REGULAR CITY COMMISSION MEETING
WEDNESDAY, MAY 14, 2014
CALL TO ORDER: Mayor Harry Dressler called the Regular Commission Meeting of the City
of Tamarac to order at 7:01 p.m. on Wednesday, May 14, 2014 in City Commission
Chambers, Tamarac City Hall, 7525 NW 88t" Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela
Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance.
Also in attendance were City Manager Michael Cernech, City Attorney Samuel S. Goren and
City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
a. State of the City Address by Mayor Harry Dressler: Mayor Dressler gave the State of the
City Address, a copy of which is attached hereto and incorporated herein.
b. Presentation by Mayor Harry Dressler of Certificates of Graduation to the seventh
Graduating Class of Tamarac University - May ' 2014: Wanda Adams, Olga Baken, Carol
Cupo, Ronald Cupo, Robert Emery, Jerald Faden, Sheila Fogelsanger, Carmen Goehrig,
Larry Goehrig, Nasheema Harvey, Laura Karpaviciute, Alfred Keller, Peter Mason, Valerie
Miller, Janie Morris, Donna Lou Pett, Dina Queen, Irving Silverman, Gilbert Tabakin, Geoffrey
VanAllen, Stewart Jackson Webster and Veronica Wilcoxson.

Mayor Dressler moved out of the order of the agenda to take up Item Nos. 9 (a), 11 (a) and
11 (b). Vice Mayor Gomez seconded by Commissioner Bushnell moved approval to move
out of the order of the agenda and take up item nos. 9 (a), 11 (a) and 11 (b). Motion passed
unanimously (5-0).
City Attorney Goren said that during the course of the workshop on Monday it was discovered
that item 9 (a), TR12321 the Woodmont Development Agreement that is on the agenda for
consideration this evening, it was determined that the documents should have been done by
ordinance and not resolution and this document is a driver for the LUPA and Rezoning.
There are two separate motions that will be required this evening: 1) to hold a public hearing
on all three items and defer all three items to June 25th at 7:00 p.m. in Commission
Chambers.- City Attorney Goren said because of a technical deficiency revealed on Monday
we will need to open the public hearings solely for the purpose to reset these items by
separate motion to a time certain which is June 25th. Commissioner Bushnell seconded by
Vice Mayor Gomez moved to open the public hearing. Motion passed unanimously (5-0).
City Attorney Goren said the next motion will be essentially to take items 9 (a), 11 (a) and 11
(b) and defer them to the June 25"' meeting. Vice Mayor Gomez seconded by Commissioner

Glasser moved to defer items 9 (a), 11 (a) and 11 (b) to the June 25th meeting. Motion
passed unanimously (5-0). City Attorney Goren said there will be one more Motion to close
the public hearing and transition back into the regular order of the agenda. Commissioner
Placko seconded by Commissioner Glasser moved to close the public hearing and transition
back into the regular order of the agenda. Motion passed unanimously (5-0).
City Attorney Goren thanked the Commission for their courtesies regarding the deferral of the
items to June 25tn
2. CITY COMMISSION REPORTS:
a. Commissioner Bushnell: Commissioner Bushnell wished Commissioner Glasser a Happy
Birthday and congratulated the TU graduates and said she would send out an email
regarding the Pot Luck Dinner for TU graduates. Commissioner Bushnell attended the
Central Park groundbreaking ceremony; ribbon cutting ceremonies for the new playgrounds
at Caporella Park and the Sports Complex; the Art Studio for Janet Gold and Tobey Archer;
District 2,3 & 4 Neighborhood Meetings; Spring Swim Bash and CERT drill for mock
disasters.
b. Vice Mayor Gomez: Vice Mayor Gomez congratulated the TU and commented that 10
students were from District 2. Vice Mayor Gomez said the District 2 Neighborhood meeting
was very well attended. Vice Mayor Gomez attended the HOA Liaison Seminar last evening,
was unable to attend the PAROT Golf Tournament on May 6th and invited people to the
Relay -for -Life event on Friday evening at Millennium Middle School.
c. Commissioner Glasser: Commissioner Glasser said she also attended many of the events
already mention by her Colleagues. Commissioner Glasser attended the University Hospital
Board Meeting and spoke about the Helipad project and complimented Commissioner Placko
for her first District meeting.
d. Commissioner Placko: Commissioner Placko said the District 4 meeting was very well
attended and thanked everyone involved and encouraged people to attend the Concert in the
Park at Colony West Country Club. Commissioner Placko spoke of an event in her
neighborhood concerning a recent pipe break and the crew that came out to fix the break and
how their response in cleaning up and repairing a driveway that was badly stained was very
courteous and professional.
e. Mayor Dressler: Mayor Dressler commented that there is an ongoing involvement between
the Mayor and Commission in the city of Tamarac. The Commission members all play a
different role and there is an immense amount of work the people do not see. Mayor Dressler
added that he is proud of the level of philanthropic endeavors from all the volunteers in
Tamarac.
3. CITY ATTORNEY REPORT: City Attorney Goren said his office will be providing the
Commission with a legislative update on the recent legislative session in Tallahassee at the
next meeting. City Attorney Goren thanked the Commission for their professional courtesies
regarding the deferred items on the Woodmont project.
4. CITY MANAGER REPORT: City Manager Cernech advised that the state legislature has
approved $300,000 in funding towards stormwater infrastructure improvements for Tamarac

