HomeMy WebLinkAbout2012-10-08 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MEETING MONDAY, OCTOBER 8, 2012 CALL TO ORDER: Mayor Talabisco called the workshop meeting to order at 9:34 a.m. on Monday, October 8, 2012 in Room 105, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, Florida. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell, Commissioner Michelle J. Gomez, and Commissioner Harry Dressler were in attendance. ALSO PRESENT: City Manager Michael Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Jacob Horowitz and Assistant City Clerk, Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Michelle J. Gomez led the Pledge of Allegiance. 1. SELECTION OF VOTING DELEGATES FOR THE NATIONAL LEAGUE OF CITIES ANNUAL BUSINESS MEETING. Assistant City Clerk Teufel said the Commission needed to designate a voting delegate and alternate voting delegate for the December 1, 2012 National League of Cities Annual Business meeting. Mayor Talabisco said that Commissioner Gomez should be designated as the Voting Delegate as she would not be there in the afternoon to attend the annual business meeting. All were in agreement. 2. Item No. 6 (c) on the Consent Agenda. 2012 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG): (TR12249) A Resolution of the City Commission of the City of Tamarac, Florida, approving the memorandum of understanding between the City of Tamarac and the Broward Sheriff's Office for the 2012 Edward Byrne Memorial Justice Assistance Grant (JAG); authorizing the appropriate City officials to execute the memorandum of understanding; authorizing the Broward Sheriff's Office to continue to serve as the lead Agency providing for the Administration of the 2012 Edward Byrne Memorial Justice Assistance Grant (JAG); providing for conflicts; providing for severability; and providing for an effective date. BSO District 7 Executive Officer Lt. Fred Wood and Grants Administrator Michael Gresek appeared. Lt. Wood said the funds would be used for funding off duty details in shopping centers throughout Tamarac. As a result of the last two surveys BSO learned that businesses are attracted to Tamarac because of the low crime rate and visibility of the BSO deputies. This funding is for Tamarac deputies only and will allow them to drive around and make contact with business owners as well as provide for increased visibility in the upcoming holiday season. Grants Administrator Gresek said the funds received with this grant is less than it has been in past years and that and that the funds would be administered by BSO and not the County. 3. BUS SHELTER UPDATE: Community Development Director Jennifer Bramley and Planning & Zoning Manager Frank Zickar appeared. Community Development Director Bramley said we have two funding programs for a total of 30 bus shelters. Planning & Zoning Manager Zickar said that Broward County anticipates the 17 bus shelters in the Page 1 of 2 City Commission Workshop October 8, 2012 first program would be installed by July 2013 and one of the reasons for the delay was due to some of materials used in construction of the shelters were not made in America. Planning & Zoning Manager Zickar said the locations for the remaining 13 shelters, funded through the Bus Livability Initiative Grant, have not been determined as ridership data has to be reviewed. There was a brief discussion regarding materials used in the construction on the shelters. Mayor Talabisco asked that the Commission be kept apprised of the status of the shelters and to let her know if there is anything she can do to facilitate the installation of the shelters. Mayor Talabisco said that last week she attended the Broward League of Cities meeting wherein a resolution was passed in support of Broward County funding a regional 911 system with ad valorem taxes. City Manager Cernech gave an overview of the discussions that have taken place over the past few months relative to the 911 regional system, spoke of possible locations for the three Public Safety Answering Points (PSAPs), and the pre -litigation process that Ft. Lauderdale and Pembroke Pines are involved in relative to suing Broward County. There was a discussion regarding the double taxation issue facing some cities with regards to funding of the 911 regional system. City Manager Cernech said that we originally had a resolution on Wednesday's agenda supporting the adoption of a plan for cooperative countywide consolidation of E- 911 communications and dispatch wholly funded by Broward County through County ad valorem taxes, however, Fire Chief Burton had to attend a special meeting this morninq� and this resolution has been deferred to the October 22d workshop and October 24t regular commission meeting. Commissioner Dressler suggested that Tamarac join in one of the pending lawsuits, possibly via an Amicus Brief. Mayor Talabisco said she would like a discussion and background regarding the Board of Rules & Appeals as it pertains to part time inspectors at the next workshop. Mayor Talabisco also asked the City Attorney's office to provide some background on the Amendment 4 issue at the next workshop. Mayor Talabisco said individuals can now upload their community service hours to the Community Service Initiative website and encouraged everyone to look into it. Mayor Talabisco spoke of the disclosure documents that have been uploaded to our website in compliance with the Broward County Ethics Ordinance and asked if everyone had completed their ethics training hours. Assistant City Attorney Horowitz said if anyone needs additional training hours, the City Attorney's Office would be happy to assist anyone with finishing their ethics training hours for this year. Assistant City Attorney Horowitz said that in the future the time frame for reporting ethics training compliance would be from November to November and that his office will look into possibly giving training in two four hour classes.
