CITY COMMISSION WORKSHOP
MONDAY, APRIL 21, 2014
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:33 a.m. on Monday, April 21, 2014 in Conference Room 105, Tamarac City
Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner
Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were
in attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance
Mayor Dressler asked for a moment of reflection as today marks the one year
anniversary of the Boston Marathon bombing.
1. TR12478 - Major Arterial Corridor Study: Item 6 (b) on the Consent Agenda.
(TR12478) A Resolution of the City Commission of the City of Tamarac, Florida,
adopting the Major Arterial Corridor Study attached as Exhibit "A"; providing for
conflicts; providing for severability; and providing for an effective date. Community
Development Director Maxine Calloway and Shea Hansen of Keith & Schnars
appeared. Ms. Hansen gave a presentation, a copy of which is on file in the City Clerk's
Office. Community Development Director Calloway spoke about the proposed phased
approach to implementation of the project. All were in agreement that this program will
be good for the City of Tamarac.
2. TR12426 - Tamarac Economic Development Plan. Item 6 (e) on the Consent
Agenda. (TR12426) A Resolution of the City Commission of the City of Tamarac,
Florida, adopting the City of Tamarac 5-year Economic Development Plan for years
2014-2019, a copy of which is attached hereto as Exhibit "A" and incorporated herein by
reference; providing for conflicts; providing for severability; and providing for an effective
date. Community Development Director Maxine Calloway and Economic Development
Manager Ana Zeinieh appeared. Economic Development Director Zeinieh gave a
presentation, a copy of which is on file in the City Clerk's Office. Economic Development
Manager Zeinieh discussed various elements of the Plan; Mission of the Tamarac
Economic Development Division, Vision, Community Profile, Quality of Life, Workforce
Development, Financing Resources, Incentives, Projects, development of Tamarac
Village and the Strategic Goals. Commissioner Bushnell welcomed Economic
Development Manager Zeinieh back from Afghanistan and thanked her for her service
to her country. Commissioner Bushnell spoke of the future development of the Foreign
Trade Zone and Water Park on the east side of Tamarac and noted that these will be an
economic opportunity along with the development of Sabal Palm and Monterey.

Community Development Director Calloway said the three incentives proposed in the
plan, scheduled for adoption on Wednesday, will be brought back before the
Commission for funding through the budget process for FY15. Mayor Dressler asked if
there will be measurable results in the future based on the incentives and Community
Development Director Calloway said staff will be able to gauge results and provide that
information to the Commission in the future.
3. Discussion Regarding Neighborhood Signage Program. Community Development
Director Maxine Calloway appeared. There was a discussion led by Vice Mayor Gomez
regarding the use of the words "at Tamarac" or "in Tamarac" on the new signs based on
the preference of the individual communities.
Mayor Dressler asked if there was anything further that needed to be discussed and
City Manager Cernech said he is pleased to announce that he will be participating in an
ESRI-ICMA sponsored local government Executive White Boarding Exercise in
California on Thursday. Tamarac was one of 15 cities chosen to participate in the
exercise to identify the data and design elements for apps that are most desired by local
governments. Tamarac was selected based on our scorecards, surveys and the way we
use technology to generate more opportunities for people to communicate with the City.
City Manager Cernech also reported that Moody's highlighted Tamarac in its April 14,
2014 Investor Report and talked about how Tamarac got through the economic and real
estate downturn in good shape using prudent management to preserve its strong
financial position. The report goes on to say that Tamarac is an example of how strong
financial management is critical for Florida local governments to maintain financial
health while comfortably meeting debt service obligations in the new environment. A
copy of the report is on file in the City Clerk's Office.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 10:36 a.m.
