:32 a.m. on Monday, January 10, 2011 in Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. PRESENT: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Michelle J. Gomez, and Commissioner Diane Glasser. ALSO PRESENT: City Manager Jeffrey L. Miller, Deputy City Manager Michael Cernech, City Attorney Sam Goren and City Clerk Peter M. J. Richardson. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the pledge of allegiance, followed by a moment of silence to honor those lost or wounded in Saturday morning's tragedy in Tucson, Arizona. Mayor Talabisco expressed best holiday wishes and a happy new year to all. Mayor Talabisco also suggested that the City Commission take a few minutes at the conclusion of today's workshop to discuss general security related matters. There was City Commission concurrence to proceed in this manner. 1. Presentation regarding the East Coast Protective Levee Accreditation: Presentation regarding the East Coast Protective Levee Accreditation — Public Works Director Jack Strain and Carole Morris and Jose Lopez, South Florida Water Management District Ms. Morris made a comprehensive presentation regarding the use of ring dikes, ongoing active maintenance and other strategies to mitigate potential flood -related threats to western Broward County and surrounding areas, and responded to questions from the Mayor and members of the City Commission. She noted that the South Florida Water Management District (SFWMD) was presently seeking accreditation of the protective levee system. Ms. Morris stated that the City Commission would be asked to approve and execute a letter of agreement relative to the certification process in the near future. Mr. Lopez noted that the levee system and related ring dikes were one component of a many faceted flood protection system for Broward County and south Florida. Commissioner Dressler stepped out of the room at 9:56 a.m. relative to a conference call/scheduling matter. Mr. Goren noted that the South Florida Water Management District had a cooperative working relationship with the United States Army Corps of Engineers to manage water resources throughout south Florida, including the maintenance of levee protection systems and related infrastructure. Ms. Morris also made a presentation regarding the South Florida Water Management District's efforts to encourage water conservation. She stated that climatologists were Page 1 of 4 City Commission Workshop Meeting January 10, 2011 predicting one of the driest dry seasons in south Florida in recent memory. Ms. Morris stated that Tamarac City staff were very vigilant and helpful in coordinating with South Florida Water Management District staff to obtain compliance with water conservation restrictions and related awareness and enforcement matters. 2. Item No. 6c on the Consent Agenda Relay for Life 2011 In -Kind Support (TR11969) A Resolution of the City Commission of the City of Tamarac, Florida, approving a request on behalf of the American Cancer Society for in -kind support for the Tamarac Relay for Life event benefitting the American Cancer Society to be held at University Hospital and Medical Center on April 2-3, 2011; providing for permits, proper insurance and execution of hold harmless agreement; providing for conflicts; providing for severability; and providing for an effective date. Parks and Recreation Director Greg Warner and Tamarac Relay for Life Event Chair Drue Landers. Mr. Warner said that City staff was recommending that the City Commission approve a request from the American Cancer Society for in -kind support of this year's Relay for Life events on April 2 and 3 at University Hospital and Medical Center. Vice Mayor Bushnell and Commissioner Gomez both said that they had participated in last year's event and were looking forward to participating in this year's Relay for Life events. Ms. Landers noted that there would be a wide variety of events, pre -events and information booths coupled with this year's Relay for Life activities. Mayor Talabisco said that the City of Tamarac was happy to help with the Relay for Life cause and in educating the public about taking proper medical care and related precautions. Mayor Talabisco inquired where the activities would be held this year. Ms. Landers said the events would be held at University Hospital and Medical Center, utilizing the outdoor horseshoe track, or in the event of inclement weather, the indoor gymnasium facility. She also noted that Lee Chaykin, the event's honorary chair had recently accepted another position in south Florida and would not be able to serve as this year's honorary chairperson. Mayor Talabisco said she would be pleased to serve as honorary Chair of the Relay for Life event. Ms. Landers said she greatly appreciated, and accepted, Mayor Talabisco's gracious offer to serve as the event's honorary chairperson. Mr. Goren noted that although the amount of City resources for the in -kind support of this event were de minimis, they were legally appropriate due to the public purpose being served. 