QUARTERLY FINANCIAL AND OPERATIONAL UPDATES

CALL TO ORDER: Mayor Talabisco called the City Commission workshop meeting to order
at 9:16 a.m. on Tuesday, May 22, 2012, in the second floor
meeting room of the Tamarac Recreation Center, 7501 North University
Drive.
ROLL CALL: Mayor Beth Talabisco, Commissioner Pamela Bushnell,
Commissioner Michelle J. Gomez (arrived at 11:55 a.m.), Vice Mayor Diane
Glasser and Commissioner Harry Dressler were in attendance.
ALSO PRESENT: City Manager Michael C. Cernech, Assistant City Manager Diane Phillips,
City Attorney Sam Goren, City Clerk Peter Richardson,

Director Jennifer Bramley, Financial Services Director Mark Mason,

Mike Burton (Assistant Fire Chief Percy Sayles acted as the Department's
representative during Chief Burton's absence between 11:43 a.m.
and 1:11 p.m.) and BSO Chief Marc Duguay.
Financial Services Director Mark Mason provided a detailed overview of the City's revenues and
expenditures to date in all City funds, noting that current balances were generally on -target through the
second quarter of the City's fiscal year and was doing quite well in the overall financial realm.
Mr. Mason responded to questions from the Mayor and City Commissioners and provided a brief update
on the potential impacts of potential fiscal or budget -related referendum questions on the November,
2012 ballot.
Building Director/Chief Building Official Claudio Grande provided an overview of technological and
process -related improvements in the City's Building Department, including the introduction of portable
computers for inspectors, the implementation of the Click2GOV and Interactive Voice Response
(IVR) systems for scheduling of inspections. Mr. Grande also noted that improvements to the electronic
plan review system were in process and would likely be completed by the second quarter of 2013.
Mr. Grande that the average processing time for permits submitted in the first quarter of 2012 was
approximately three and a half days. He also said that 91% of Building Department customers who
completed transactional surveys during the first quarter of 2012 (January through April) were satisfied
with the service they received from the City's Building Department. Mr. Grande responded to questions
from the Mayor and City Commissioners. There was a break in the proceedings between 11:19 a.m. and
11:39 a.m.
BSO Chief Marc Duguay said that his proposed district budget for 2012-2013 for the City of Tamarac
included a request for increasing overall funding by 1.23% (approximately $140,000). Chief Duguay
noted that the Tamarac District of BSO presently had a total of 92 positions and had handled a total of
39,565 calls for service during 2011. Chief Duguay reviewed the Department's Uniform Crime Reporting
(UCR) data in detail and noted that Part 1 crimes had increased by 12.4% between 2010 and 2011. Chief
Duguay stated that the preponderance of the increase was attributable to more reported burglaries and
larcenies.
Chief Duguay also made note that the City of Tamarac's crime rate during 2011 was lower than six of the
seven jurisdictions adjoining Tamarac's corporate limits. Chief Duguay continued his remarks by
presenting an overview of new developments in each of the BSO Tamarac Districts (701-708) between
2004 and 2011. He noted that the Tamarac BSO District's staffing level had decreased from 98 total
positions in 2004 to 92 positions in 2011, with the number of sworn personnel in this time frame
decreasing from 86 to 76 positions. Following his presentation, Chief Duguay responded to questions
from the Mayor and City Commissioners.
Mayor Talabisco noted that she would need to leave the workshop shortly in order to attend a funeral
service. There was concurrence by the Mayor and City Commissioners to move the presentation
regarding Parks and Recreation Scorecards to the City Commission's June 11th workshop.
Mr. Cernech said that City staff was currently engaged in planning events for the City of Tamarac's 50`h
anniversary in 2013. He inquired whether it was the City Commission's desire to appoint a member of
the City Commission to serve on the 50th anniversary committee. Following a brief discussion, there
was consensus to discuss the matter in further detail in the near future.
