HomeMy WebLinkAbout2014-10-06 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, OCTOBER 6, 2014 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:33 a.m. on Monday, October 6, 2014 in Conference Room 105, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Glasser led the Pledge of Allegiance. 1. TR12548 - Tamarac Lakes South Buffer Wall Installation Project: Item No. 6 (e) on the Consent Agenda. (TR12548) A Resolution of the City Commission of the City of Tamarac, Florida, approving execution of Task Authorization No. 014-15E with Stantec Consulting Services Inc. to provide professional engineering services for the design and permitting of the Tamarac Lakes South Buffer Wall Project, in accordance with the City's continuing service agreement as authorized by Resolution R-2011-87; authorizing an expenditure for said purpose in an amount not to exceed $93,820.00; authorizing an appropriation of $93,820.00; providing for conflict; providing for severability; and providing for an effective date. Community Development Director Maxine Calloway and Assistant Public Works Director John Doherty appeared. Assistant Public Works Director Doherty gave a presentation, a copy of which is on file in the City Clerk's Office. Community Development Director Calloway talked about obtaining the necessary easement agreements and added that there is only one property owner that does not want the wall. Assistant Public Works Director Doherty responded to a few questions from the Commission. 2. Update on Signage Program: Community Development Director Maxine Calloway and Planning and Zoning Manager Frank Zickar appeared. Planning & Zoning Manager Zickar gave a presentation, a copy of which is on file in the City Clerk's Office. Commissioner Placko expressed her concern that the new sign at Jasmine is not visible at night due to poor lighting and Planning & Zoning Manager Zickar said they are in the process of changing the lighting which should be accomplished within a week. Commissioner Placko also said side panels on the new signs are almost invisible and the color needs to be changed so that they stand out more. Community Development Director Calloway said staff will take a look at that after the new lighting system has been installed. Planning & Zoning Manager Zickar said staff has talked about changing the background color of the signs to a lighter color so that the lettering is more visible as well. Commissioner Placko expressed her concern that currently only one new sign would be placed on the corner of Pine Island and 81St St. and asked staff to work with the developer to put the new sign up on the adjacent corner sooner rather than later. City Manager Cernech said they will talk with the developer to accelerate plans to Page 1 of 3 COMMISSION WORKSHOP MEETING October 6, 2014 replace the signage. Mayor Dressler suggested additional illumination for the side panels to make them visible at night. Community Development Director Calloway, Planning & Zoning Manager Zickar and City Manager Cernech responded to additional questions and concerns from the Commission. 3. TR12550 - Land Development Ordinance & Master Plan Update Agreement: Item No. 6 (f) on the Consent Agenda. (TR12550) Resolution of the City Commission of the City of Tamarac, Florida, approving the award of Request for Proposal #14-17R, and execution of an agreement to provide Land Development Regulation Re -write & Comprehensive Plan update services to Clarion Associates, LLC in the amount of $175,925, authorizing an appropriation of $175,925; providing for conflicts; providing for severability; and providing an effective date. Community Development Director Maxine Calloway and Purchasing/Contracts Manager Glatz appeared. Community Development Director Calloway gave a presentation, a copy of which is on file in the City Clerk's Office. Mayor Dressler asked the Commission if anyone had a conflict of interest with any principals of Clarion Associates and all Commission members said no. Community Development Director Calloway said Clarion Associates recently completed a rewrite of the code for Pompano Beach and urged the Commission to take a look at it. Community Development Director Calloway and Purchasing/Contracts Manager Glatz responded to a few questions from the Commission 4. E911 Update - Assistant Operations Chief Percy Sayles appeared and updated the Commission on the E911 Consolidation and talked about recent issues that occurred regarding radio outages. Assistant Operations Chief Sayles reiterated that the E911 consolidation and the radio outages were two separate things and not linked and added that Tamarac made a smooth transition into the E911 system. Assistant Operations Chief Sayles said the radios that the Commission had approved previously allowed staff to operate on the new system seamlessly and noted that they are in the process of upgrading the radios on the trucks. Assistant Operations Chief Sayles said the County is in the process of hiring a firm to determine the rogue radio frequency that caused the radio outages. Assistant Operations Chief Sayles talked about the multiple back up procedures Tamarac has in place to make sure that all emergencies are being handled. 5. Pension Discussion: Human Resources Director Maria Swanson and Financial Services Director Mark Mason appeared. Financial Services Director Mason gave a presentation, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason talked about the LeRoy Collins Institute Report, the measures used to determine the grade of a pension plan and the grading scale. Financial Services Director Mason said the grade for all active Plans at October 1, 2013 were "A" for the General Pension Plan and "B" for both the Fire and Elected/Non Rep Plan. Financial Services Director Mason said the Collins report graded the Police Pension Plan "F" with data from October 2012 and did not take into consideration that the plan was closed and there were no active employees only retirees. Financial Services Director Mason said a flawed approach led to an incorrect analysis and the City has met and continues to meet its statutory obligation of contributing the actuarial required amount for all plans; with the police pension plan meeting its short-term requirements by having sufficient assets to pay pension obligations. Financial Services Director Mason, Human Resources Director Swanson and Assistant City Attorney Klahr responded to questions Page 2 of 3 COMMISSION WORKSHOP MEETING October 6, 2014 and concerns from the Commission. City Manager Cernech talked about the Premium Tax Revenue and the problem it has become and said this is something that the legislature needs to work on and pass legislation to address this issue.
