HomeMy WebLinkAbout2013-02-11 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, FEBRUARY 11, 2013 CALL TO ORDER: Mayor Talabisco called the Workshop of the City Commission to order at 9:33 a.m. on Monday, February 11, 2013 in Conference Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Patricia Atkins -Grad and Commissioner Diane Glasser, were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel Goren and Interim City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Diane Glasser led the Pledge of Allegiance. 1. Federal Legislative Update - Val Gelnovatch, Ferguson Group. Ms. Gelnovatch gave a report and discussed The Ferguson Group's (TFG) approach to federal advocacy for Tamarac. Ms. Gelnovatch went over the federal assistance that TFG has helped Tamarac obtain to date; how TFG has helped Tamarac adapt to changes in Washington while advancing our initiatives and discussed legislative and regulatory actions that TFG has helped Tamarac fight which included the repeal of Tax Exempt Municipal Financing, 3% tax Withholding and the Numeric Nutrient Criteria. Ms Gelnovatch spoke about the changes in Washington that Tamarac should be concerned with; namely the Water Infrastructure Funding Act, Community Parks Revitalization Act, Stormwater Regulations and Tax Exempt Municipal Bonds. Ms. Gelnovatch ended by saying that TFG is working on Tamarac's behalf on a daily basis and will make Tamarac aware of federal opportunities and threats to enable Tamarac to advocate accordingly. Ms. Gelnovatch responded to questions and concerns from the Commission. A copy of Ms. Gelnovatch's report as well as a list of Tamarac's FY2014 Federal Priority Projects is on file in the City Clerk's Office. 2. TR12305 - 1st Amendment to Reciprocal Use Agreement with School Board of Broward County: Item No. 6 (e) on the Consent Agenda. (TR12305) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to execute the First Amendment to Reciprocal Use Agreement between the City of Tamarac and the School Board of Broward County, Florida, to provide reciprocal use of City and School Board facilities; providing for conflicts; providing for severability; and providing an effective date. Parks & Recreation Director Greg Warner appeared and gave a brief presentation and responded to questions. City Manager Cernech said that Item 7(a) on the Regular Agenda, TR12309 — Project Monodose for a Qualified Target Industry Tax Refund, for Wednesday's meeting will be tabled to the February 27, 2013 Commission Meeting as we are still waiting for some information from the Greater Ft. Lauderdale Alliance. City Manager Cernech said that he sent the Commission a letter last Friday regarding the selection of a new police chief, Lt. Neal Glassman, for BSO District 7, and upon Lt. Glassman taking over the position, will be promoted to the rank of Captain. City Manager Cernech said Page 1 of 2 COMMISSION WORKSHOP MEETING February 11, 2013 that he, Assistant City Manager Diane Phillips, Human Resources Director Maria Swanson, Fire Chief Mike Burton interviewed three candidates and they felt that Lt. Glassman would bring new prospectives and ideas to Tamarac. Given his experience in BSO over the last 20 years, as well as his experience working for the NYC Police Department, Lt. Glassman will bring a fresh set of eyes to Tamarac and provide Tamarac with the opportunity to further approve upon the job that BSO does. City Manager Cernech said he will be introducing Lt. Glassman to the Commission during Wednesday's meeting. City Manager Cernech reported that the E911 Implementation Board and the City Managers have finished their process of generating a report which will be provided to the County Commission to be considered at a date yet to be determined. The final recommendation is for the system to be consolidated under the control of the county and funded by the county. We look forward to seeing what the County Commission has to say when they take it up as an agenda item sometime in the future. City Attorney Goren said he recently sent a memo to the Commission regarding legislative updated matters tracking some bills affecting local government which he will discuss at Wednesday's meeting in greater detail. Vice Mayor Dressler asked City Attorney Goren for an update on the recall petition for Commissioner Atkins -Grad. City Attorney Goren went over in great detail the recall petition process and where we are at this point and what will happen if this moves forward. City Attorney Goren also went over the role of City Clerk as well as the role of the recall petition committee. Vice Mayor Dressler asked Interim City Clerk Teufel to contact the Supervisor of Elections office to determine the approximate cost of a special election, should this move forward. City Attorney Goren responded to questions from the Commission. Commissioner Bushnell asked City Attorney Goren for an update regarding the resolution of the reimbursement of the fees incurred by Commissioner Atkins-Grad's attorney in her defense. City Attorney Goren said that he has not yet heard from Attorney Greitzer, but will contact him and get back to the Commission with an answer. City Attorney Goren responded to additional questions from the Commission regarding different aspects of the recall process.
