SPECIAL CITY COMMISSION WORKSHOP
TUESDAY, AUGUST 27, 2013
CALL TO ORDER: Mayor Beth Talabisco called the Workshop of the City Commission to
order at 8:53 a.m. on Tuesday, August 27, 2013 in the Mango Room at the Tamarac
Recreation Center, 7501 NW N. University Drive, Tamarac, FL 33321.
ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressier, Commissioner Diane
Glasser and Commissioner Pamela Bushnell were in attendance.
ABSENT: Commissioner Patricia Atkins -Grad
Also in attendance were City Manager Michael Cernech, City Attorney Samuel Goren,
Assistant City Manager Diane Phillips, City Clerk Patricia Teufel, Information Technology
Director Levent Sucuoglu, Financial Services Director Mark Mason, Interim Community
Development Director Frank Zickar, Human Resources Director Maria Swanson, Fire Chief
Mike Burton, District 7 BSO Captain Neal Glassman, Assistant Parks & Recreation Director
Linda Probert, Building Department Director Claudio Grande and Public Services Director
Jack Strain.
Mayor Talabisco acknowledged Frank Zickar as the Interim Community Development
Director.
City Attorney Goren gave an update regarding the status of the Recall Election and
responded to questions from the Commission.
Financial Services Director Mark Mason gave a presentation on the 3rd Quarter Financial
Report for FY 2013, the Refinancing of $20 Million Line of Credit and the Proposed
Acquisition of Land at 9399 W. Commercial Boulevard. A copy of the presentation is on file
in the City Clerk's Office. Financial Services Director Mason addressed questions from the
Commission on all three items in the presentation. Vice Mayor Dressier asked staff to make a
brief presentation, at some future time, on any impacts the Affordable Care Act would have
on Tamarac's heath care program. Vice Mayor Dressler suggested that staff look into the
possibility of going to other cities to assist them in managing their risks cost and possibly form
a group alliance which might give us leverage in negotiating insurance premiums. Mayor
Talabisco asked Financial Services Director Mason to keep the Commission up to date on
the land acquisition.
Public Services Director Strain gave a presentation on Curbing and Median Pressure
Cleaning, a copy of which is on file in the City Clerk's Office. Mayor Talabisco said now that
we have a plan on cleaning the curbs and medians she wants staff to look into what it would
cost to also do the sidewalks and get back to the Commission with that information. Staff
responded to questions from the Commission. There was a consensus to move forward with
cleaning curbs and medians and to purchase equipment and hire staff. Public Services
Director Strain said he would look into different alternatives and the associated costs and
work with Financial Services Director Mason and Human Resources Director Swanson to get
this up and running by October 1sc

Mayor Talabisco called for a short recess at 10:31 a.m. The Workshop resumed at 10:47
a.m. with all present as before.
City Manager Cernech gave an update on the Colony West Golf Course situation and said
that it appears that the Rack family closed the facility last evening. We will be moving forward
quickly to find someone else to occupy the space and operate it on behalf of the City. City
Manager Cernech said as the Racks are current on their obligations until September 1st, the
Rack family still has the right to be on the property. We have been talking with the City
Attorney's Office about what constitutes a transition from Sand Trap Management to another
operator and how to do it quickly. We are looking to have someone in there as quickly as we
can and will have something before the Commission in the near future for approval. City
Manager Cernech responded to questions and concerns from the Commission. Mayor
Talabisco said this can be looked at as an opportunity to bring the golf course up to a world
class golf course again. Vice Mayor Dressler said this is just normal landlord/lessee business
and not a problem. Commissioner Bushnell expressed her concern about the employees
losing their jobs.
There being no further business to come before the City Commission, Mayor Talabisco
adjourned the meeting at 11:12 a.m.
