SPECIAL CITY COMMISSION MEETING
THURSDAY, SEPTEMBER 13, 2012
CALL TO ORDER: Mayor Talabisco called the Special Commission Meeting to order at
5:10 p.m. on Thursday, September 13, 2012 in City Commission Chambers, Tamarac
City Hall, 7525 NW 88 Avenue, Tamarac, FL.
PRESENT: Mayor Beth Talabisco, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Gomez and Commissioner Harry Dressler.
ALSO PRESENT: City Manager Michael C. Cernech, Assistant City Attorney Jacob
Horowitz and Assistant City Clerk Patricia Teufel.
Mayor Talabisco said this is a Special Meeting of the City Commission of the City of
Tamarac to hold Public Hearings on the Annual Fire Assessment, the Solid Waste
Collection Services Assessment, the setting of the Tentative Millage Rates and the
Tentative City Budget for Fiscal Year 2013. Mayor Talabisco said these public hearings
are literally the culmination of an entire year's work by this City Commission, the City
Manager and the staff. Mayor Talabisco said that the City Commission held several
workshops throughout the year as well as a budget workshop on June 19, 2012 to
provide direction to the staff on this submittal. Mayor Talabisco thanked her colleagues
on the dais for their participation at the workshops and for their suggestions as they
deliberated on the staff recommendations.
PLEDGE OF ALLEGIANCE: Mayor Talabisco led the pledge of allegiance.
City Manager Cernech made the following statement: The City of Tamarac has used
the Fire Service Assessment since 1997 to provide specific funding for the purpose of
providing fire services in the City of Tamarac. As the City Commission is aware, the
Fire Service Assessment has been determined to be an equitable and efficient
methodology to use in apportioning the cost of Fire Services to improved properties thus
reducing the overall burden on the ad valorem tax rate. The residential rate for FY 2013
is $265 per dwelling unit which is same rate as FY 2012. The City conducted a study
on the Fire Rescue Assessment in 2011 and based upon calls for service and a five
year budget forecast as well as general increases in the cost of providing Fire Rescue
Services, Staff recommends the City Commission approve the rates that have been
proposed and approved for publication at the July 11, 2012 Preliminary Fire
Assessment Rate hearing.
1. FY 2013 - FIRE ASSESSMENT: (TR12244) A Resolution of the City Commission of
the City of Tamarac, Florida, relating to the provision of Fire Rescue Services, facilities
and programs in the City of Tamarac, Florida; reimposing fire rescue assessments
against assessed property located within the City of Tamarac for the Fiscal Year
beginning October 1, 2012; approving the rate of assessment; approving the
assessment roll; providing for conflicts; providing for severability; providing an effective
date.

Assistant City Attorney Horowitz read TR12244 by title into the record. Financial
Services Director Mason gave a brief presentation.
Mayor Talabisco opened the public hearing and the following individuals spoke: Mark
Shapiro, 9927 NW 65th Court, spoke against the Fire Rescue Assessment being on his
tax bill; James Daily; 8308 NW 57th Ct. asked why more than one TFR vehicle respond
to accidents and Fire Chief Burton said it is for safety reasons; Lee McBryan, 8776
Cypress Walk asked how long the Fire Rescue Assessment has been on their tax bills
and if other cities also did this. Financial Services Director Mason said this assessment
has been on the tax bills since 1997 and confirmed that other cities also had this
assessment on their tax bills. With no one else wishing to speak Mayor Talabisco
closed the Public Hearing.
Vice Mayor Glasser seconded by Commissioner Bushnell moved approval of TR12244.
Motion passed unanimously (5-0).
RESOLUTION R-2012-103
City Manager Cernech made the following statement: City Staff has proposed using a
special assessment for the solid waste collection services. This assessment is an
equitable and efficient method of allocating and collecting the Residential Solid Waste
Collection Services Assessed Cost among single family residential type parcels. As the
City Commission is aware, the Solid Waste Collection Services fees have been
previously collected on the water bill. This would be the initial or first year of the
assessment. The residential rate for FY 2013 is $273.75 per residential dwelling unit
receiving curbside pickup. Staff recommends the City Commission approve the rate
that has been proposed and approved for publication at the July 11, 2012 Preliminary
Solid Waste Collection Services Assessment Rate hearing.
2. FY 2013 - SOLID WASTE COLLECTION ANNUAL RATE ASSESSMENT:
(TR12243) A Resolution of the City of Tamarac, Florida, relating to the provision of
Residential Solid Waste Collection Services, in the City of Tamarac, Florida; approving
the Assessment Rate for Residential Solid Waste Collection Services for the Fiscal Year
beginning on October 1, 2012; imposing a Residential Solid Waste Collection
Assessment against assessed property located within the City of Tamarac for the Fiscal
Year beginning on October 1, 2012; providing for severability; providing for conflicts;
and providing an effective date.

the Solid Waste Collection Assessment being on their tax bills: James Daily, 8308 NW
57th Ct.; Mark Shapiro, 9927 NW 65th Ct.; Mona Broomer, 8339 NW 80th St.; Tanya
Flores, 4917 NW 53rd St.; Victor Ferren, 4914 NW 42nd Ct.; Latoya Campbell, 4901
Banyon Lane; Pauline Graham, 7200 NW 63rd St.; Lorna James -Walker, 20 Ann Lee
Lane; Josephine Marino, 5727 NW 84th Terrace; Hyacinth Palmer, 43 Pleasant Hill
Lane; Lee McBryan, 8776 Cypress Walk.

