HomeMy WebLinkAbout2014-06-11 - City Commission Regular Meeting MinutesCITY OF TAMARAC REGULAR CITY COMMISSION MEETING WEDNESDAY, JUNE 11, 2014 CALL TO ORDER: Mayor Harry Dressler called the Regular Commission Meeting of the City of Tamarac to order at 7:04 p.m. on Wednesday, June 11, 2014 in City Commission Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Vice Mayor Gomez led the Pledge of Allegiance. 1. PROCLAMATIONS AND PRESENTATIONS: a. Legislative Update - Representative Hazelle Rogers: Representative Rogers spoke about the Tamarac Memorial Day Ceremony I she attended on May 26th and congratulated Commissioner Placko on being appointed Commissioner for District 4. Representative Rogers said the legislative session ended late on May 2nd and they were able to agree on a balanced budget and spoke briefly about several bills for worthwhile programs/projects that she was able to assist in getting passed including, but not limited to, the $300,000 for Tamarac Village Infrastructure. Representative Rogers said she is lookingforward to meeting g with Mayor Dressler to find out what Tamarac's needs are and ended by saying it is always a pleasure to meet with Tamarac Commission members in Tallahassee. b. Presentation of a Certificate of Appreciation by District 7 BSO Captain Neal Glassman to Tamarac Resident Mark Rohmann (Requested by Captain Neal Glassman). 2. CITY COMMISSION REPORTS: a. Commissioner Bushnell: Commissioner Bushnell talked about the Kiwanis Club "Christmas in July" event and said she recently attended a meeting where children and parents were working together to sort items that would be distributed at the event at ,the BBT Center on July 12th from 8 a.m. to 2:00 pm to people who are in need of assistance. Commissioner Bushnell said the TU Potluck dinner at the Recreation Center was well attended; she attended three graduations; the Volunteer Board and Committee Luncheon on June 6th at the Colony West Golf Club and a HOA meeting where the NIP IT program was rolled out to the Community and was well received and Captain Glassman spoke about safety precautions. b. Vice Mayor Gomez: Vice Mayor Gomez said she attended several graduation ceremonies over the past two weeks at various schools in Tamarac; several association meetings and mentioned how pleased she is that people came out to the meetings to give the City feedback; the Movie in the Park and Zumba Dance event; Chamber of Commerce breakfast at University Hospital; Firefighter's Dinner; the Vision 20-20 Smart Growth Symposium, presented by the Greater Fort Lauderdale Realtors Association, the National Association of Realtors and Nova Southeastern University, which was attended by various local officials Page 1 of 4 REGULAR COMMISSION MEETING June 119 2014 who are dedicated to the growth and stability of Broward County. Vice Mayor Gomez also spoke briefly about the Arterial Redevelopment Study that was discussed at Monday's workshop. Vice Mayor Gomez invited people to attend the next "Coffee with the Vice Mayor" on June 22nd from 1 to 3 p.m. at Menchie's. Vice Mayor Gomez wished all fathers a Happy Father's Day. c. Commissioner Glasser: Commissioner Glasser reported that there is a lot going on at Kings Point and on June 2"d they received bids for the renovation of the exercise room and they are now in the process of selecting a company to do the renovations. Commissioner Glasser noted that the University Hospital Board is now having their meetings every month via conference call. Commissioner Glasser attended the Volunteer luncheon on June 6th at Colony West Golf Club and the Broward League of Cities Board of Directors luncheon held at the Woodlands Country Club. d. Commissioner Placko: Commissioner Placko talked about Tamarac Elementary children being engaged is so many activities which will make them well rounded individuals when they grow up. Commissioner Placko said she attended HOA meetings as well as BBQ's and picnics in her district and commented that it is wonderful to get out and meet people from different communities in District 4. e. Mayor Dressler: Mayor Dressler commented that it is remarkable how many events the Commission members attend over the course of two weeks. 