HomeMy WebLinkAbout2014-02-24 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, FEBRUARY 24, 2014 CALL TO ORDER: Mayor Harry Dressier called the Workshop of the City Commission to order at 9:32 a.m. on Monday, February 24, 2014 in Conference Room 105, Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela Bushnell and Commissioner Diane Glasser were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel. 1. T02294 - Code Amendment - Noise Ordinance: Item No. 8 (a) on Ordinances First Reading. (T02294) An Ordinance of the City Commission of the City of Tamarac, Florida amending Chapter 9, Article III of the City's Code of Ordinances, entitled "Noise" by specifically amending Section 9-86 entitled "Generally", amending Section 9-87 entitled "Prohibited Acts Enumerated", amending Section 9-88 entitled "Exemptions", amending Section 9-90 entitled "Hours of Operation —Outdoor Amusements", amending Section 9-91 entitled "Noisy Businesses, Work, etc., generally", amending Section 9-92 entitled "Same — Filling Stations", creating Section 9-94 to be entitled "Measurement of Noise", creating Section 9-95 to be entitled "Enforcement"; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. Community Services Director Maxine Calloway appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Community Development Director Calloway and City Manager Cernech addressed questions and concerns from the Commission. Staff was asked to make several revisions to the Ordinance in time for the meeting on Wednesday morning. Mayor Dressler moved out of the order of the agenda to take up Item 3. 3. TR12457 - ING Life Insurance And Annuity Company: Item No. 6 (d) on the Consent Agenda. (TR12457) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City officials to execute agreements with ING Life Insurance and Annuity Company to provide a 457 Deferred Compensation Plan and a 401(A) Retirement Plan, adopting Plan documents; providing for conflicts; providing for severability; and providing for an effective date. Human Resources Director Maria Swanson and Financial Services Director Marc Mason appeared. Human Resources Director Swanson said we are seeking approval of a contract with a new company to consolidate the 401 A and 457 Pension Plan. The City has been using several companies over the years and staff believes if we consolidate the funds in the plans we would get better service and fees would be reduced. Staff received proposals from eight companies and narrowed it down to four which were then thoroughly vetted and interviewed. Staff has selected ING to consolidate the plans and a representative to work one on one with the employees and conduct informational seminars. Human Resources Director Swanson said this will be a great move for the employees as they will have better options and reduced fees. Human Resources Director Swanson responded to a few questions from the Commission. TR12454 - Rehabilitation of Pump Stations 8 & 11: Item No. 6 (c) on the Consent Agenda. (TR12454) A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 13-03B to T.L.C. Diversified, Inc., and authorizing the appropriate City Officials to execute the agreement between the City of Tamarac and T.L.C. Diversified, Inc., for a contract amount of $284,838.00 for the Pump Stations 8 and 11 Rehabilitation Project; a contingency in the amount of $28,483.00 will be added to the project account for a total project budget of $313,321.00; authorizing an expenditure in the amount of $313,321.00 from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. Public Services Director Jack Strain and Purchasing/Contracts Manager Keith Glatz appeared. Public Services Director Strain gave a presentation, a copy of which is on file in the City Clerk's Office. There was a brief discussion regarding the rehabilitation maintenance cycles. Public Services Director Strain responded to a few questions from the Commission.
