CITY COMMISSION WORKSHOP MEETING
MONDAY, MAY 23, 2011
CALL TO ORDER: Mayor Bushnell called the workshop meeting to order at 9:32 a.m.
on Monday, May 23, 2011 in Room 105, Tamarac City Hall, 7525 NW 88 Avenue,
Tamarac, FL.
PRESENT: Mayor Pamela Bushnell, Vice Mayor Michelle J. Gomez, Commissioner
Marion Swenson, Commissioner Diane Glasser, and Commissioner Harry Dressler.
ALSO PRESENT: City Manager Michael Cernech, Assistant City Manager Diane
Phillips, City Attorney Sam Goren and City Clerk Peter M. J. Richardson.
PLEDGE OF ALLEGIANCE: Mayor Bushnell led the Pledge of Allegiance.
SABAL PALM UPDATE — Update on Sabal Palm and Sabal Palm South
projects. - Community Development Director Jennifer Bramley
Ms. Bramley reported that on Saturday, May 14th, both the Sabal Palm and Sabal Palm
South properties had been purchased by 13th Floor Investments. Ms. Bramley stated
that Robert Suris of 13th Floor Investments and Mr. Surfs' attorney, Scott Backman,
were in attendance to update the Mayor and City Commissioners regarding the status of
the proposed Sabal Palm projects. Mr. Suris noted that although the market at -large
would generally dictate the speed with which the projects were completed, the density
for the northern portion of the project would likely be reduced, with build -out taking
approximately three to four years to complete. Mr. Suris said his firm would be
coordinating with national home builders to determine the ultimate developer(s) for the
north and south portions of the Sabal Palm project. He noted that efforts would be
made expediently to address tree and landscaping related concerns. Mr. Backman
noted that there was a fair amount of clean-up work which needed to be completed in
order to satisfy Broward County's and the City of Tamarac's development requirements.
Mr. Suris noted that his firm's plan was to be as open and transparent as possible with
all interested parties, including residents of the Mainlands. Mr. Suris responded to
questions from the Mayor and City Commissioners.
Commissioner Dressler requested, and received, a moment of personal privilege, to
express his viewpoints on a recent cartoon in a local newspaper, the content of which
he personally found to be offensive and outrageous. Commissioner Dressier also
expressed concern that the content of the cartoon offended all of the veterans who had
proudly served in the United States of America's armed forces. He stated that the
timing of the cartoon was horrendous and disrespectful. Commissioner Dressler also
said that this was an American issue, not a political party issue.
2. Item No. 6 c on the Consent Agenda. AMENDMENT TO INTERLOCAL
AGREEMENT LOCAL OPTION GAS TAX (TR12017): A Resolution of the

City Commission of the City of Tamarac, Florida, authorizing the appropriate
City officials to execute the 2011 Amendment to Interlocal Agreement
between Broward County and City of Tamarac providing for division and
distribution of the proceeds of the local option gas tax imposed by the
Broward County local option gas tax ordinance; providing for conflicts;
providing for severability; and providing for an effective date. — Financial
Services Director Mark Mason
3. Item No. 6 (d) on the Consent Agenda. AMENDMENT TO INTERLOCAL
AGREEMENT LOCAL OPTION GAS TAX (TR12018): A Resolution of the
City Commission of the City of Tamarac, Florida, authorizing the appropriate
City officials to execute the 2011 Amendment to Interlocal Agreement
between Broward County and City of Tamarac providing for division and
distribution of the proceeds of the local option gas tax on motor fuel
ordinance; providing for conflicts, providing for severability; and providing for
an effective date. Financial Services Director Mark Mason
4. Item No. 6 (e) on the Consent Agenda. AMENDMENT TO INTERLOCAL
AGREEMENT FIFTH CENT ADDITIONAL LOCAL OPTION GAS TAX
(TR1201 ): a Resolution of the City Commission of the City of Tamarac,
Florida, authorizing the appropriate City officials to execute the 2011
Amendment to Interlocal agreement between Broward County and City of
Tamarac providing for division and distribution of the proceeds from the
Broward County fifth cent additional local option gas tax on motor fuel for
transit; providing for conflicts; providing for severability; and providing for an
effective date. — Financial Services Director Mark Mason
Mr. Mason noted that he would be incorporating all three items regarding local option
gas tax matters into a single presentation this morning. He noted that although the
overall net impact on the City of Tamarac for all of the gas taxes was quite small, less
than $1,000, it was a better outcome than for many other cities in Broward County who
had experienced population declines during the past few years.
5. Item No. 6 (b) on the Consent Agenda. BUS SHELTER PROGRAM
(TR 11988) A Resolution of the City Commission of the City Tamarac,
Florida, to execute an agreement between Broward County and the City of
Tamarac for a Maintenance Agreement in conjunction with the Broward
County Bus Shelter Grant Program; providing for conditions of approval;
providing for conflicts; providing for severability; and providing for an effective
date. -- Community Development Director Jennifer Bramley, Planning
and Zoning Manager Frank Zickar and Arethia Douglas, Broward County
Transportation Department
Ms. Bramley briefly introduced Mr. Zickar and extended appreciation to Ms. Douglas
and her staff for their assistance in the bus shelter planning -related process. Mr. Zickar
presented an overview of the proposed future locations of sixteen new bus shelters

throughout the City of Tamarac, principally along University Drive, McNab Road and
Commercial Boulevard. He noted that Broward County would bear the costs for the
actual bus shelters and installation, while the City of Tamarac would be responsible for
costs such as maintenance and insurance. Mr. Zickar stated that the City's estimated
annual costs for the new bus shelters would total approximately $21,000 per year. Mr.
Zickar and Ms. Taylor responded to questions from the Mayor and City Commissioners.
6. Discussion — Broward County Ethics Ordinance — City Attorney Samuel
S. Goren.
Mr. Goren noted that the Task Force of the Broward County League of Cities regarding
ethics matters would be meeting tomorrow and would be represented by Commissioner
Glasser. Mr. Goren stated that the Broward League of Cities would be considering the
matter of the Broward County Ethics Code at a Board meeting on June 2nd_ He also
said that the Broward County Board of Commissioners would be taking up the matter of
the County Ethics Code at their June 7t" meeting. Mr. Goren presented an overview of
the history of the Broward County Ethics Code and related matters to date. Mr. Goren
responded to questions and comments from the Mayor and City Commissioners.
There was consensus for the Mayor and City Commissioners to review follow-up from
tomorrow's Broward League of Cities Task Force meeting and discuss, and possibly
act, relative to the matter at Wednesday morning's (May 25, 2011) City Commission
meeting.
7. Other Business
There being no further business to come before City Commission, Mayor Bushnell
adjourned the workshop meeting at 11:30 a.m.
