SPECIAL CITY COMMISSION MEETING
TUESDAY, FEBRUARY 25, 2014
CALL TO ORDER:. Mayor Dressler called the Special City Commission Meeting
Commission to order at 9:09 a.m. on Tuesday, February 25, 2014 in Conference
Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321.

PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
Mayor Dressler said he will be adhering strictly to the schedule; the applicant will have five to
ten minutes to tell the Commission why they would be good for the job, the Commission will
then ask the applicant questions and then end by asking the applicant if they have any
questions for the Commission.
City Attorney Goren gave an overview of the process that has gotten the Commission to this
point as well as the appointment process to fill the vacant District 4 commission seat created
when former Commissioner Harry Dressler was appointed Mayor. City Attorney Goren said
the appointment process would be held pursuant to the Florida Statutes' Sunshine Law and
added that all documents pertaining to the appointment process are public records.
City Attorney Goren went over the interview process with each applicant prior to their
interviews and after the interviews City Attorney Goren said there would be seven applicants
interviewed today and there would be four more applicants interviewed tomorrow afternoon.
City Attorney Goren said the final selection would be on Thursday, February 27, 2014 at 1:00
p.m. and advised the applicants to keep their phones handy as the City Clerk would be in
contact with those that are requested to come back for a second interview. Throughout the
remainder of the morning the following individuals were interviewed and responded to
questions about their background, qualifications, community involvement and what they could
bring to the table that would benefit Tamarac: Phyllis Bonfoey and Diane S. Friedman.
Mayor Dressler recessed the meeting at 10:23 a.m. and reconvened the meeting at 10:33
a.m. with all present as before.
Interviews continued for the rest of the morning with the following individuals: Ken Fink,
Debra Placko and Fredrick Paul Shaffer. Mayor Dressler disclosed that he served on the
Coral Springs Economic Development Foundation with Mr. Fink, attended numerous
meetings of the Woodmont Property Owner Association (WPOA) and knew Ms. Placo from
those meetings. City Attorney Goren advised the Commission that they cannot talk about the
interviews amongst themselves during the lunch break.
Mayor Dressler
recessed the meeting at 12:09
p.m.
and reconvened the meeting at 1:04 p.m.
with all
present
as before.
For

the
afternoon
the
following
individuals
were

interviewed: Kathleen Stubbolo and Harold "Lee" Viverette. Mayor Dressler disclosed that he
also knew Mr. Viverette from the WPOA and Vice Mayor Gomez said she has also had
contact with Mr. Viverette. City Attorney Goren advised the Commission that there will be a
hearing on the Woodmont LUPA sometime. in March and the applicants can speak about their
concerns regarding the LUPA, the Commission can listen but cannot comment or respond.
City Attorney Goren reminded the Commission that this is a Sunshine issue and cannot be
discussed privately amongst them but only in a public forum. City Attorney Goren said the
Commission will conclude interviews tomorrow after which the commission will deliberate and
make a decision as to how the meeting on Thursday afternoon will proceed. City Attorney
Goren went over the various ways the Commission can appoint an individual to the District 4
vacancy and added that this is not a new process for the City of Tamarac. City Attorney
Goren then advised the Commission that there was nothing illegal about talking to any of the
applicants in a one on one conversation.
City Attorney Goren said that Assistant City Attorney Jacob Horowitz would be attending
tomorrow's meeting as well as the meeting on Thursday as he had other obligations that
prevented him from being in Tamarac for those meetings.
There being no further business to come before the City Commission, Mayor Dressler
adjourned the meeting at 2:03 p.m.
