HomeMy WebLinkAbout2013-10-03 - City Commission Special Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING TH U RS DAY, OCTOB E R 3, 2013 CALL TO ORDER: Mayor Beth Talabisco called the Special Commission Meeting of the Cit y Commission to order at 1:07 p.m. on Thursday, October 3, 2013 in Conference Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela Bushnell and Commissioner Diane Glasser were in attendance. Also in attendance were City Manager Michael Cernech, City Attorney Samuel Goren and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the Pledge of Allegiance. City Attorney Goren advised the Commission that they are now at a point with two remaining applicants and they will now have the opportunity to ask questions that they had not asked before and to review the references that have now been provided. City Attorney Goren advised the Commission that when the interviews have been completed they will then have the ability to make an appointment based on a majority of the collegial body. City Attorney Goren reiterated that this is a process that has been successfully implemented and used before. The Commission conducted the second interview of E. Mike Gelin. At the end of the interview City Attorney Goren asked Mr. Gelin to stay as he will be asked to come back. City Attorney Goren advised that all applications, background checks and reference checks are public record and on file in the City Clerk's Office. Mayor Talabisco called for a recess at 1:55 p.m. and reconvened the meeting at 2:11 p.m. with all present as before. The Commission conducted the second interview of Michelle J. Gomez. At the end of the interview City Attorney Goren asked Ms. Gomez to stay as she will be asked to come back. City Attorney Goren said the Commission may take a brief recess and when they return the expectation is to establish a process to make a decision this afternoon to appoint someone. City Attorney Goren again went over the different options the Commission had in making the appointment and explained that a majority of the collegial body would be necessary in order to reach a final decision. Mayor Talabisco called for a recess at 2:45 p.m. and reconvened the meeting at 3:08 p.m. with all present as before. After a brief discussion City Clerk Teufel handed out ballots and each of the Commission members marked their ballot indicating their preference to fill the vacancy in the District 2 City Commission seat. City Clerk Teufel tabulated and then read the results of the ballot as follows: E. Mike Gelin 2 votes and Michelle J. Gomez 2 votes. Page 1 of 2 SPECIAL COMMISSION MEETING October 3, 2013 City Attorney Goren advised the Commission that they needed to try again because at the end of the day they have to make a decision. Vice Mayor Dressler asked for some time to reflect and Commissioner Bushnell said she voted for Mr. Gelin and said that she wanted to do what was in the best interest of the City and asked to change her vote. City Clerk Teufel handed out ballots and to each of the Commission members and tabulated the results and then read the results of the ballot as follows: Michelle J. Gomez 3 votes and E. Mike Gelin 1 vote. All the Commission members agreed that Mr. Gelin was a great candidate and asked that he continue to be visible in the community and consider running for the seat in November 2014. Vice Mayor Dressler seconded by Commissioner Bushnell. moved to appoint Michelle J. Gomez to the District 2 Commission seat. The motion passed unanimously (4-0). City Manager Cernech administered the oath of office to City Commissioner Designate Michelle J. Gomez. Commissioner Gomez's original signed oath of office is on file in the City Clerk's Office.
