REGULAR CITY COMMISSION MEETING
WEDNESDAY, APRIL 9, 2014
CALL TO ORDER: Mayor Harry Dressler called the Regular Commission Meeting of the City of
Tamarac to order at 7:06 p.m. on Wednesday, April 9, 2014 in City Commission Chambers,
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela
Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance.
Also in attendance were City Manager Michael Cernech, Assistant City Attorney David Tolces
and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Glasser led the Pledge of Allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
a. Presentation of a Proclamation by Mayor Harry Dressler Commending the Millennium Middle
School Boys Basketball Team for Achieving a Perfect 14-0 Season. (Requested by Mayor Harry
Dressler)
b. Presentation of a Proclamation by Mayor Harry Dressler proclaiming the week of April 6-12,
2014 as "National Volunteer Week". (Requested by Greg Warner)
c. Presentation of a Proclamation by Mayor Harry Dressler proclaiming the month. of April 2014 as
"Water Conservation Month". (Requested by Public Services Director Jack Strain)
2. CITY COMMISSION REPORTS:
a. Commissioner Bushnell: Commissioner Bushnell attended the Employee Recognition
Luncheon this afternoon; ground breaking ceremony at the Executive Airport for the new US
Customs building; the Tamarac Chamber of Commerce Breakfast on April 3rd; the Tamarac
Lakes South picnic and said unfortunately she was unable to attend the Community Garage Sale
on April 5th. Commissioner Bushnell said she would be attending the Volunteer Recognition
Breakfast tomorrow morning and invited people to attend a Seminar about wills, powers of
attorney, etc. on April 15th at 11:00 a.m. at the Community Center. Commissioner Bushnell said

the Ethics Task Force met with the Inspector General Oversight Committee and will meet with the
Broward County Commission on April 22nd.
b. Vice Mayor Gomez: Vice Mayor Gomez said she attended the Concert in the Park featuring
Shadow Creek and also did some line dancing; hosted the Coffee With the Vice Mayor at
Tamarac Diner which was well attended and said the next meeting would be sometime in May;
the Tamarac Chamber of Commerce Breakfast;* the Community Garage Sale and welcomed
Economic Development Manager Ana Zeinieh back from her deployment in Afghanistan. Vice
Mayor Gomez encouraged people to attend the District 2 Neighborhood Meeting on April 30th at
Lime Bay. Vice Mayor Gomez said while she was in Tallahassee recently she met with numerous
members of the legislature as well as Ron Book and his staff and thanked them for supporting
Tamarac's endeavors. Vice Mayor Gomez noted that the Florida League of Cities is working hard
on Tamarac's behalf and supports home rule.

Vice Mayor Gomez asked that staff provide the Commission with a comprehensive presentation
on the Neighborhood Signage Program to include progress that has been made over the last
three years at the next workshop.
c. Commissioner Glasser: Commissioner Glasser thanked Public Services Director Strain and
his staff for the work on 108th Terrace to mitigate the flooding issue and added that the crew is
wonderful and very courteous.
d. Commissioner Placko: Commissioner Placko said she has finished her one-on-one meetings
with the Department Directors and thanked them for the time and effort they put into providing her
with a thorough education of the workings of city government. Commissioner Placko asked the
Commission to talk about the Neighborhood Signage Program when they attend the various
meetings to get the word out on getting into the program.
e. Mayor Dressler: Mayor Dressler spoke about the legislation regarding vacation rentals which
is gaining traction in Tallahassee, said there are interesting arguments on both sides and it looks
like final action on this bill would probably be soon. Mayor Dressler said this bill bears watching
and the Commission will rely on the City Attorney for updates. Mayor Dressler said he met with
FPL representatives about the recovery process following natural disasters. Mayor Dressler said
that he has seen FPL crews working on hardening the infrastructure and asked that the
contractors clean up faster in order to keep Tamarac looking beautiful.
3. CITY
ATTORNEY REPORT: Assistant
City Attorney
Tolces wished
everyone a Happy
Passover
and
Easter and
commented
that
he
enjoys working
with
the City of
Tamarac.
4. CITY MANAGER REPORT: City Manager Cernech said the City is now accepting ideas to
name Tamarac's newest park located in the Mainlands 3 & 4 subdivisions. The park naming
packets are available at the Community Center and on the Table in the back of the Chambers.
Applications will be accepted until Monday, May 51h.
Past Events: The Community Garage Sale on April 5th had ninety vendors and was very well
attended.
Upcoming Events: The Annual Springfest will take place on Saturday, April 12th at the Sports
Complex from 10:00 a.m. to noon, with the egg hunt, for children 10 and under, taking place
promptly at 10:00 a.m. and the next Concert in the Park is on Saturday, April 25th from 7:00 p.m.
to 9:00 p.m.at the Sports Complex featuring the tribute band Lazy Bonez.
City Manager Cernech noted that Gary Kareff from Tamarac's Farmers Market advised that
attendance has been growing and it is probably attributed to the City's advertising and marketing
campaign. The Farmers Market is open on Sundays from 9:00 a.m. to 2:00 p.m. at Veteran's
Park.
5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and the following
individuals spoke: Barbara Tarnove, 8632 NW 79th St, President of the Tamarac Historical
Society (THS) said they will be celebrating their 5 year Anniversary on July 14, 2014 with the 1st
Annual Hall of Fame Award and they are asking residents to submit nominations to THS by April
30th, nomination forms are on the table at the back of the Chambers. Ms. Tarnove invited people
to attend the Celebration on July 14th from 2 p.m. to 4:00 p.m. at the Community Center and said
they will have the Director of Education for the Sawgrass Nature Center as a guest speaker. The
event is free but reservations are required.

