CITY COMMISSION WORKSHOP MEETING
MONDAY, JULY 9, 2012
CALL TO ORDER: Mayor Talabisco called the workshop meeting to order at 9:38 a.m.
on Monday, July 9, 2012 in Room 105, Tamarac City Hall, 7525 NW 88'h Avenue,
Tamarac, Florida.
ROLL CALL: Mayor Beth Talabisco, Commissioner Pamela Bushnell (participated
telephonically), Commissioner Michelle J. Gomez, Vice Mayor Diane Glasser and
Commissioner Harry Dressler were in attendance.
ALSO PRESENT: City Manager Michael Cernech, Assistant City Manager Diane
Phillips, Assistant City Attorney Jacob Horowitz and City Clerk Peter M. J. Richardson.
PLEDGE OF ALLEGIANCE: Vice Mayor Diane Glasser led the Pledge of Allegiance.
1. Discussion Regarding Public Safety/Police Services — BSO Tamarac Chief
Marc Duguay.
Chief Duguay presented an overview of the Broward Tamarac Sheriff's Office proposed
budget for 2012-2013, along with an overview of recent comparative crime rates. He
noted that the largest increase in Part 1 and Part 2 crimes related to property crimes
such as burglaries and larcenies. Chief Duguay also presented a comparison of
staffing and crime data for BSO Tamarac between the calendar years 2004 and 2011.
Chief Duguay stated that there had been a 118% increase in calls for service and a
99% increase in police reports written between 2004 and 2011. Furthermore, Chief
Duguay noted that in 2004, officers had been able to respond 66.2% of calls for service
within ten minutes or less in 2004, officers were only able to respond to 51.9% of calls
for service within this same time frame of ten minutes or less in 2011. Chief Duguay
also noted that the number of sworn officers had decreased from 86 positions in 2004 to
76 sworn positions in 2011. He also said that the Bureau of Justice recommended a
police staffing level of 1.8 full-time officers per 1,000 population in communities having a
population of between 50,000 and 99,999 residents. Chief Duguay stated that the
current BSO Tamarac staffing ratio was 1.2 full-time officers per 1,000 residents.
Mayor Talabisco noted that elected officials and cities throughout the nation were in the
process of reviewing best practices to keep their residents as safe as possible in their
communities. Mr. Cernech said that the City of Tamarac was one of the safest
communities in Broward County and applicable staff would continue their efforts to
ensure the safety of the City's residents. Mr. Cernech stated that advertising a higher
proposed millage rate would permit the City Commission to consider some additional
options relative to the provision of police services. He also noted that there was no
need for the Mayor and City Commission to make any specific decision on this matter
today. Mayor Talabisco suggested the possibility of City staff making a detailed
presentation at the August 22"d meeting with potential options. Noting the importance of
offering crime prevention education tips, Commissioner Bushnell said that she was
willing to consider options for millage rates relative to the City's police service related "—
needs. Mr. Cernech also noted that efforts were also being made relative to the
establishment of a consolidated county -wide public safety communications system. He
stated that an unresolved question would be the City's funding source to participate in
the consolidated communications system, including the possibility of establishing a
municipal services taxing unit. There was a break in the proceedings between 10:50
and 11:06 a.m.
The workshop meeting reconvened at 11:06 a.m., with all parties noted at the outset of
the meeting in attendance, including Commissioner Bushnell, who participated
telephonically.
2. Item No. 6(d) on the Consent Agenda. RESCUE VEHICLES PURCHASE.
(TR12220) A Resolution of the City Commission of the City of Tamarac, Florida,
authorizing the purchase of two (2) 2012 Horton Model 623 Ambulances built on
a 2013 International 4300LP Crew Cab Chassis, Horton Emergency Vehicles
Company, from Hall -Mark Fire Apparatus, Inc., under the Florida Fire Chiefs'
Association, Florida Sheriffs' Association and Florida Association of Counties Bid
Award Announcement No.11-10-1202, Specification 02, through the use of a
Financial Lease, at a total cost not to exceed $531,230; providing for conflicts;
providing for severability; and providing for an effective date. — Assistant Fire
Chief Tom Sheridan and Purchasing and Contracts Manager Keith Glatz
Assistant Fire Chief Tom Sheridan noted that a cross -functional team, from a number of
City departments, had met to review proposals from alternate vendors relative to the
acquisition of rescue vehicles. Chief Sheridan provided a detailed overview of elements
considered by the team, including patient and crew safety, communications, and
ergonomics. He noted that it would take approximately eight months to build the rescue
vehicles to the City of Tamarac's specifications. Vice Mayor Glasser inquired whether
there were two people in the front of the vehicle. Chief Sheridan said this was correct,
with a driver and officer in front of the vehicle and rescue personnel to assist with
patient needs in the rear of the vehicle. Commissioner Gomez said that the proposed
rescue vehicles appeared to be very well organized and that she was looking forward to
having an opportunity to ride -along in the vehicle in the future. Chief Sheridan also
noted that the rescue vehicles would have "black boxes" to record vehicle speed,
braking and other applicable vehicle -related functions. Commissioner Dressler inquired
about the length of the proposed vehicle lease. Chief Sheridan said that the length of
the vehicle lease was five years.
