HomeMy WebLinkAbout2012-09-19 - City Commission Special Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING WEDNESDAY, SEPTEMBER 19, 2012 CALL TO ORDER: Mayor Talabisco called the Special Commission Meeting to order at 5:06 p.m. on Thursday, September 19, 2012 in City Commission Chambers, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. PRESENT: Mayor Beth Talabisco, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell, Commissioner Gomez and Commissioner Harry Dressler. ALSO PRESENT: City Manager Michael C. Cernech, Assistant City Attorney Julie Klahr and Assistant City Clerk Patricia Teufel. Mayor Talabisco said this is a Special Meeting of the City Commission of the City of Tamarac to hold Public Hearings to establish Millage Rates and adopt the City Budget for Fiscal Year 2013. I'm pleased you could join us this evening. These Public Hearings are literally the culmination of an entire year's work by this City Commission, the City Manager and the staff. For the benefit of the public tonight, the City Commission held several workshops throughout the year as well as a budget workshop on June 19, 2012 to provide direction to the staff on this submittal. In addition, the first public hearing on the proposed millage rates and proposed budget was held on September 13, 2012. Mayor Talabisco thanked her colleagues on the dais for their participation at the workshops and for their suggestions as they deliberated on staff's recommendations. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the pledge of allegiance. Mayor Talabisco said this is the second and final Public Hearing for establishing the Operating Millage Rate and Debt Service Millage Rate for Fiscal Year 2013. City Manager Cernech made the following statement: In accordance with the Truth in Millage requirements of Florida Statutes, the City is required to announce the percentage difference between the proposed millage rate and the rolled -back rate. As such, the following is read into the record: The proposed operating millage rate of 7.2899 mills for Fiscal Year 2013 is .5 mills or 7.36% more than the rolled -back rate of 6.7899 mills. 1. ADOPTING MILEAGE FOR THE 2012 TAX ROLL: (T02261) An Ordinance of the City Commission of the City of Tamarac, Florida to establish and levy ad valorem taxes within the corporate limits of the City of Tamarac, Florida, for the tax year 2012; providing for the levy of ad valorem taxes in the amount of 7.2899 mills ($7.2899 per $1,000) based upon the assessed value on non-exempt real and personal property located within the city limits of the City of Tamarac; providing for the levy of ad valorem taxes in the amount of .1128 mills ($.1128 per $1,000) based upon the assessed value of the non-exempt real and personal property located within the city limits of the City of Tamarac, for funds for annual debt service for the City of Tamarac, Florida general obligation refunding bonds, series 1998; providing for conflicts; providing for severability; and providing for an effective date. Financial Services Director Mason gave a brief presentation, which is on file in the City Clerk's office. Commissioner Dressler said that Tamarac is one of the only cities that budgets two years in advance and said residents can follow the process throughout the entire year. Commissioner Dressler thanked staff and his colleagues for the hard work they do over the course of year which includes quarterly budget updates. Commissioner Bushnell said attending quarterly budget update meetings during the year makes the budget process more manageable and enables the Commission to make better decisions. Commissioner Gomez and Vice Mayor Glasser concurred with Commissioner Bushnell. Mayor Talabisco opened the public hearing and the following individuals spoke: Harry Winston, 7006 Golf Pointe Circle, said he was OK with the increase in taxes to pay for better police and fire protection and Financial Services Director Mason responded to several of Mr. Winston's questions regarding the budget; Joe Schreiber, 10504 E. Clairmont Circle, and Judy Margolis, 4704 Queen Palm Lane, spoke in opposition to the tax increase. With no one else wishing to speak, Mayor Talabisco closed the public hearing. Commissioner Gomez seconded by Vice Mayor Glasser moved approval of T02261 on second reading. Motion passed unanimously (5-0). PASSED ON FIRST READING SEPTEMBER 13, 2012 PASSED ON SECOND READING SEPTEMBER 19, 2012 ORDINANCE NO. 0-2012-20. Mayor Talabisco said this is the second and final public hearing for establishing the Fiscal Year 2013 Operating Budget, Capital Budget and Financial Policies. . City Manager Cernech made the following statement: The tentative operating and capital budget established on September 13, 2012 for Fiscal Year 2013 is $111,461,250 which is $3,473,775 less than the Amended Budget for Fiscal Year 2012. The proposed general fund budget, which is the primary fund for providing governmental services such as, our contract with BSO, general and administrative services, public works, and parks and recreation, is $45,866,768 which is $4,153,085 less than the Amended Budget for Fiscal Year 2012. In addition, the financial policies are included as part of the adoption of the annual budget. These financial policies are an enhancement of our long-term financial planning for the City. These policies set parameters for operating management, including establishing reserves for specific purposes, establishing accounts management and financial planning policies and establishing policies on economic resources. 2. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY 2013: (TO2262) An Ordinance of the City Commission of the City of Tamarac, Florida, adopting the Operating Budget, Revenues and Expenditures, the Capital Budget, and the Financial Policies for the Fiscal Year 2013; repealing all Ordinances in conflict with this Ordinance; providing for conflicts; providing for severability; and providing for an effective date. Financial Services Director Mason gave a brief presentation, which is on file in the City Clerk's office. There was a discussion regarding the new fire station which Tamarac is looking to build on University Drive to better serve that area of Tamarac. Mayor Talabisco opened the public hearing: Harry Winston, 7006 Golf Pointe Circle. Financial Services Director Mason responded to Mr. Winston's questions regarding money in reserves and their specified uses. With no one else wishing to speak, Mayor Talabisco closed the public hearing. Mayor Talabisco said this budget provides Tamarac financial stability and sustainability and the decisions that the Commission made over the last five years put Tamarac on solid financial ground. As a result of those decisions Tamarac did not have to furlough employees or raid reserves to balance the budget and the decisions made over the last four years proves that they have made the best decisions for the City of Tamarac. We have been able to expand our Fire Rescue Department, improve our infrastructure and are providing more services than in the past and we will continue to take steps to make Tamarac one of the safest cities in Broward County. Commissioner Bushnell seconded by Commissioner Gomez moved approval of TO2261 on second reading. Motion passed unanimously (5-0).
