HomeMy WebLinkAbout2012-06-19 - City Commission Budget Workshop Meeting MinutesCITY COMMISSION WORKSHOP 2012 AND 2013 BUDGET UPDATE Tuesday, June 19, 2012 CALL TO ORDER: Mayor Talabisco called the City Commission workshop to order at 9:11 a.m. on Tuesday, June 19, 2012, at the Colony West Country Club, 2"d Floor, 6800 NW 88th Avenue, Tamarac, Florida. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell and Commissioner Michelle J. Gomez. Commissioner Harry Dressler was absent. ALSO PRESENT: City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Sam Goren (attended morning session and lunch), Jacob Horowitz (attended afternoon session), City Clerk Peter Richardson, Building Director Claudio Grande, Community Development Director Jennifer Bramley, Financial Services Director Mark Mason, Management and Budget Analyst II Sherri Lynn Chess, Management and Budget Analyst II Decia Smith -Burke, Human Resources Director Maria Swanson, Parks and Recreation Director Greg Warner, Public Services Director Jack Strain, Information Technology Director Levent Sucuoglu, Fire Chief Mike Burton and BSO Chief Marc Duguay. City Manager Cernech extended a warm welcome to all in attendance. He noted that Mr. Mason would be making the initial budget presentation, followed by presentations from City Department Directors. He noted that the City's 2012 and 2013 budgets were consistent with feedback received from the Mayor and City Commissioners. Mr. Cernech also stated that following budget presentations from department heads, there would be time to discuss issues such as community appearance, public safety, and other matters of interest to the Mayor and City Commissioners. Financial Services Director Mark Mason provided an in-depth overview of the City's current budget for 2012 and proposed budget for 2013, including the proposed millage and fire assessment rates, ad valorem taxes, a history of millage rates, and a brief overview of all funds. There was a break in the proceedings between 10:16 and 10:31 a.m. For the balance of the morning, the Mayor and City Commissioners received departmental budget presentations from Building Director Claudio Grande and Director of Community Development Jennifer Bramley. There was a lunch break between 11:46 a.m. and 12:46 p.m. The workshop reconvened at 12:46 p.m., with the Mayor and City Commissioners receiving budget - related presentations. from Fire Chief Mike Burton, City Clerk Peter Richardson, Human Resources Director Maria Swanson, Information Technology Director Levent Sucuoglu, Parks and Recreation Director Greg Warner and Public Services Director Jack Strain. Mr. Cernech thanked the Mayor and City Commissioners for their active engagement in the consideration and development of the proposed FY 2012 and 2013 budgets. Mr. Cernech said that he needed to confer with BSO Tamarac Chief Marc Duguay and Financial Services Director Mark Mason about staffing and funding -related matters for the Broward Sheriff's Office. Mr. Cernech and Mr. Strain provided a brief update on community appearance issues such as the maintenance of swales and mowing of grassy areas adjoining roadway rights -of -way. Following a brief discussion by the Mayor and City Commission, there was informal concurrence to maintain the City's existing policies and ordinances relative to maintenance of swales and grassy areas adjoining City rights - of -way. Mr. Cernech and Mr. Sucuoglu provided the Mayor and City Commission with an overview of the costs for implementing audio and/or video streaming of City Commission meetings. Following a brief discussion by the Mayor and City Commissioners, there was Informal concurrence not to proceed with either audio or video streaming of City Commission meetings at this time. Finally, at Mr. Cernech's request, Ms. Bramley presented a brief update regarding the status of the City's commercial corridor study. Ms. Bramley said that the study was nearing fruition and would be presented to the Mayor and City Commission in the near future. Mr. Cernech commended Mr. Mason and his staff and all of the members of the City's Executive Team for working hard to develop a good budget document for consideration by the Mayor and City Commission. Mr. Cernech thanked the Mayor and City Commissioners for their ongoing support of the City's budget development process.
