REGULAR CITY COMMISSION MEETING
WEDNESDAY, NOVEMBER 14, 2012
CALL TO ORDER: Mayor Talabisco called the regular meeting of the City Commission to
order at 7:04 p.m. on Wednesday, November 14, 2012 in City Commission Chambers,
Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Beth Talabisco, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Michelle J. Gomez and Commissioner Harry Dressler were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney David
Tolces and Interim City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Harry Dressler led the Pledge of Allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
a. Presentation of a proclamation by Mayor Beth Talabisco proclaiming November 15, 2012
as "America Recycles Day" (Requested by Budget/Contracts Manager Troy Gies)
2. CITY COMMISSION REPORTS:
a. Commissioner Bushnell: Said over the last two weeks she attended the Taste of Tamarac,
Halloween Hoopla, Employee Health Fair, the Broward League of Cities Board Meeting for
Mayor Talabisco, the Veterans Day Ceremony and the Broward League of Cities Texting
Committee Meeting, for which she will report back to the Commission at a later date.
Commissioner Bushnell also visited Tamarac Elementary School and read to the children;
attended the retirement farewell of Tom Sheridan and calculated her volunteer hours over the
last summer amounted to 2013 hours. Commissioner Bushnell said she was proud to be
sworn in as Commissioner for District 1 at yesterday's Swearing -in Ceremony along with Vice
Mayor Glasser.
b. Commissioner Gomez: Had a very busy two weeks and attended the Taste of Tamarac;
Halloween Hoopla and various HOA meetings; participated in the Corridor Study meeting;
attended the Alzheimer's luncheon and also read to 4th and 5th grade children at Tamarac
Elementary. Commissioner Gomez said she was looking forward to seeing everyone at the
Turkey Trot and wished everyone a Happy Thanksgiving.
c. Vice Mayor Glasser: Participated in a demonstration of the major arterial corridor study that
will take place in the next few years. Vice Mayor Glasser attended the Veterans Day
ceremony and, like Commissioner Bushnell, was proud to be sworn in as Commissioner for
District 3 at yesterday's Swearing -in Ceremony. Vice Mayor Glasser said there are new
people representing our district after the November 8th election: School Board Member Abbey
Freedman; State Representative Jared Moskowitz and Congressman Alcee Hastings and
said she will work closely with these individuals on Tamarac's behalf.

d. Commissioner Dressler: Wished everyone a Happy Thanksgiving. Commissioner Dressler —'
said over the last two weeks he attended the MPO meeting and has networked with
numerous constituents. Commissioner Dressler said he also had the distinct pleasure of
reading a book called "The Leaf That Blew in to the Barn" to 2nd and 3`d grade students at
Tamarac Elementary which is a story about how all things are connected.
e. Mayor Talabisco: Informed us she is leaving tomorrow for Orlando where she will be
attending the Florida League of Cities meeting and along with the Growth Management and
Economic Development Committee will be presenting a list of priorities that they plan on
putting forward to the Legislative Policy Committee so that they can then bring it forward to
the legislature in Tallahassee. The issues that will be covered are foreclosures, economic
development, including small business incentives and neighborhood improvement districts.
Mayor Talabisco passed the list of priorities to the Commission. Mayor Talabisco
congratulated Purchasing/Contracts Manager Keith Glatz who hosted an event with the
National Institute of Governmental Purchasing at the Tamarac Community Center. There
were agencies from around Broward County where they met with vendors from around the
state. Mayor Talabisco appreciated being asked to make a few remarks and was glad to see
how well respected Purchasing/Contracts Manger Glatz is.
Lastly, Mayor Talabisco said she was in New York during Super Storm Sandy and was able
to allay some fears of her mother and sister. Mayor Talabisco spoke of the devastation to the
City. As a result the US Conference of Mayors put out a request to all Mayors and asked us —
to be in contact with them with regards to assistance that we can provide to the Northeast.
Mayor Talabisco spoke of how she and staff have been working with other agencies to
provide valuable information about how the EMAC process works and provide assistance as
needed.

3. CITY ATTORNEY REPORT: Assistant City Attorney Tolces said it was a pleasure to be
here this evening and on behalf of his firm wished everyone a Happy Thanksgiving and said
that he, his son and Assistant City Attorney Horowitz would be running in the Turkey Trot on
Thanksgiving.
4. CITY MANAGER REPORT: City Manager Cernech said Fire Prevention Month was held
during the month of October and to date over 900 children have participated. Given the
success of the program Fire Rescue will continue to provide tours over the next few weeks.
City Manager Cernech reported that Fire Inspector Tommy Demopoulos has been awarded
the Florida State Fire Marshall and Florida Advisory Committee on Arson Prevention
Scholarship and will be attending the 35th Annual FACAP Training Conference in Gainesville.
City Manager Cernech said the city -run Youth Soccer practices are into their second week
and there are more than 500 children participating, which is the most ever for the program.