Village and that the city of Tamarac has for the fifth year in a row earned the "Playful City"
designation. The Financial Services department has advised that the City received notice
that it has been awarded the Distinguished Budget Presentation Award by GFOA for the
Biennial budget for FY 14/15 for the 17th consecutive year. Human Resources reports that
Tamarac is amongst a select group of employers in the US that were recently recognized as
Platinum Level recipients of the American Heart Association's Fit -Friendly Worksites
Recognition Program.
Parks and Recreation reports that May is Older Americans Month and there will be an Older
Americans Healthy Lifestyle Meet and Greet on Wednesday, May 21 St at 10:00 a.m. at the
Community Center and participants need to call 954-597-3635 to register as space is limited.
The Spring Swim Bash held on May 3rd had over 400 attendees and the Concert in the Park
held on Friday April 25th had more than 1,000 attendees. The next concert is in partnership
with Colony West Golf Club on May 23rd from 7:00 p.m. to 9:00 p.m. The Memorial Day
Ceremony will be held at Veterans' Park on Monday, May 26th at 10:30 a.m.
Public Services reports that the Household Hazardous Waste & Electronic Drop Off Event
held on May 3rd was successful with 319 people dropping off 8.4 tons of hazardous waste
and electronics
5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and the following
individuals spoke: Peter Mason, Executive Director of the Tamarac Chamber of Commerce,
11620 NW 2nd Dr., Coral Springs gave an update on recent Chamber events and future
events;. Jim Moyer, Salvation Army, thanked the Commission for the proclamation and Vice
Mayor Gomez for her support; advised that there are 2,766 homeless people in Broward
County, half are women and 229 are veterans and invited people to attend an upcoming
event on May 23rd Lisa Haden 8585 Jay Drive expressed concern with homes in POD E

being too close to houses in Shangri-La; Frank Goldberg; 7550 NW 79th Ave., had questions
regarding public participation procedures during the Special Meeting regarding the
Woodmont Developer's Agreement, LUPA and rezoning items.
6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any
additions/changes to the Consent Agenda. City Manager Cernech said that the Resolution
for TR12480 item 6 (k) on the Consent Agenda has been revised to correct a scrivener's
error to reflect that seventeen (17) shelters have been installed to date instead of sixteen
(16). Vice Mayor Gomez seconded by Commissioner Placko moved to add TR12480 to the
Consent Agenda as amended. Motion passed unanimously (5-0). Vice Mayor Gomez
seconded by Commissioner Glasser moved approval of the Consent Agenda as amended.

a. Approval of the April 23, 2014 Regular Commission Meeting Minutes — APPROVED
b. TR12472 -Local Option Gas Tax: A Resolution of the City Commission of the City of
Tamarac, Florida authorizing the appropriate city officials to execute the 2014 Amendment to
Interlocal agreement between Broward County and City of Tamarac providing for division and
distribution of the proceeds of the local option gas tax imposed by the Broward County Local
Option Gas Tax Ordinance; providing for conflicts; providing for severability; and providing for
an effective date.

c. TR12473 - Additional Gas Tax: A resolution of the City Commission of the City of Tamarac,
Florida authorizing the appropriate city officials to execute the 2014 Amendment to Interlocal
agreement between Broward County and City of Tamarac providing for division and
distribution of the proceeds from the Broward County Additional Local Option Gas Tax on
Motor Fuel Ordinance; providing for conflicts; providing for severability; and providing for an
effective date.

d. TR12474 - Fifth Cent Local Gas Tax Option: A resolution of the City Commission of the
City of Tamarac, Florida authorizing the appropriate city officials to execute the 2014
Amendment to Interlocal agreement between Broward County and City of Tamarac providing
for division and distribution of the proceeds from the Broward County Fifth Cent Additional
Local Option Gas Tax on Motor Fuel for Transit; providing for conflicts; providing for
severability; and providing for an effective date.