Patti Lynn, 6411 NW 58th St., wished everyone a Happy Passover and Easter; expressed
disappointment with the selection of benches at the workshop on Monday; said tractor trailers are
still parking on the lot on 571h St. east of University Drive; noted that she recently visited Colony
West Golf Club and the food was excellent; asked people to keep in mind Ken Behring when
submitting names for the new park; asked if post cards were sent out about the Neighborhood
Meetings and said based on an article she read the City should look into what is going on at the
La Quinta Inn. Joel Davidson, 4608 Norfolk Island Pine Drive, said Kiwanis Clubs hold a "Kiwanis
One Day" event and this year their project was "Just One Can" where they raised $750 in
donated canned and dry goods and also raised $160 toward the "Eliminate Project" for Maternal
Neonatal Tetanus.
6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any
changes/additions to the Consent Agenda and City Manager Cernech said there were no
changes/additions to the Consent Agenda. Vice Mayor Gomez seconded by Commissioner
Glasser moved approval of the Consent Agenda as presented.
a. Approval of the March 26, 2014 Regular Commission Meeting Minutes - APPROVED
b. TR12471 - Encroachment Agreement: A Resolution of the City Commission of the City of
Tamarac, Florida, approving the Encroachment Agreement between the City of Tamarac and
Howard Bird, attached hereto as Exhibit "A" and incorporated herein; authorizing and directing the
City Manager, or his designee, to take any and all action necessary to effectuate the intent of this
Resolution; providing for conflicts; providing for severability; and providing for an effective date.

c. TR 12469 - Authorizing Four Week Vacation for Mayor and City Commission: A Resolution of
the City Commission of the City of Tamarac, Florida, authorizing a four -week consecutive period
(July 20, 2014 — August 17, 2014) during which time the City Commission will not schedule any
regular meetings pursuant to Section 4.06 (a) of the City Charter; providing for conflicts; providing
for severability; and providing an effective date.

d. TR12468 - Appointing One Regular Member to the Public Art Committee: A Resolution of the
City Commission of the City of Tamarac, Florida, appointing one regular member to the Public Art
Committee; providing for conflicts; providing for severability; and providing an effective date.

7. REGULAR AGENDA: There were no Regular Agenda Items scheduled for this meeting.
8. ORDINANCE(S) -FIRST READING:
a. T02296 - BUDGET AMENDMENT #1: An Ordinance of the City Commission of the City of
Tamarac, Florida, amending Ordinance 2013-16, which adopted the City of Tamarac Operating
Budget, Revenues and Expenditures, the Capital Budget, and the Financial Policies for the Fiscal
Year 2014, by increasing the Total Revenues and Expenditures by a total of $23,183,772 as
detailed in Attachment A attached hereto and summarized in Attachment B; providing for
conflicts; providing for severability; providing for an effective date. Assistant City Attorney Tolces
read T02296 by title into the record. Vice Mayor Gomez seconded by Commissioner Bushnell
moved approval of T02296 on first reading. Financial' Services Director Mason gave a brief
overview of the Ordinance. Motion passed unanimously (5-0).

b. T02299 - Code Amendment -Chapter 24 "Zoning": An Ordinance of the .City Commission of the
City of Tamarac, Florida amending Chapter 24 of the City's Code of Ordinances, entitled "Zoning"
by amending Article III, Division 13 entitled "Recreational District" by specifically amending
Section 24-307 entitled "Purpose and Characteristics", amending Section 24-308 entitled
"Permitted Uses", amending Section 24-310 entitled "Landscaping", amending Section 24-311
entitled "Height of Buildings or Structures" to establish public or private elementary, middle or
high school as a Special Exception use in the S-1 Zoning District in conformity with the City of
Tamarac Comprehensive Plan; providing for codification; providing for conflicts; providing for
severability; and providing for an effective date. Assistant City Attorney Tolces read T02299 by
title into the record. Vice Mayor Gomez seconded by Commissioner Placko moved approval of
T02299 on first reading. Community Development Director Calloway appeared and gave a brief
synopsis of the Ordinance. Motion passed unanimously (5-0).

c. T02295 - Amend Chapter 10 Land Development Regulations, Article 11, Section 10-1,
Specifically Article 11, Section 10-29: Motion to adopt an Ordinance of the City Commission of the
City of Tamarac, Florida amending Chapter 10 of the City's Code of Ordinances, entitled "Land
Development Regulations" by specifically amending Article II, Section 10-1 entitled "Definitions" to
define the terms "Development" and "Redevelopment"; specifically amending Article 11, Section
10-29 entitled "Formal Application for Construction, Improvement, Development or Building
Permits" to require Code Compliance prior to the issuance of a Building Permit for Development
or Re -development; providing for codification; providing for conflicts; providing for severability;
and providing for an effective date. Assistant City Attorney Tolces read T02295 by title into the
record. Commissioner Bushnell seconded by Commissioner Glasser moved approval of T02295
on first reading. Motion passed unanimously (5-0).
