HomeMy WebLinkAbout2013-05-06 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, MAY 6, 2013 CALL TO ORDER: Mayor Talabisco called the Workshop of the City Commission to order at 9:34 a.m. on Monday, May 6, 2013 in Conference Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Patricia Atkins -Grad and Commissioner Diane Glasser were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney Michael Cirullo and Interim City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Vice Mayor Harry Dressler 1. TR12316 - RFP 12-17R - Design -Build of Mainlands Park: Item No. 6 (h) on the Consent Agenda. (TR12316) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to award RFP #12-17R and execute an agreement with DiPompeo Construction Corporation for the design/build of Tamarac Mainlands Park for an amount not to exceed $1,348,485; a contingency amount of $134,000 will be added to the project account for a total project budget of $1,482,485; providing for an additional appropriation to fund the project budget; providing for conflicts; providing for severability; and providing for an effective date. Parks & Recreation Director Greg Warner, Assistant Public Works Director John Doherty and Purchasing/Contracts Manager Keith Glatz appeared. Parks & Recreation Director Warner discussed the history of Mainlands Park and talked about the two meetings they had to gain the public's input. Assistant Public Works Director Doherty discussed the RFP process and said that DiPompeo's design components stood above other proposals that were received. Parks & Recreation Director Warner gave a brief company history for DiPompeo Construction Corp. and past projects that they have done for Tamarac; park elements; total cost of the project and grant funding; went over the conceptual site plans and timeline for the project. Staff addressed questions and concerns about the number of security cameras and their placement in the park, safety issues about the raised pathway, the 30 foot buffer between the pathway and adjacent property lines and shade covers for the fitness equipment. Commissioner Bushnell asked staff to look into incorporating public art, like what is being incorporated into Caporella Park, in Mainlands Park and the addition of multi -sport courts. City Manager Cernech said staff would investigate the cost of adding multi -sport courts at the park and Assistant Public Works Director Doherty said they are currently working with Community Development to incorporate art into the park and would look into the additional cost of adding shade covers for the fitness equipment. 2. TR12336 - Renewal of Auditing Services: Item No. 6 (g) on the Consent Agenda. (TR12336) A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City Officials to amend the original agreement between the City of Tamarac and GLSC & Company, PLLC, for annual auditing services to extend the agreement for fiscal years ending on September 30, 2013, September 30, 2014 and September 30, 2015 respectively, for an annual not to exceed cost of $102,000; providing for conflicts; providing for severability; and providing for an effective date. Financial Services Director Mark Mason Page 1 of 2 COMMISSION WORKSHOP MEETING May 6, 2013 appeared and said that GLSC has provided auditing services for the City for 10 years and this would be an additional 3 year renewal for services at a cost savings of $8,000 per year. Financial Services Director Mason recommended approval of the 3 year renewal. Vice Mayor Dressler asked if there was any statute that addressed the rotation of auditing firms in order to avoid conflict issues and Financial Services Director Mason responded no. Vice Mayor Dressler said he was concerned and believed we should rotate auditors in order to avoid potential conflicts. Financial Services Director Mason gave an overview of the auditing process which takes place over several months both on and off the City's premises. Vice Mayor Dressler said Tamarac should have some type of policy regarding auditing services and asked staff to get feedback from other municipal governments that address this issue. City Manager Cernech said staff would look at what other cities are doing with regards to auditing firms and have that information for the Commission by Wednesday. Commissioners Bushnell, Glasser and Atkins -Grad commented that they trusted Mr. Mason's recommendation. Commissioner Bushnell said she had the pleasure of representing Mayor Talabisco at a recent meeting of the Broward League of Cities where Commissioner Wexler asked everyone to lend their support to the regional E911 system which will be before the Broward County Commission for final vote tomorrow. Mayor Talabisco suggested that the Commission send an email to all 9 county commissioners expressing their support of the regional E911 system. Assistant City Attorney Cirullo said that his firm is reviewing recent changes in the laws regarding elections, ethics and red light cameras and the impact they will have on Tamarac and his firm will have a report for the Commission sometime in the near future.
