HomeMy WebLinkAbout2014-06-30 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION WORKSHOP MONDAY, JUNE 30, 2014 CALL TO ORDER: Mayor Dressler called the Special Workshop of the City Commission to order at 9:18 a.m. on Monday, June 30, 2014 at the Colony West Golf Club, 6800 NW 88tn Avenue, Tamarac, FL, 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. .Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr, City Clerk Patricia Teufel, Financial Services Director Mark Mason, Parks & Recreation Director Greg Warner, BSO Captain Neal Glassman, Chief Building Official/Director Claudio Grande, Public Services Director Jack Strain, Information Technology Director Levent Sucuoglu, Community Development Director Maxine Calloway, Fire Chief Mike Burton and Human Resources Director Maria Swanson. City Manager Cernech said staff has a presentation that will take the Commission through the entire FY15 budget. City Manager Cernech said that after Financial Services Director Mason's presentation and the Department Director's presentations we will have a discussion about Capital Improvement Projects and longer term funding for Capital Improvement Projects. We will also discuss thinking of other ways to pay for items. City Manager Cernech encouraged the Commission to ask questions during the presentation due to its length. There was a brief discussion regarding the possibility of lowering the millage rate and City Manager Cernech asked the Commission to first listen to what is being presented and then we can have a discussion on lowering the millage rate. Financial Services Director Mason provided a comprehensive overview of the City's proposed budget, including the proposed millage rate and responded to questions throughout the presentation. Mayor Dressler recessed the meeting at 10:41 a.m. and reconvened the meeting at 10:54 a.m. with all present as before. For the remainder of the morning the Commission received departmental budget presentations from Chief Building Official Grande, Captain Glassman, City Clerk Teufel and Community Development Director Calloway with staff responding to questions throughout the presentations. Mayor Dressler recessed the meeting for lunch at 12:05 p.m. and reconvened the meeting at 1:10 p.m. with all present as before. For the remainder of the afternoon the Commission received departmental budget presentations from Fire Chief Burton, Human Resources Director Swanson, IT Director Sucuoglu, Parks & Recreation Director Warner and Public Services Director Strain with staff responding to questions throughout the presentations. Mayor Dressler recessed the meeting at 2:36 p.m. and reconvened the meeting at 2:43 p.m. with all present as before. Financial Services Director Mason talked about the Fire Assessment and added that based on what we know now we don't expect the rate to change until maybe FY16; future Unfunded Capital Improvements, as well as several options for funding the Unfunded Capital Improvements. Financial Services Director Mason said these additional items that were just discussed are for discussion only; staff is not asking the Page 1 of 2 SPECIAL COMMISSION WORKSHOP MEETING June 30, 2014 Commission for a decision today and asked the Commission to think about what has been talked about. City Manager Cernech said the Commission has heard Financial Services Director Mason's presentation regarding the challenges of expediting the improvements that people want to see happen and added there are a few options to expedite some of the improvements and we need to start thinking about what we want to do going forward. City Manager Cernech said we will work toward focusing on some of the revenues we have and how we can leverage those revenues. City Manager Cernech said our record of slow and steady progress is good but added that he is not sure the community is happy with this approach. City Manager Cernech said the Commission needs to make sure what their constituents want and what is best for their communities. City Manager Cernech noted that the departments start work in January with Financial Services Director Mason in order to put this budget forward to the Commission with some sense. City Manager Cernech said there are some things we need to do before the summer break and on the July 9th agenda we will have the Reimbursement Resolution and the Fire, Solid Waste, Stormwater Fee and Nuisance Abatement Assessments as well as the Millage Rate. City Manager Cernech reminded the Commission that these resolutions set the maximum assessment and going forward the Commission can choose to lower the rates but cannot make the rates higher. Financial Services Director Mason reminded the Commission about the important dates coming up; Wednesday, July 9, 2014 where the Commission will approve the Millage Rate for FY15 as well as approve the preliminary Assessment Resolutions; Friday, September 12, 2014, the first public hearing, approving the Assessments, adopting tentative millage rates and budget for FY15 and Monday, September 22, 2014, the second public hearing, where the Commission adopts the final millage rates and budget for FY15. Parks & Recreation Director Warner advised the Commission that for the July 4th Celebration he will not have VIP Passes for them but they can access a parking area from 77th Street where they will be guided to parking spaces. There being no further business to come before the City Commission, Mayor Dressler adjourned the meeting at 3:20 p.m. Patricia Teufel, PMC City Clerk \\.
