HomeMy WebLinkAbout2013-09-09 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, SEPTEMBER 9, 2013 CALL TO ORDER: Mayor Beth Talabisco called the Workshop of the City Commission to order at 9:32 a.m. on Monday, September 9, 2013 in Conference Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Beth Talabisco, Vice Mayor Harry Dressler, Commissioner Pamela Bushnell and Commissioner Diane Glasser were in attendance. ABSENT: Commissioner Patricia Atkins -Grad Also in attendance were Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Mayor Talabisco led the Pledge of Allegiance. 1. Community Rating System Annual Progress Report - Chief Building Official/Director Claudio Grande appeared and gave his report, a copy of which is on file in the City Clerk's Office. Chief Building Official Grande said Tamarac has been a participant in the National Flood Insurance Program (NFIP) since 1992 and has placed priority on reducing the risk of flooding throughout Tamarac. As a result in November 2010 the City achieved a higher Classification of 6 from the Insurance Service Office. In October 2011 the City received a letter from FEMA ratifying the increase to a Class 6 in the NFIP which qualifies residents to receive a 20% discount in the premium cost of flood insurance. Chief Building Official/Director Grande said the CRS Committee meets yearly to identify areas of improvement in flood plain management to maximize participation and credit through the CRS. Chief Building Official/Director Grande gave examples of preventative activities for the City's storm water management program, structural projects and the various methods used to engage citizens and businesses about flood hazards, flood prevention and flood insurance. Commissioner Glasser asked how often we get rated and Chief Building Official Grande said every 5 years we get reclassified. 2. Update on Code Red Program — Assistant Fire Chief Percy Sayles and Community Education Specialist Van Schoen appeared and gave a presentation, a copy of which is on file in the City Clerk's office. Community Education Specialist Schoen said the total resident and business contact information in the Code Red system to date is 25,848. Community Education Specialist Schoen said when the system was launched on June 28th for the boil water order the system had 91.72% active connection rate and when the order was lifted on June 30th achieved a 91.48% active connection rate. Community Education Specialist Schoen talked about previous and current methods of data collection, how to register in Code Red and what the system was capable of doing. Assistant Fire Chief Sayles and Community Education Specialist Schoen responded to questions from the Commission. There was a discussion regarding the importance of signing up and then making sure people update their information if it changes. 3. TR12389 - Major Corridor Study Supplement: Item No. 6 (e) on the Consent Agenda. (TR12389) A Resolution of the City Commission of the City of Tamarac, Florida, approving a Page 1 of 3 COMMISSION WORKSHOP MEETING September 9, 2013 supplemental change order to the Major Arterial Corridor Study Agreement between the City of Tamarac, Florida and Keith and Schnars, P.A. providing for conflicts; providing for severability; and providing an effective date. Interim Community Development Director Frank Zickar appeared and gave a presentation, a copy of which is on file in the City Clerk's office. Interim Community Development Director Zickar said the additional funding will allow Keith and Schnars to address additional areas of interest that were requested by the Commission and not included in the original scope of work. Interim Community Development Director Zickar, Assistant City Manager Phillips and Public Services Director Strain addressed questions and concerns from the Commission. The Commission wanted assurances that if Keith and Schnars comes back before them with ideas they do not like again, they will not come before the Commission asking for more funds to complete the Study. Assistant City Manager Phillips said that between now and Wednesday we will sit down with them and go over precisely what they will be doing. Staff said that whatever they come up with at a preliminary stage, staff will come to the Commission to get their buy -in to avoid this happening again. There was a discussion about wall locations and the type of designs that would be appropriate. 4. TR12385 - Grant Application -US Soccer Foundation: Item No. 6 (b) on the Consent Agenda. (TR12385) A Resolution of the City Commission of the City of Tamarac, Florida, approving and authorizing the appropriate City Officials to submit an application to the U.S. Soccer Foundation for grant funds for the development of a soccer field at the Tamarac Sports Complex in the amount of $200,000, providing for a 1-to-1 match of $200,000 in local funds in the event of approval of the application; providing for acceptance of the award and execution of documents upon approval; providing for conflicts; providing for severability; and providing for an effective date. Financial Services Director Mark Mason and Parks & Recreation Director Greg Warner appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Parks & Recreation Director Warner responded to a few questions from Commissioner Bushnell and Commissioner Glasser. Mayor Talabisco asked how many participants were in the Soccer league and Parks & Recreation Director Warner said over 500. 5. TR12386 - Taste of Tamarac 2013: Item No. 6 (d) on the Consent Agenda. (TR12386) A Resolution of the City Commission of the City of Tamarac, Florida, approving a request from the Tamarac Chamber of Commerce for in -kind support and to waive fees for the Taste of Tamarac event to be held at the Tamarac Community Center on Saturday, October 26, 2013, from 11:30 a.m. to 3:30 p.m. providing for permits, proper insurance, and execution of a hold harmless agreement; providing for conflicts, providing for severability; and providing for an effective date. Parks & Recreation Director Greg Warner and Tamarac Chamber of Commerce Executive Director Peter Mason appeared. Parks & Recreation Director Warner gave a presentation, a copy of which is on file in the City Clerk's office, and added that this is the most successful event for the Chamber and gives Tamarac good exposure. Mr. Mason talked about sponsorship of the event, reported there were 30 vendors signed up to participate and this year they will have a Culinary Demo by Chef Jones. Mr. Mason invited everyone to attend Taste of Tamarac Launch parry on Thursday, October 10t". Commissioner Bushnell asked if they would be collecting non-perishable items and if they would be running shuttle buses to the Community Center. Mr. Mason responded they will be collecting non- perishable items and Parks & Recreation Director Warner said since there is no early voting this year they had not planned to run shuttle buses to the Community Center. Mayor Page 2 of 3 COMMISSION WORKSHOP MEETING September 9, 2013 Talabisco asked if they would also be conducting a drive to collect baby items and Mr. Mason said yes. —' 6. TR12401 - WNID Appointment: Item No. 6 (g) on the Consent Agenda. (TR12401) A Resolution of the City Commission of the City of Tamarac, Florida appointing Michael DeLemma to serve on the Board of Directors of the Woodlands Community Neighborhood Improvement District; providing for conflicts; providing for severability; and providing for an effective date. Interim Community Development Director Frank Zickar said that on August 151h the WNID Board voted to have Michael DeLemma appointed to the board and on August 27 they sent a letter asking the Commission to appoint Michael DeLemma to the board as the appointment has to be done by Resolution. Vice Mayor Dressler asked if Mr. DeLemma went through a background check and Mr. Zickar said he will have to check and get back to the Commission. Vice Mayor Dressler said he will not vote on this until we have that information or it will be pulled from the agenda. Assistant City Attorney Klahr said she did not think there were specific criteria that required a background check and Mr. Zickar agreed that the ordinance did not speak to background checks. Mayor Talabisco asked if state statute that governs Neighborhood Improvement Districts addressed background checks and Assistant City Attorney Klahr said she did not think it does. Vice Mayor Dressler said he would be happy with a statement from the board that they exercised due diligence in selecting and voting on Michael DeLemma.