3. Item No. 6(f) on the Consent Agenda. RESOLUTION AWARDING BID FOR
THE SABAL PALM VILLAGE SIDEWALK PROJECT. (TR12222) A Resolution
of the City Commission of the City of Tamarac, Florida, awarding Bid No. 12-14B
to and approving an agreement with FHP Tectonics Corp., for the Sabal Palm
Village Sidewalk Installation Project, located along Sabal Palm Boulevard East
between Rock Island Road and Bailey Road, in accordance with Bid No. 12-14B
for a contract amount of $69,260.64; a contingency in the amount of $6,926.06
will be added to the project account, for a total project budget of $76,186.70;
authorizing an expenditure from the appropriate accounts; authorizing budget
amendments for proper accounting purposes; providing for conflicts; providing for
severability; and providing for an effective date. - Public Works Assistant
Director John Doherty and Purchasing and Contracts Manager Keith Glatz
Mr. Doherty briefly reviewed the project, noting that the proposed sidewalk would be
installed on Sabal Palm Boulevard East, between Rock Island Road and Bailey
Road, with a total project cost of $76,186.70, including a contingency of $6,926.06.
Mayor Talabisco said that it was wonderful to use Community Development Block
Grant (CDBG) funds for these types of community projects. Commissioner Bushnell
inquired about the genesis of this proposed project. Mr. Doherty noted that staff
periodically surveyed the City to identify gaps in sidewalk coverage, which was
followed up with outreach communications to the applicable neighborhood and
residents, relative to the proposed project.
4. Item No. 6(e) on the Consent Agenda. CONSULTING SERVICES CONTRACT
FOR TAMARAC VILLAGE (TR12221) A Resolution of the City of Tamarac,
Florida, approving the award and execution of an agreement to provide
Development Consulting Services for the Tamarac Village Project with G1 P, LLC
(Group One) in the amount of $214,000 for Phases I and II providing for conflicts;
�— providing for severability; and providing for an effective date. —
Community Development Director Jennifer Bramley, Purchasing and
Contracts Manager Keith Glatz, Bob Koch, Les Brotman and Tim Burns,
Group One
Ms. Bramley made brief introductory remarks regarding the proposed consulting
services contract for Tamarac Village. She noted that although conditions had changed
significantly since original site plans were submitted in 2005, the good news was that a
more recent market analysis found that the proposed project was viable. Ms. Bramley
said that City staff was recommending that the City of Tamarac engage G1 P, LLC to
initiate development -related strategic visioning for Phases I and II of the proposed
Tamarac Village project.
Bob Koch, representing Group One, presented a comprehensive power -point
presentation and overview of his firm's proposal to develop a comprehensive vision of
the proposed Tamarac Village project. Mr. Koch reviewed overarching project details
such as parking, land parcel consolidations, and the leasing versus sale of land. Mr.
Koch continued his presentation by sharing conceptual renderings of the phased
development sequence, target market area, conceptual street level views and the
potential `Town Square" area. Mr. Koch noted that during a recent strategic workshop
session with City staff, there was general acceptance of the conceptual master plan, a
willingness by the City to assume the role of horizontal master developer and general
agreement about the need to optimize added revenue opportunities in order to self -fund
certain infrastructure improvements. He also noted that the top three "business
platform" preferences of workshop attendees were: (1) corporate headquarters, (2)
hospitality businesses and (3) entertainment or leisure activities. Mr. Koch said that the
primary focus of the Tamarac Village project would be to create a "community place" for
holding civic events, promoting job creation and growing the tax base related to both
real estate and commercial activity. Mr. Koch concluded his presentation by showing
the Mayor and City Commissioners a proposed preliminary site plan for Tamarac
Village. Mr. Koch said that Mr. Brotman, Mr. Burns and himself looked forward to
working with the Mayor and City Commission and City staff, and were prepared to
answer any questions relative to the proposal.
Mayor Talabisco noted that her top "business platform" preference for Tamarac Village
would be a residential component. She also noted that the existing Hampton Hills
neighborhood immediately adjoined the proposed project. Mayor Talabisco also said
that the nearby Jewish and Buddhist temples both were key players and had summer
camps as well as educational components. Mayor Talabisco stated that a lot of detailed
information had been presented this morning. Mayor Talabisco suggested that the City
Commission hold a workshop in the future, with the sole topic being the Tamarac
Village project. Commissioner Dressler said that he was looking forward to having the
opportunity to discuss this matter in greater detail. He stated that there were two themes
which resonated from today's presentation, namely, (1) urbanization and (2) the City
being a land owner and leasing land to interested parties. Commissioner Gomez noted
that she had a lot of questions to be discussed at the future workshop on this matter.
Mayor Talabisco said that she was very excited about the project and it was her belief
that the current City Commission and City staff were the best parties to deal with this
project and concept.
There being no further business, the workshop was adjourned at 12:46 p.m.
