HomeMy WebLinkAbout2014-03-10 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, MARCH 10, 2014 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:30 a.m. on Monday, March 10, 2014 in Conference Room 105, Tamarac City Hall, 7525 NW 88t" Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Commissioner Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Mayor Dressler reported Vice Mayor Gomez is out-of-town on business. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel S. Goren and Acting Assistant City Clerk Lillian Pabon. 1. TR12452 — Award of Bid No 14-06B to AGC Electric Inc. for Colony West Golf Course Electrical Installation: Item No. 6(f) on the Consent Agenda. (TR12452) A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 14- 06B to and approving an Agreement with AGC Electric Inc. per Bid No. 14-06B for a contract amount of $63,700 and a contingency in the amount of $9,555, will be added to the project for a total project budget of $73,255; authorizing an expenditure in the amount of $73,255 from the appropriate accounts; authorizing an appropriation of $73,255; providing for conflicts; providing for severability; and providing for an effective date. Public Services Director Jack Strain, Financial Services Director Mark Mason and Purchasing/Contracts Manager Keith Glatz appeared. Public Services Director Strain explained that the cart barn had previously been used to house gas carts and needs to be upgraded for the new electric carts that will be delivered to the golf course in the next few months. Public Services Director Strain added that each individual golf cart needs an individual charger and the work must be completed prior to receiving the electric carts. Financial Services Director Mark Mason said it appears that in the past only gas carts had been used at the golf course. During contract negotiations with Billy Casper staff looked at the facilities at the golf course and talked about continuing to use gas carts or switch to electric golf carts. Financial Services Director Mason said it is cheaper to use electric carts and according to Billy Casper it is estimated that there will be a savings of $24,000 per year. Financial Services Director Mason commented that Inverrary Country Club recently converted from gas carts to electric carts and said it is estimated that the electric carts will arrive sometime in June. Purchasing/Contracts Manager Keith Glatz reported this was a competitively solicited Bid with a lot of competition and staff came up with what his Division thought were the best prices from this particular contractor. Public Services Director Jack Strain and Financial Services Director Mason entertained questions from the City Commission related to the advantages of using electric golf carts. 2. TR12459 — Award of RFP 14-04R — Parks Master Plan Dev Services: Item No. 6 (e) on the Consent Agenda. (TR12459) A Resolution of the City of Tamarac, Florida, authorizing the appropriate City Officials to award RFP 14-04R and execute an Agreement with AECOM Technical Services, Inc., for Parks Master Plan Development Services for an amount not to exceed $145,419.00; approving all necessary budget transfers; providing for conflicts; providing for severability; and providing for an effective date. Parks and Recreation Director Greg Warner and Purchasing/Contracts Manager Keith Glatz appeared. Parks and Recreation Director Warner gave a presentation, a copy which is on file in the City Clerk's Office. In his presentation, Parks and Recreation Director Warner said that as the population has grown in size, there is a need to conduct a needs assessment from residents to determine what type of services are needed and we want to move forward as Tamarac has very little open space. There was discussion regarding the Parks Master Plan Development Services. Parks and Recreation Director responded to questions from the City Commission. Mayor Dressler stated for the record that even though Vice Mayor Gomez is absent, the City Commission maintained a quorum.
