HomeMy WebLinkAbout2013-05-20 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, MAY 20, 2013 CALL TO ORDER: Mayor Talabisco called the Workshop of the City Commission to order at 9:32 a.m. on Monday, May 20, 2013 in Conference Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Patricia Atkins -Grad and Commissioner Diane Glasser were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney Julie Klahr and Interim City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: 1. BSO Update Regarding 1 st Quarter Crime Statistics - BSO Chief Neal Glassman appeared and gave a presentation, a copy is on file in the City Clerk's Office. Chief Glassman said that for the first four months of 2013 crime is down 17.5% overall and discussed the year to date percentage comparisons for auto theft; burglary conveyance, business, residence and structure; robbery and petit theft by zones. Chief Glassman said Tamarac has made progress and attributed it to the addition of 5 deputies last year. Commissioner Bushnell asked for a copy of the presentation and Chief Glassman said he would provide a copy to the entire Commission. There was a discussion regarding the value of parking COPS cars in neighborhood driveways as a deterrent to crime. Chief Glassman responded to questions from the Commission. 2. Update on Automatic Aid Agreements - Fire Chief Mike Burton and Assistant Operations Fire Chief Percy Sayles appeared and gave a presentation, a copy is on file in the City Clerk's Office. Assistant Chief Sayles explained the difference between Mutual Aid and Automatic Aid and explained that "card driven" is a list of all resources available. Assistant Chief Sayles said that we currently have automatic aid agreements with four of the six boundary cities and they are working on agreements with the remaining two. Assistant Chief Sayles discussed the benefits, given and received aid, fractile response times and future opportunities. Chief Burton and Assistant Chief Sayles responded to questions from the Commission and addressed concerns about the potential impact the financial issues of Lauderdale Lakes and North Lauderdale could have on the service and agreements we currently have with them. 3. TR12332 - ILA with Town of Southwest Ranches for Information Technology Support Services Item No. 6(c) on the Consent Agenda. (TR12332) A Resolution of the City Commission of the City of Tamarac, Florida, approving an Interlocal Agreement between the City of Tamarac and the Town of Southwest Ranches to replace and enhance the technology used by the Town of Southwest Ranches, and to provide remote monitoring and information technology support services; authorizing the appropriate City Officials to execute said agreements and take all steps necessary to effectuate the intent of the resolution; providing for conflicts; providing for severability; and providing for an effective date. Information Technology Director Levent Sucuoglu, Assistant Information Technology Director James Page 1 of 2 COMMISSION WORKSHOP MEETING May 20, 2013 Twigger, Southwest Ranches Town Administrator Andy Berns and Southwest Ranches Assistant Finance Administrator Peter Brill appeared. IT Director Sucuoglu spoke about the current information technology issues that Southwest Ranches is experiencing and discussed proposed solutions that Tamarac can provide as well as the cost involved. Assistant Information Technology Twigger responded to questions from Commissioner Dressler relative to some of the costs involved and addressed Commissioner Bushnell's concern about the IT department having enough staff to take on the additional work. Mayor Talabisco said this is a unique ILA because of the technology and suggested that it be submitted to the US Conference of Mayors to be published as a best practice in their magazine.
