CITY COMMISSION WORKSHOP
MONDAY, MARCH 11, 2013
CALL TO ORDER: Mayor Talabisco called the Workshop of the City Commission to order at
10:03 a.m. on Monday, March 11, 2013 in Conference Room 105, Tamarac City Hall, 7525 NW
88 Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Beth Talabisco, Commissioner Pamela Bushnell, Commissioner Patricia
Atkins -Grad and Commissioner Diane Glasser were in attendance.
ABSENT: Vice Mayor Harry Dressler
Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney Julie Klahr
and Interim City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Mayor Beth Talabisco led the Pledge of Allegiance.
At the request of Community Development Director Jennifer Bramley, Mayor Talabisco moved
out of the order of the agenda starting with item No. 2 and then taking up Item No. 1 on the
Agenda.
2. TR12311- Caporella Park Public Art Project: Item No. 6 (b) on the Consent Agenda. (TR12311)
A Resolution of the City Commission of the City of Tamarac, Florida, approving the Public Art
Proposal and Concept by Mary Ann Baker to be placed at Caporella Park; providing for conflicts;
providing for severability; providing for an effective date.
1. Public Art Update - Community Development Director Jennifer Bramley and Tamarac Public
Art Committee Vice Chairperson Tobey Archer appeared. Community Development Director
Bramley gave a presentation, which is on file in the City Clerk's Office. Community Development
Director Bramley spoke about the time line for the project, described the pier and bridge panels
and the playground fence and gate panels. Mayor Talabisco asked what will happen to the old
playground equipment as it might be something that could be donated for reuse and Parks &
Recreation Director Warner said he will look into whether or not it could be reused as it all
depends on the condition of the equipment after removal. Community Development Director
Bramley and Ms. Archer gave detailed descriptions for the 501h Anniversary Time Capsule and
the 9/11 Memorial and responded to questions from the Commission. Community Development
Director Bramley said we currently have an RFP out for a Public Art Consultant as going through
the Call to Artists process is arduous and having a consultant will simplify the process and allow
us to obtain more public art. The consultant will be responsible for placing three pieces of public
art in 18 months; develop a brochure and web site to promote the public art we currently have;
obtain appraisals for all pieces for insurance purposes and update the Public Art Master Plan.
Mayor Talabisco confirmed that the fee for the consultant would be coming out of the funds that
developers are required to commit to public art when permits are pulled. There was a discussion
regarding contacting the Broward County Cultural Council and Art Serve to help promote
Tamarac's public art program.
3. Discussion Regarding Capital Improvement Revenue Bond, Series 2005 Refunding

Opportunity. Financial Services Director Mark Mason appeared and gave a presentation, which
is on file in the City Clerk's Office. Financial Services Director Mason said Tamarac has taken

advantage of low interest rates in the past and this is the perfect opportunity to take advantage of
low interest rates now. Financial Services Director Mason said that Fitch just recently kept our
rating at AA- on this which allows us to get out into the market place with a lower rate. City
Manager Cernech said that staff has pledged that every time we have an opportunity to reduce
our expenditures and reduce costs, we would bring it to the Mayor and Commission and this is an
example of staff continuing to do this. Financial Services Director Mason said Jeff Larson, Larson
Consulting Services, LLC, had wanted to be here this morning but was unable to attend and
sends his regards.
4. T02272 - Amending Chapter 24 entitled "Telecommunications Towers and Antennas" Item No.
11 (a) Ordinances - Second Reading: Motion to adopt an Ordinance of the City Commission of
the City of Tamarac, Florida; on second reading amending Article IX, Chapter 24 entitled
"Telecommunications Towers and Antennas" of the Code of Ordinances of the City of Tamarac,
Florida, as amended, and to regulate personal wireless service facilities in the public rights -of -
way; containing a repealer provision; a severability clause; providing for codification; providing for
conflicts and providing for an effective date. Community Development Director Jennifer Bramley
and Public Services Director Jack Strain appeared. Community Development Director Bramley
said this ordinance passed on first reading on February 27, 2013 and on February 26, 2013
Tamarac received correspondence from Crown Castle and PCIA with concerns regarding the
proposed ordinance. Staff has gone over the concerns and feels they need additional time to do
further research and asked that the Commission extend the Rezoning in Progress for an
additional 60 days allowing staff to consider the concerns of Crown Castle and PCIA. Assistant
City Attorney Klahr said there will be a resolution for consideration at the meeting on Wednesday
evening which will extend the Zoning in Progress and when T02272 comes up for consideration
on second reading it will be tabled and will come back at a future date for first reading again.
5. Update on 50th Anniversary Celebrations: Parks & Recreation Director Greg Warner and
Assistant Parks & Recreation Director Linda Probert appeared and gave a presentation, which is
on file in the City Clerk's Office. Parks & Recreation Director Warner went over the successes of
past events and Assistant Parks & Recreation Director Probert went over upcoming events. All
were in agreement that we need to do everything we can to get the information out to people
regarding the upcoming concert and the availability of shuttle buses from the Community Center
and City Hall. Assistant Parks & Recreation Director gave detailed information on how all the 501n
Anniversary events will be promoted. Mayor Talabisco asked for display boards to be placed at
the Woodlands County Club and Colony West Golf Club and Commissioners Glasser and
Bushnell asked for flyers to distribute at events they attend. Parks & Recreation Director Warner
said he will get everyone information for distribution.
There being no further business to come before the City Commission, Mayor Talabisco adjourned
the meeting at 10:44 a.m.