A Resolution by the City Commission of the City of Tamarac, Florida approving the funding
agreement between the Tamarac Village Community Development District and the City of
Tamarac; authorizing the Mayor to execute the funding agreement; providing for conflicts;
providing for severability and providing for an effective date.

agreement for Project Administration Services; providing for conflicts; providing for
severability and providing for an effective date.

g. TR12484 -Third Amendment to the BSO Agreement: A Resolution by the City
Commission of the City of Tamarac, Florida approving the Third Amendment to the Law
Enforcement Services Agreement between the City of Tamarac and the Broward Sheriff's
Office; authorizing the appropriate City Officials to execute the Third Amendment to the
agreement for Police Services; providing for conflicts; providing for severability and providing
for an effective date.

h. TR12486 - Approve ILA with Broward County for Keep Broward Beautiful / Adopt -a -Street
Program: A Resolution of the City Commission of the City of Tamarac, Florida; authorizing
the appropriate City Officials to execute an Interlocal Agreement between the City of
Tamarac and Broward County for the Keep Broward Beautiful Program; providing for
conflicts; providing for severability; and providing for an effective date.

i. TR12490 - Authorize the execution of Task Authorization No. 14-11 E with Mathews
Consulting Inc. to provide professional engineering and permitting services for the Tamarac
Village Project: A Resolution of the City Commission of the City of Tamarac, Florida,
approving execution of Task Authorization No. 014-11 E with Mathews Consulting, Inc. to

provide Professional Engineering Services for the design and permitting of the Tamarac
Village Project, in accordance with The City's Continuing Service Agreement as authorized
by Resolution R-2011-87; authorizing an expenditure for said purpose in an amount not to
exceed $631,471.00; authorizing an appropriation of $631,471.00; providing for conflict;
providing for severability; and providing for an effective date.

j. TR12493 - Legislative Aide Appointment of Joseph P. Darrol: A Resolution of the City
Commission of the City of Tamarac, Florida, appointing Joseph P. Darrol as Legislative Aide

Providing for an Effective Date.

k. TR12480 - Bus Shelter Maintenance Agreement: A Resolution of the City Commission of
the City of Tamarac, Florida approving the Agreement between Broward County and the City
of Tamarac for the maintenance of bus shelters in conjunction with the Broward County Bus
Shelter Grant Program; providing for conflicts; providing for severability; and providing for an
effective date.

of Tamarac, Florida, on behalf of the City, to execute and to otherwise enter into a
Development Agreement between the City of Tamarac and Woodmont Country Club, Inc., for
the development of property located within the Woodmont Plat, as recorded in Plat Book 88,
Page 20, of the public records of Broward County, Florida, and as more fully described in the
Development Agreement which is attached hereto; authorizing the City Manager to do all
things necessary to carry out the aims of this resolution; providing for conflicts; providing for
an effective date.

Plan in accordance with Chapter 163, specifically Section 163.3184 of the Florida State
Statutes, concerning aLarge-Scale Land Use Plan Amendment application proposed by
Brian Terry of Land Design South, designated agent for the property owner, Woodmont
Country Club, Inc., to change the designation of the subject use of land from Commercial
Recreation to Low (0-5 du/ac) Residential to accommodate the future development of a total

This is my first opportunity to share the State of the City
with you as Mayor, and I want to start by saying itrs a
wonderful time to live in Tamarac. We have built a solid
foundation in the City, with a tremendously bright future
ahead of us.
Oftentimes, especially in an election year, messages get
lost in all the extra chatter. So, let's put personalities and
rhetoric aside and focus on what we're here to do. As
your Commission, we're here to serve the needs of our
constituents: both in the short-term, as well as providing
a sound path for future prosperity, We don't do that in a
vacuum.

We base our decisions — some of them quite difficult — on
feedback from our residents, balanced with what's best
over the long term for the City. We're grateful for your
continued involvement. We may not always agree, but
when you show an active interest in bettering our
community, that can only help the process.
The City of Tamarac has a lot to be proud of:
• Our finances are sound;
• The real estate market is improving;
• New businesses are moving heres
• And our parks and recreation facilities are bustling
with programs and services for all ages.
• What's probably most important to you, our
residents, is that the City is being managed
efficiently and effectively.

Let's start with the state of the City's finances, because

I'm very
pleased to report that your
City is
in good
financial
shape. Property values are
slowly
beginning to
rise and the strategic initiatives we've taken over the past
few years have paid off. This is what helped Tamarac
remain stable, when the nation's economy was teetering.
These efforts have not gone unnoticed: no less than
Moody's Investor Services,, the national credit rating
company, praised our City. They noted the positive
management actions we took during the recession to

Strong finances are certainly important, but there's a lot
more that goes into improving the quality of life in
Tamarac. One key aspect is safety, and there are some
excellent indicators that we're moving in the right
direction. Numbers ]must released by the Florida

developing a master plan to guide the City's parks
and recreation investments over the next 10 to 20
years.
New homes are being built in Tamarac, bringing new
families to our City:

Under the guidance of Billy Casper Golf, Colony West is
regaining its stature and popula
rity.
Significant progress has been made with projects that
will have a dramatic impact on the appearance of our
city0s
• Staff is working with the long list of communities
looking to improve their entry signage with City
funding.
• The process continues on the buffer walls project.
Multiple homeowner associations are voting to
accept the City's offer to construct walls along our
major corridors.
• Critical steps have been taken in moving Tamarac
Village forward. The newly -formed Community
Development District will help expedite development.
The focus will be on putting the infrastructure in
place — the sewers and utility lines — that will make
the property more attractive to developers. And, in
the coming year,, we'll see tangible results of the
years of planning behind Tamarac's new "town
center".
