HomeMy WebLinkAbout2014-10-20 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, OCTOBER 20, 2014 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9.31 a.m. on Monday, October 20, 2014 in Conference Room 105, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Michelle J. Gomez, Commissioner Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance. 1. Discussion Regarding Traffic Calming Policy: Public Services Director Jack Strain, Assistant Public Works Director John Doherty and Assistant City Engineer Samira Shalan appeared. Assistant City Engineer Shalan gave a presentation, a copy of which is on file in the City Clerk's Office. Assistant City Engineer Shalan, Assistant Public Works Director Doherty and Public Services Director Strain responded in great detail to questions from the Commission. Vice Mayor Gomez thanked staff for looking into the traffic calming policy and making revisions and asked if there was a way to make an exception to the policy if 90% of the affected people were in favor of speed calming measures. Public Services Director Strain said there has to be a legitimate speeding problem in order to qualify to have traffic calming measures installed and Assistant Public Works Director Doherty has the ability to make an engineering decision if there is a real speeding problem. Mayor Dressler said the traffic calming policy should be addressed in future Neighborhood meetings. 2. TR12556 - Refund Permit 14-253: Item No. 6 (b) on the Consent Agenda. (TR12556) A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate City Officials to approve a refund in the amount of four thousand four hundred sixteen dollars and thirty six cents ($4,416.36) which was paid on Commercial Alteration Permit Number 14-253; providing for conflicts; providing for severability; and providing for an effective date. Chief Building Official/Director Claudio Grande appeared and gave a brief presentation. Chief Building Official Grande said the reason for the refund is because of revised construction costs which resulted in the overpayment by University Hospital. All were in agreement to refund the overpayment. 3. Discussion Regarding FPE Contract Negotiations: Mayor Dressler expressed his condolences to Human Resources Director Swanson and her family on the passing of her mother. Human Resources Director Maria Swanson appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Human Resources Director Swanson talked about the City's goals and went over the salient points of the -- conditions of the contract. Ms. Swanson said this was a team effort and everyone came to the bargaining table very focused which is why we were able to arrive at a tentative Page 1 of 3 COMMISSION WORKSHOP MEETING October 20, 2014 agreement in five sessions. Ms. Swanson said that the Union is scheduled to hold the ratification vote later today and if the contract is ratified by the employees, staff will bring it before the Commission to consider and ratify at the Regular Commission meeting on October 22"d, If the City Commission ratifies the collective bargaining agreement staff will prepare and bring forward for consideration an ordinance for the pension, for the limited window permitting normal retirement at 55 with 25 years of service. 4. T02310 - 2nd Budget Amendment: Item No. 8 (a) on Ordinances First Reading. (T02310) Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida, on first reading amending ordinance 2014-05, which amended the City of Tamarac Operating Budget, Revenues and Expenditures, the Capital Budget, and the Financial Policies for the Fiscal Year 2014, by increasing the total revenues and expenditures by a total of $3,317,945 as detailed in Exhibit A attached hereto; providing for conflicts; providing for severability; providing for an effective date. Financial Services Director Mark Mason appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason responded to a few questions from the Commission. Vice Mayor Gomez said she has noticed a lot of improvement at the golf course. Commissioner Bushnell commented that snow birds are valuable to golf courses in Florida and said we need to get the word out and let people know that Colony West Golf Course is back in play. Financial Services Director Mason said he will make sure that the Commission receives all notices regarding events that are taking place at the golf course so that they can share this information with their constituents. Commissioner Glasser commented that there is a new cook and the food is different than it was in the past. Financial Services Director Mason encouraged the Commission to stop by and look at the course and added the fairways have improved, the greens are coming back nicely and overall the course is in great playable condition. City Manager — Cernech said staff is going to schedule a tour for the Commission which is something that will have to be noticed and posted. Mayor Dressler said he would like to see a 3 to 5 year proforma in order to use as a benchmark in the future. Mayor Dressler moved out of order of the agenda and asked for a consensus from the Commission to place a resolution on the October 22, 2014 Consent Agenda which encourages the installation of a bus stop at NW 95th Avenue at the entrance of the VA Clinic on Commercial Boulevard and the reinstatement of the bus stop and installation of a crosswalk and on demand traffic signal on the north side of Commercial Boulevard immediately across from the VA Clinic. All were in agreement to add this item to the Consent Agenda at the October 22, 2014 meeting. Mayor Dressler moved back into the order of the agenda to take up item No. 5. 5. Discussion Regarding Cancellation of the November 24, 2014 Commission Workshop, the November 26, 2014 Regular Commission Meeting, the December 22, 2014 Commission Workshop and the December 23, 2014 Regular Commission Meeting. City Clerk Patricia Teufel appeared and said the Commission usually consents to the cancellation of the above meetings due to close proximity of the holidays and asked for a consensus to cancel the November 24th Workshop, November 26th Meeting, December 22"d Workshop and December 23rd Meeting. All were in agreement to cancel _ said meetings. Page 2 of 3 COMMISSION WORKSHOP MEETING October 20, 2014 City Manager Cernech noted that pursuant to discussions at a previous workshop, the sign at Jasmine at Woodmont has been repainted and new lighting has been installed and asked the Commission to make sure they pass by and take a look. City Manager Cernech added that staff is still working making the side panels more visible.