Financial Services Director Mason responded to the questions and concerns of the
above individuals. With no one else wishing to speak, Mayor Talabisco closed the
Public Hearing
Commissioner Bushnell seconded by Commissioner Dressler moved approval of
TR12243. Motion passed unanimously (5-0).
RESOLUTION R-2012-104
Mayor Talabisco said this is the first public hearing for establishing the Operating
Millage Rate and Debt Service Millage Rate for Fiscal Year 2013. A second public
hearing on Temporary Ordinance Number 2261 will be held on September 19, 2012 at
5:05 pm.
City Manager Cernech made the following statement: In accordance with the Truth in
Millage requirements of Florida Statutes, the City is required to announce the
percentage difference between the proposed millage rate and the rolled -back rate. As
such, the following is read into the record: The proposed operating millage rate of
7.2899 mills for Fiscal Year 2013 is .5 mills or 7.36% more than the rolled -back rate of
6.7899 mills.
3. ADOPTING MILLAGE FOR THE 2012 TAX ROLL: (T02261) An Ordinance of the
City Commission of the City of Tamarac, Florida to establish and levy ad valorem taxes
within the corporate limits of the City of Tamarac, Florida, for the tax year 2012;
providing for the levy of ad valorem taxes in the amount of 7.2899 mills ($7.2899 per
$1,000) based upon the assessed value on nonexempt real and personal property
located within the city limits of the City of Tamarac; providing for the levy of ad valorem
taxes in the amount of .1128 mills ($.1128 per $1,000) based upon the assessed value
of the non-exempt real and personal property located within the city limits of the City of
Tamarac, for funds for annual debt service for the City of Tamarac, Florida general
obligation refunding bonds, series 1998; providing for conflicts; providing for
severability; and providing for an effective date.

Services Director Mason gave a brief presentation and responded to questions from the
Mayor and Commission.
Commissioner Gomez talked about streaming meetings and was glad that there were
funds set aside in this budget to bring this to fruition in the near future.
Mayor Talabisco opened the public hearing and James Daily, 8308 NW 57t" Ct., said
there is a 20% increase for the City of Tamarac on his TRIM notice compared 10.3%
increase for his combined taxes and asked what percentage the millage rate go up and
how much was budgeted for raises. Financial Services Director Mason said 9% for the
General Operation Millage Rate and the average raise would either be 2 112 % or 3% for
raises overall. With no one else wishing to speak Mayor Talabisco closed the Public
Hearing.

Mayor Talabisco said the City of Tamarac is in better shape than any other city in
Broward County because of decisions made in the past that have kept Tamarac
sustainable. Mayor Talabisco spoke of the biennial budget process which has allowed
Tamarac to keep moving forward. Mayor Talabisco said she is proud that Tamarac did
not have to furlough employees or raid reserves to balance the budget and the
decisions made over the last four years proves that they have made the best decisions
for the City of Tamarac. We have been able to expand our Fire Rescue Department,
improve our infrastructure and are providing more services than in the past and we will
continue to take steps to make Tamarac one of the safest cities in Broward County.
Commissioner Gomez seconded by Commissioner Dressler moved approval of T02261
on first reading. Motion passed unanimously (5-0).
PASSED ON FIRST READING SEPTEMBER 13, 2012
Mayor Talabisco said this is the first public hearing for establishing the Fiscal Year 2013
Operating Budget, Capital Budget and Financial Policies. A second public hearing on
Temporary Ordinance Number 2262 will be held on September 19, 2012 at 5:05 p.m.
City Manager Cernech made the following statement: The proposed operating and
capital budget for Fiscal Year 2013 is $111,461,250 which is $3,473,775 less than the
Amended Budget for Fiscal Year 2012. The proposed general fund budget, which is the
primary fund for providing governmental services such as, our contract with BSO,
general and administrative services, public works, and parks and recreation, is
$45,866,768 which is $4,153,085 less than the Amended Budget for Fiscal Year 2012.
In addition, the financial policies are included as part of the adoption of the annual
budget. These financial policies are an enhancement of our long-term financial
planning for the City. These policies set parameters for operating management,
including establishing reserves for specific purposes, establishing accounts
management and financial planning policies and establishing policies on economic
resources.
4. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY 2013:
(T02262) An Ordinance of the City Commission of the City of Tamarac, Florida,
adopting the Operating Budget, Revenues and Expenditures, the Capital Budget, and
the Financial Policies for the Fiscal Year 2013; repealing all Ordinances in conflict with
this Ordinance; providing for conflicts; providing for severability; and providing for an
effective date.

Services Director Mason gave a brief presentation.
Mayor Talabisco opened the Public Hearing: Lee McBryan, 8776 Cypress Walk, said he
works for the state and has not received a raise in 6 years, people are living on limited
incomes and the Commission should keep that in mind when setting the budget. With
no one else wishing to speak, Mayor Talabisco closed the Public Hearing.
Commissioner Dressler seconded by Commissioner Gomez moved approval of T02262
on first reading. Motion passed unanimously (5-0).

Mayor Talabisco said the second public hearing on setting the operating and debt
service millage rates and adopting the budget for fiscal year 2013 will be held on
September 19, 2012 at 5:05 p.m. and thanked everyone for coming.
There being no further business to come before the City Commission, Mayor Talabisco
adjourned the meeting at 7:53 p.m.
