SPECIAL CITY COMMISSION MEETING
THURSDAY, FEBRUARY 27, 2014
CALL TO ORDER: Mayor Harry Dressler called the Special Commission Meeting of the City
Commission to order at 1:17 p.m. on Thursday, February 27, 2014 in Conference Room 105,
Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela
Bushnell and Commissioner Diane Glasser were in attendance.
Also in attendance were City Manager Michael Cernech, Assistant City Manager Diane
Phillips, Assistant City Attorney Jacob Horowitz and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
Assistant City Attorney Horowitz advised the Commission that they are now at a point with
three remaining applicants and they will now have the opportunity to ask questions that they
had not asked before and to review the references that have now been provided. Assistant
City Attorney Horowitz advised the Commission that when the interviews have been
completed they will then have the ability to make an appointment based on a majority of the
collegial body. Assistant City Attorney Horowitz reiterated that this is a process that has been
successfully implemented and used before.
The Commission conducted the second interview of James M. Griffin. At the end of the
interview Assistant City Attorney Horowitz said Mr. Griffin can elect to stay in City Hall or
come back about 3:45 p.m. as it is the objective of the Commission to make an appointment
this afternoon and swear in the individual selected.

Assistant City Attorney Horowitz said Ms. Placko can elect to stay in City Hall or come back
about 3:45 p.m. as it is the objective of the Commission to make an appointment this
afternoon and swear in the individual selected.
Mayor Dressler called for a recess at 2:45 p.m. and reconvened the meeting at 2:58 p.m. with
all present as before.
Mayor Dressler said after Mr. Viverette's interview we will take a short recess and when we
come back the meeting will be opened for public comment after which they will begin
deliberations on who will be appointed.
The Commission conducted the second interview of Harold "Lee" Viverette. At the end of the
interview Assistant City Attorney Horowitz asked Mr. Viverette to remain in City Hall as it is
the objective of the Commission to make an appointment this afternoon and swear in the
individual selected.

Mayor Dressler called for a recess at 3:44 p.m. and reconvened the meeting at 4:04 p.m. with
all present as before. Mayor Dressler opened the meeting for public comment and with no
one wishing to speak, closed public comment.
All were in agreement that all eleven applicants were exceptional and this will be a difficult
decision.
After a brief discussion City Clerk Teufel handed out ballots and each of the Commission
members marked their ballot indicating their preference to fill the vacancy in the District 4 City
Commission seat.
Assistant City Attorney Horowitz again went over the different options the Commission had in
making the appointment and explained that a majorityof the collegial body would be
necessary in order to reach a final decision. Assistant City Attorney Horowitz also explained
that if they were unable to come to a decision it was their prerogative to restart the process.
City Clerk Teufel tabulated and

read the results of the
ballot as follows: James M. Griffin

Placko
- 2 votes
and
Harold
"Lee"
Viverette
- 1
vote.
Commissioner Bushnell seconded by Vice Mayor Gomez moved to appoint Debra Placko to
the District 4 Commission seat. The motion passed unanimously (4-0).
City Manager Cernech administered the oath of office to City Commissioner Designate Debra
Placko. Commissioner Placko's original signed oath of office is on file in the City Clerk's
Office.
There being no further business to come before the City Commission, Mayor Dressler
adjourned the meeting at 4:20 p.m.