3. Item No. 6 (e) on the Consent Agenda. REPLACEMENT OF VEHICLES AND EQUIPMENT (TR11933) A resolution of the City Commission of the City of Tamarac, Florida, authorizing the purchase of replacement vehicles and equipment utilizing the Florida Sheriffs Association Bid 10-18-0907; declaring certain equipment as surplus and directing that equipment be disposed via trade- in with the vendor or via sale through established internet markets to be selected; placing all proceeds into the appropriate funds from which the assets were originally purchased; authorizing an expenditure in an amount not to exceed the assets were originally purchased; authorizing an expenditure in an amount not to exceed $293,213.90; approving funding from the appropriate account; providing Page 2 of 4 City Commission Workshop Meeting January 10, 2011 for conflicts; providing for severability; and providing for an effective date. Public Works Director Jack Strain and Purchasing/Contracts Manager Keith Glatz. Mr. Strain noted that the proposed replacement of vehicles before the City Commission was the first such request of this type from City staff in two years. He stated that the City was able to hold on to vehicles a little bit longer due to following best practices in a number of elements relative to vehicle maintenance. Vice Mayor Bushnell inquired how City of Tamarac ID stickers and logos were removed from the vehicles prior to resale as surplus. Mr. Strain stated that a special solvent was applied to applicable area without damaging the vehicle. Mayor Talabisco suggested that the City Commission take a brief break. The break started at 10:35 a.m. and concluded at 10:46 a.m. The workshop reconvened at 10:46 a.m. with all previously noted City Commissioners and staff in attendance, including Commissioner Dressler who had previously stepped out of the meeting at 9:56 a.m. 4. Item No. 6 (d) on the Consent Agenda. GUARDRAIL IMPROVEMENTS (TR11967) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City officials to approve the purchase and installation of guardrail from Southeast Attenuators, Inc. at a cost not to exceed $50,000.00, utilizing the City of Miami Gardens bid number 08-09-001; approving funding from the appropriate Capital Improvement Account; authorizing budget amendments for proper accounting purposes; providing for conflicts; providing for severability; and providing for an effective date. Public Works Director Jack Strain and Purchasing/Contracts Manager Keith Glatz. Mr. Strain said that City staff was proposing the replacement of guardrail at a total of five locations throughout the City of Tamarac. He stated that the areas identified were in greatest need due to damage or older guardrails. There were no questions from the Mayor and City Commissioners. 5. Presentation regarding Tamarac Climate Action Plan. Presentation regarding Tamarac Climate Action Plan. Public Works Director Jack Strain, Senior Engineer Samira Shalan and Engineer Rodrigo Castro. Mr. Strain noted that while some cities had chosen to hire a consultant to develop their proposed climate action plans, Ms. Shalan and Mr. Castro of the City's Public Works Department had developed a proposed Climate Action Plan for the City of Tamarac. Ms. Shalan stated that the City of Tamarac had been certified as a green local government. Ms. Shalan guided the Mayor and City Commissioners through the proposed Climate Action Plan, including the five milestones throughout the process, from target setting to implementation and monitoring. Vice Mayor Bushnell inquired why 2008 was selected as the baseline year for the greenhouse gas inventory. Mr. Strain Page 3 of 4 City Commission Workshop Meeting January 10, 2011 said this was the most recent reliable data available from Florida Power and Light (FP&L). Noting that she was frequently contacted by constituent about potential bans on plastic bags, Vice Mayor Bushnell inquired about the possibility of moving forward on this matter. Mr. Goren said although it was possible to encourage the use of alternatives to plastic bags, there was no statutory authority for this course of action to proceed on a uniform basis state wide in the State of Florida. Vice Mayor Bushnell inquired about other ways to partner with citizens relative to recycling and other matters. Mr. Strain stated that the use of a cart system would likely result in an increase in citizen participation in recycling programs. Mr. Goren noted that Broward County had not yet acted relative to the application of the recently approved November 2, 2010 referendum question potentially applying certain new ethics standards to municipalities and appointed and elected officials in Broward County. Mayor Talabisco noted for the record that she had been at Tamarac City Hall for approximately eight years as a City official and felt very secure in City Hall. She expressed appreciation to BSO Chief Marc Duguay and his deputies and staff for their on -going efforts to ensure public safety throughout the City of Tamarac. Mr. Miller said City staff would report back to individual City Commissioners over the next week or so relative to security related matters. Mayor Talabisco extended congratulations to Fire Chief Mike Burton for the attainment of his one year anniversary with the City of Tamarac. Mayor Talabisco also thanked all City staff for their efforts during the past year. There being no further business to come before the Mayor and City Commission, Mayor Talabisco adjourned the workshop meeting at 11:31 a.m. I&A Peter M.
