SPECIAL CITY COMMISSION WORKSHOP
WEDNESDAY, JUNE 19, 2013
CALL TO ORDER: Mayor Talabisco called the Special Workshop of the City Commission to
order at 9:08 a.m. on Wednesday, June 19, 2013 at the Colony West Country Club 6800 NW
88th Avenue, Tamarac, FL, 33321.
ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela
Bushnell, Commissioner Patricia Atkins -Grad and Commissioner Diane Glasser were in
attendance.
.Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane
Phillips, City Attorney Samuel Goren (attended morning session and lunch) Assistant City
Attorney Julie Klahr (attended afternoon session), Interim City Clerk Patricia Teufel, Financial
Services Director Mark Mason, Parks & Recreation Director Greg Warner, BSO Captain Neal
Glassman, Chief Building Official/Director Claudio Grande, Public Services Director Jack
Strain, Information Technology Director Levent Sucuoglu, Community Development Director
Jennifer Bramley, Fire Chief Mike Burton, Human Resources Director Maria Swanson,
Management & Budget Analyst Decia Smith -Burke and Management & Budget Analyst
Sherrilynn Chess.
City Manager Cernech said that Financial Services Director Mason has a detailed budget
presentation which will be followed by presentations from each department director. City
Manager Cernech said the theme of this year's budget is "Focused on the Future" and that is
where we are focused now and thanked everyone for getting us to the point that we are
proud to present the budget this year. Financial Services Director Mason provided a
comprehensive overview of the City's proposed budget, including the proposed millage rate.
There was a break in the meeting between 10:00 a.m. and 10:13 a.m. For the remainder of
the morning the Commission received departmental budget presentations from Chief Building
Official Grande, Community Development Director Bramley, Fire Chief Burton, Interim City
Clerk Teufel, Human Resources Director Swanson and IT Director Sucuoglu. Vice Mayor
Dressler asked IT Director Sucuoglu for statistical information about the number of individuals
watching the streamed meetings. The meeting recessed for lunch at 11:57 a.m. and
reconvened at 12:59 p.m. with departmental presentations from Parks & Recreation Director
Warner and Public Services Director Strain.
The Commission agreed that the Program Modification for the City Clerk's Office scheduled
for FY15 be moved up and taken care of in the budget for FY14. The Commission addressed
the issue of opening all city parks on holiday Monday's and said that this was the right thing
to do at this time. Staff responded to some queries from the Commission. The meeting
recessed at 1:45 p.m. and reconvened at 1:53 p.m.
City Manager Cernech thanked the Commission for their time and attention and said there
are a few decisions to make; however, at this time we should focus on tomorrow's
presentation regarding the Corridor Study and Tamarac Village. After tomorrow's
presentation you will have the opportunity to give us some direction about the millage rate as
well the proposed assessments among other things. City Manager Cernech said that today
we accomplished what we wanted to regarding the budget and tomorrow will be a good

opportunity to talk about the future of Tamarac and the things we need to do to make sure
that ten years from now Tamarac will be the way we want it to be.
Commissioner Glasser said it was her opinion to hold the millage rate at the current rate and not lower it as we can use those funds to accomplish other projects in Tamarac and asked
the rest of the Commission to give this some thought tonight. Mayor Talabisco said she was
in agreement with Commissioner Glasser and we should wait until tomorrow to make any
decisions.
There being no further business to come before the City Commission, Mayor Talabisco
adjourned the meeting at 2:15 p.m.
