HomeMy WebLinkAbout2011-02-07 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MEETING MONDAY, FEBRUARY 7, 2011 CALL TO ORDER: Mayor Talabisco called the workshop meeting to order at 9:32 a.m. on Monday, February 7, 2011 in Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. PRESENT: Mayor Beth Talabisco, Vice Mayor Pamela Bushnell, Commissioner Harry Dressler, Commissioner Michelle J. Gomez, and Commissioner Diane Glasser. ALSO PRESENT: City Manager Michael Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Peter M. J. Richardson. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the pledge of allegiance. 1. Presentation on FEMA update of Broward County flood maps and impacts on the City of Tamarac: Presentation on FEMA update of Broward County Flood Maps and potential impacts on the City of Tamarac — Leonard Vialpando, Engineer IV, Broward County Department of Development and Environmental Regulation. Mr. Vialpando presented a comprehensive overview regarding the updating of flood maps in affected areas of Broward County, including some portions of the City of Tamarac. Mr. Vialpando noted that FEMA requires municipalities to participate in the National Flood Insurance Program and to adopt Flood Insurance Rate Maps (FIRMs) prepared by FEMA. He stated that new "FIRMs" were currently in process and would be created in digital, rather than paper form. Mr. Vialpando provided a brief summary of the levee accreditation process, noting that finalized flood insurance maps would be prepared following a 30-day input process from municipalities, followed by a ninety -day appeals process. Mr. Vialpando's comments were supplemented by information from Mr. Jose Lopez, representing the South Florida Water Management District, who provided an update on the status of current flood protection projects to enhance the welfare of Tamarac residents. Mr. Vialpando noted that communities would have six months to adopt the finalized maps and begin utilizing them for flood insurance purposes. Mr. Vialpando responded to questions, concerns and suggestions from the Mayor and members of the City Commission. Mr. Cernech noted that the City of Tamarac had an active flood plain map system in place and City staff would continue to focus on potential stormwater-related projects. Ms. Gelnovatch presented an overview of the federal government legislative process, relative to lobbying and grant and program funding activities. Ms. Gelnovatch stated that the preponderance of senators and congressional representatives wanted to bring funds for community projects back to their districts and constituents. She noted that U.S. Congressman John Mica (7th District, Florida), Chair of the U.S. House Transportation and Infrastructure Committee, was focused on preparing a bill relative to reauthorizing funding of transportation and water infrastructure projects. Assistant City Manager Diane Phillips presented the City's proposed federal legislative agenda including items such as funding for the proposed Pine Island Road pedestrian overpass, water utility, streetscape and transit improvements for the proposed Tamarac Village project, bus shelters and a City-wide bike path system. Ms. Gelnovatch also responded to questions and suggestions from the Mayor and City Commissioners regarding potential legislative priorities and possible funding opportunities for municipalities. Ms. Gelnovatch said she would prepare a detailed follow-up report to keep the Mayor and City Commissioners apprised about legislative policy matters and potential funding sources. 3. Item No. 6 (d) on the Consent Agenda. TEMPLE DEMOLITION PROJECT (TR11983) A resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 11-04B to and approving an Agreement with the BG Group, LCC, for the Temple Site Demolition Project, located at 9101-9115 NW 57th Street, in accordance with Bid No. 11-04B for a contract amount of $96,185; a contingency in the amount of $14,428 will be added to the Project Account; for a total project budget of $110,613; authorizing an expenditure from the appropriate accounts; authorizing budget amendments for proper accounting purposes; providing for conflicts; providing for severability; and providing for an effective date. Public Works Director Jack Strain, Public and Economic Affairs Officer Andy Berns and Senior Procurement Specialist Jim Nicotra. Mr. Strain briefly reviewed the bid proposal for the demolition of the former temple facility located on NW 57th Street, noting that the project would include the removal of the asphalt parking lot and restoration to a vacant grassy lot. Mayor Talabisco inquired whether or not City staff anticipated any impacts on surrounding properties such as the Hampton Hills community. Mr. Strain stated that any potential impacts should be minimal. He also noted that City staff would work with the project contractor to mitigate any problems which might arise during the demolition process. Mr. Strain noted that the contractor was being given ninety (90) days to complete the project. Mayor Talabisco inquired about the status of stained glass windows housed in the former temple facility. Mr. Berns stated that representatives from both the temple and Tamarac Historical Society had been offered, and accepted representative pieces of stained glass from the former temple facility.