_ Past Events: More than 500 people were in attendance for the Halloween Hoopla on October
30t" and approximately 200 people attended the Veterans Day Ceremony at Veterans Park
on Sunday, November 11 t"
Upcoming Events: There will be a preschool Princess and Brave Lil' Knights event for
children between the ages of 2 and 4 on Saturday, November 17t" from 10:00 am to noon at
the Tamarac Community Center. City Manager Cernech invited everyone to take part in the
Turkey Trot on Thanksgiving which starts at 7:30 am from City Hall. City Manager Cernech
said he and his family would also be participating in the Turkey Trot.
5. PUBLIC PARTICIPATION: Mayor Talabisco opened public participation and with no one
wishing to speak closed public participation.
6. CONSENT AGENDA: Mayor Talabisco said she is pulling item 6 (e) TR12270 from the
Consent Agenda for discussion. Commissioner Gomez seconded by Commission Dressler
moved approval of the Consent Agenda with the exception of 6 (e). The motion passed
unanimously (5-0).

b. TR12257 - PURCHASE SUPPLIES BSO FR LOGISTICS INCREASE LIMIT: A Resolution
-- of the City Commission of the City of Tamarac, Florida, authorizing the Fire Rescue
Department to increase the dollar amount for purchasing fire and medical supplies from
Broward County Sheriff's Office, Fire Rescue Division Logistics Warehouse (BSO Logistics)
for FY13 from One Hundred Thousand ($100,000) to an amount not to exceed One Hundred
Fifty Thousand ($150,000) Dollars; to authorize the City Manager to extend the total dollar
amount by an additional Twenty Five Thousand $25,000 based upon exigent circumstances;
providing for conflicts; providing for severability; and providing for an effective date.

c. TR12267 - AMENDMENT TO LAW ENFORCEMENT SERVICE AGREEMENT BETWEEN
THE CITY OF TAMARAC AND BROWARD SHERIFF'S OFFICE: A Resolution of the City
Commission of the City of Tamarac, Florida approving the First Amendment to Law
Enforcement Service Agreement between the City of Tamarac and the Broward Sheriff's
Office to be effective nunc pro tunc November 1, 2012; authorizing the appropriate City
Officials to execute the First Amendment to the Law Enforcement Service Agreement;
providing for conflicts; providing for severability; and providing for an effective date.

d. TR12268 - SPONSORSHIP OF CHARITABLE ENTITIES: A Resolution of the City
Commission of the City of Tamarac, Florida, amending Resolution R-2012-61, by specifically
adding to the list of charitable entities with whom the City of Tamarac recognizes a
sponsorship or co-sponsorship relationship; providing for an amended exhibit "A", attached
hereto and incorporated herein, as may be amended from time to time, for the express
purpose of compliance with Section 1-19(C)(5)(A)(4) of the Broward County Code of

Ordinances; providing for conflicts; providing for severability and providing for an effective
date.

f. TR12278 - CIGNA HEALTH INSURANCE: A Resolution of the City Commission of the City
of Tamarac, Florida, authorizing the appropriate City Officials to approve a partially self -
insured health program; and execute agreements with Cigna, providing for Administrative
Services, Stop Loss Insurance, an Employee Assistance Program, and Flexible Spending
Plans; providing for the continuation of the existing cost allocation of the health insurance
premium between the City and employees; providing for a waiver of reimbursement
maximum; providing for an advance of $500,000 from the Risk Fund; providing for conflicts;
providing for severability; and providing for an effective date.

g. TR12279 - METLIFE DENTAL INSURANCE: A Resolution of the City Commission of the
City of Tamarac, Florida, authorizing the appropriate City Officials to execute the agreement
of the City's Dental Insurance program with MetLife for two (2) plan years effective January 1,
2013; providing for the continuation of the existing cost allocation of the dental insurance
premium between the city and employees; providing for conflicts; providing for severability;
and providing for an effective date.

6 e. TR12270 - RED LIGHT CAMERA OPERATING SYSTEM: A Resolution of the City
Commission of the City of Tamarac, Florida, authorizing the appropriate officials to award and
execute an agreement for a Red Light Running Camera Enforcement System for a period of
three (3) years from the date of a City issued Notice to Proceed, and to exercise up to two (2)
renewal options of up to two (2) years each as approved by the City; providing for conflicts;
providing for severability; and providing for an effective date. Commissioner Dressler
seconded by Commissioner Gomez moved approval of TR12270. Assistant City Attorney
read TR12270 by title into the records. Public Services Director Jack Strain and Financial
Services Director Mark Mason appeared and gave presentations. Mr. Greg Parks of ATS
introduced himself to the Mayor and Commission. Public Services Director Strain, Financial
Services Director Mason, Mr. Parks and Assistant City Attorney Tolces responded to the
many questions and concerns of the Commission.
Motion passed unanimously (5-0)

7. REGULAR AGENDA: There were no Regular Agenda items scheduled for this meeting.
8. ORDINANCE(S) — FIRST READING:
a. T02266 - BUDGET AMENDMENT #2: An Ordinance of the City Commission of the City of _
Tamarac, Florida, amending Ordinance 2012-13, which amended the City of Tamarac
Operating Budget, Revenues and Expenditures, the Capital Budget, and the Financial

Policies for the Fiscal Year 2012, by increasing the total revenues and expenditures by a total
of $631,735 as detailed in Exhibit A attached hereto; providing for conflicts; providing for
severability; providing for an effective date. Assistant City Attorney Tolces read TO2266 by
title into the record. Commissioner Gomez seconded by Commissioner Bushnell moved
approval of TO2266 on first reading. Motion passed unanimously (5-0)

There being no further business to come before the City Commission, Mayor Talabisco
adjourned the meeting 8:48 p.m.