3. CITY ATTORNEY REPORT: City Attorney Goren advised the Commission that the Broward League of Cities is offering a 4 hour training course on the Broward County Code of Ethics on June 27, 2014 from 9:00 a.m. to 1:00 p.m. at the Coconut Creek Community Center with presentations being made by members of the Brinkley Morgan law firm, the Goren, Cherof, Doody & Ezrol law firm and the Weiss Serota Helfman law firm. City Attorney Goren said that Tamarac is one of eighteen cities in litigation against the Broward County Resource Recovery Board and advised that there is a Mediation scheduled for Friday, June 20th which will be attended by City Manager Cernech, Assistant City Attorney Mike Cirullo and Mayor Harry Dressler. City Attorney Goren said he is asking for a Shade Session to get direction from the Commission regarding the litigation sometime after the June 20th Mediation. Commissioner Bushnell seconded by Commissioner Placko moved approval to hold a Shade Session sometime after June 20th to discuss the Resource Recovery Board litigation. Motion passed unanimously (5-0). 4. CITY MANAGER REPORT: City Manager Cernech invited people to attend the following upcoming events: Father's Day Family Fishing Tournament on Saturday, June 14th from 9:00 a.m. to noon, the fee is $5 for residents and $8 for non-residents and the All American Country Hoedown Lunch with Uncle Sam and Betsy Ross at the Community Center on Thursday, June 26th from 1:00 p.m. to 3:00 p.m., tickets are $7. Past Events: City Manager Cernech reported that over 500 people attended the Movie in the Park event, featuring the movie "The Nut Job", on June 6th at the Sports Complex. Page 2 of 4 REGULAR COMMISSION MEETING June 11, 2014 City Manager Cernech noted that the Public Service Department will be repairing/renovating stormwater pumps at three stormwater pump stations along the C-14 Canal by switching out oil based lubrication systems with water based lubrication systems. 5. PUBLIC PARTICIPATION: Mayor Dressler opened Public participation and with no one wishing to speak, closed public participation 6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any changes/additions to the Consent Agenda and City Manager Cernech replied that there were no changes/additions to the Consent Agenda. Commissioner Bushnell seconded by Vice Mayor Gomez moved approval of the Consent Agenda as presented. Motion passed unanimously (5-0). a. Approval of the May 28, 2014 Regular Commission Meeting Minutes - APPROVED b. TR12497 - Purchase of Radios from Motorola Inc.: A Resolution of the City Commission of the City of Tamarac, Florida to purchase from Motorola, Inc., under BSO-Motorola contract #12-29077/JHJ, seventeen (17) Motorola APX digital mobile radios, thirty (30) Motorola APX digital portable radios, batteries, battery chargers and related accessories for a total cost not to exceed $250,000.00 in FY14; to complete the equipment upgrades that were started in FY10 and are needed for a seamless migration to a P25 digital radio system; providing for conflicts; providing for severability; and providing for an effective date. RESOLUTION R-2014-56 c. TR12485 - Awarding Bid No. 14-12B for Commercial Blvd Landscape Beautification: A Resolution of the City Commission of the City of Tamarac, Florida, Awarding Bid No. 14-12B to Superior Landscaping & Lawn Service, Inc., and authorizing the appropriate City Officials to execute the Agreement between the City of Tamarac and Superior Landscaping & Lawn Service, Inc., for a contract amount of $113,308-23, a contingency in the amount of $11,331.00 will be added to the project account, for a total project budget of $124,639.23; authorizing an expenditure in the amount of $124,639.23 from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. RESOLUTION R-2014-57 d. TR12491 - Award Bid No. 14-08B for Stormwater Pump Station — Pump Repair/Retrofit Project A Resolution of the City Commission of the City of Tamarac, Florida, Awarding Bid No. 14-08B to and approving an Agreement with MWI, Corp. Per Bid No. 14-08B for a contract amount of $249,453, a contingency in the amount of $24,945 will be added to the project account, for a total project budget of $274,398.00; authorizing an expenditure in the amount of $274,398 from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. RESOLUTION R-2014-58 e. TR12501 - Commercial Arterial Redevelopment Study: A Resolution of the City Commission of the City of Tamarac, Florida, adopting the Commercial Arterial Redevelopment study attached as Exhibit "A"; authorizing and directing the City Manager, or his designee, to take any and all action necessary to effectuate the intent of this resolution; providing for conflicts; providing for severability; and providing for an effective date.
