SPECIAL CITY COMMISSION WORKSHOP
WEDNESDAY, DECEMBER 3, 2014
CALL TO ORDER: Mayor Harry Dressler called the Special Workshop of the City
Commission to order at 10:37 a.m. on Wednesday, December 3, 2014 in Conference
Room 105, Tamarac City Hall, 7525 NW 88" Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner
Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko
were in attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips Assistant City Attorney Brian Sherman, City Clerk Patricia Teufel and
Planning Board Members, Lawrence Torn, Pamela LeMelle-Gray, James M. griffin,
Judith Miller and Geoffrey Trent VanAllen.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
Community Development Director Maxine Calloway said the purpose of this meeting is
for Clarion Associates to present to the Commission and Planning Board the proposed
Land Development Regulation Code Rewrite.
Matt Goebel, Clarion Associates Project Manager introduced himself to the Commission
and Planning Board. Mr. Goebel gave a brief history of his company and talked about
the company's dealings both nationally and in the State of Florida and indicated that
they are big on innovative and illustrated codes. Kristin Cisowski, Clarion Code Drafting;
Stephen Sizemore, Clarion Code Drafting and Henry Iler, President of Iler Planning
introduced themselves to the Commission. Mr. Iller said his company is a full service
planning and zoning firm with 20 years of experience and briefly described his past
experience working with the City of Tamarac.
Mr. Goebel said it would take about eight (8) months to complete the project and talked
about the work plan and schedule, reorganizing and reformatting of the code; went over
the potential chapters that would be included in the unified code and explained the LDR
Assessment report which gives analysis of existing regulations and annotated outline.
Mr. Goebel advised that they will prepare a draft report to get the Commission's
feedback. Mr. Goebel went over a few sample topics and noted that the drafting of the
regulations would be in two installments the first being the Zone Districts and Uses and
the second Development and Design Standards.
Mr. Goebel advised the Commission and Planning Board members that there is a
questionnaire on the City's website, which will be available until December 15th, and
encouraged the Commission and Planning Board Members to take the questionnaire.
— Mr. Goebel asked everyone to think about what the biggest strengths and weaknesses
were regarding Tamarac's existing regulations; the current review process /procedures;

and the Comprehensive Plan and to provide that information when completing the
questionnaire.
Mr. Goebel and staff responded to comments from the Commission and Planning Board
Members.
Mr. Goebel ended by saying it was their job to build a better tool box for the City of
Tamarac and they would be happy to meet with anyone if they have any questions.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 12.04 p.m.
