HomeMy WebLinkAbout2015-03-11 - City Commission Regular Meeting MinutesCITY OF TAMARAC REGULAR CITY COMMISSION MEETING WEDNESDAY, MARCH 11, 2015 CALL TO ORDER: Mayor Harry Dressler called the Regular Commission Meeting of the City of Tamarac to order at 7:05 p.m. on Wednesday, March 11, 2015 in City Commission Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. ABSENT: Commissioner Michelle J. Gomez Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Vice Mayor Bushnell led the Pledge of Allegiance. 1. PROCLAMATIONS AND PRESENTATIONS: There were no proclamations or presentations scheduled for this meeting. 2. CITY COMMISSION REPORTS: a. Vice Mayor Bushnell: Vice Mayor Bushnell thanked everyone for their kindness during her recuperation and added that it is good to be able to attend the HOA meetings once again where she receives valuable input from her constituents. Vice Mayor Bushnell said she attended the Veterans Affairs Committee Meeting today and learned about all the work they have been doing to make access to the VA Clinic on Commercial Blvd. safer for the disabled veterans that are visiting the clinic. Vice Mayor Bushnell noted that they are still working with the County bus system to have the bus make a loop around and onto the clinic property to drop passengers off and then proceeding on with the regular route. Vice Mayor Bushnell said she would bring more information back to the Commission at a future date. Vice Mayor Bushnell said the Veterans Affairs Committee is also working on a project to raise funds for homeless veterans to attend the Veterans Stand Down Event scheduled for May 1-3, 2015 in Miami where they can receive much needed services. Raffle tickets fora 32 inch TV can be purchased for $ 5 at the Parks &Recreation Building and Vice Mayor Bushnell noted that she also had tickets to sell. b. Commissioner Gomez: Absent c. Commissioner Glasser: Commission Glasser said that she attended the University Hospital Board meeting and is pleased to report that things are services; the Parks & Recreation Master Plan Special Compliance Workshop on February 24tn moving in a good direction to improve Workshop on March 2nd and the Code d. Commissioner Placko: Commissioner Placko said she attended numerous HOA meetings where she has been questioned about what is going on in Tamarac; Red Light Cameras; Woodmont and the new fire station. Commissioner Placko said she has talked to people to let them know that just because they don't hear about things doesn't mean they are not moving Page 1 of 3 REGULAR COMMISSION MEETING March 11, 2015 along and took the time to explain the "project" process and that staff is diligently working on the projects mentioned above as well as other projects. Commissioner Placko invited people to attend the first Concert in the Park on Friday evening and said that the Historical Society is working on a Veterans Memorial Wall and encouraged people to contact the Historical Society with the names of Tamarac Veterans to be included on the wall. e. Mayor Dressler: Mayor Dressler said in lieu of giving a report this evening he will be airing a short video on driver -less automobile technology. At the end of the video Mayor Dressler said that Florida is trying to be ahead of the game in this type of technology and he decided to air this video as he felt sharing this type of information is important. 3. CITY ATTORNEY REPORT: City Attorney Goren said that North Lauderdale will be hosting the Northwest Council of Elected Officials Meeting on March 16th at which time there will be a presentation that he, David Tolces and Jacob Horowitz will be giving, entitled "Code of Ethics for Public Officials and Employees", which will earn elected officials 2 hours of ethics and Chapter 112 credits. City Attorney Goren went over the topics that would be covered during the presentation and indicated that they are striving to keep the presentation interesting. City Attorney Goren said with regards to the Resource Recovery Litigation that as of Monday the 5th prime city approved a settlement relationship and the item will go to the County Commission either on March 17th or April 7th. City Attorney Goren added that hopefully resolution of this matter will come to fruition in the next month or two. City Attorney Goren noted there is no litigation requiring a Shade Session at this time and the Commission is up to date with all pending litigation. 4. CITY MANAGER REPORT: City Manager Cernech said the annual Neighborhood Meetings have been scheduled with the first meeting for District 1 being held on Tuesday, March 24th at 6:30 p.m. at the Mainlands 1 & 2 Clubhouse. City Manager Cernech reported that aviation repair and services firm Kapco Global, AKA "Project Tarpon", will move its Southeast regional headquarters to Tamarac Commerce Park into a 50,000 square foot space and make a $50 million capital investment. Upcoming Events: The 4th Annual Parks & Recreation Foundation Golf Tournament will take place on Friday,April 24Y th at Colon West Golf Club and to make a contribution or be an event sponsor please contact Linda Probert at 954-597-3632. The Veterans Affairs Committee is having a raffle for a 32 inch TV to raise funds for the Homeless Veterans Stand Down Event scheduled for May 1-3, 2015. Tickets are $5 and the drawing will be held at 10:00 a.m. on April 8th at the Cit� Hall, winner need not be present. The first Concert in the Park will be held on Friday, March 13t« from 7 to 9 p.m. at the Sports Complex and will feature the Bon Jovi tribute band Keep the Faith". A free Bike Rodeo, for children 5 and up, will be held on Saturday, March 21 St from 10:00 a.m. to noon at the Tamarac Community Center and the Springfest, for children 10 and under, will be held at the Sports Complex on Saturday, March 28th from 10:00 a.m. to noon. City Manager Cernech said Public Services reports that the NW 57th Street Bike Path is scheduled to be restriped beginning sometime this month and will be completed in April, 2015. 5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and with no one wishing to speak, closed Public Participation. 6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any changes/additions to the Consent Agenda and City Manager Cernech said there were no Page 2 of 3 REGULAR COMMISSION MEETING March 11, 2015 changes/additions to the Consent Agenda. Commissioner Placko seconded by Vice Mayor Bushnell moved approval of the Consent Agenda as presented. Motion passed unanimously (4- 0). a. Approval of the February 25, 2015 Regular Commission Meeting Minutes — APPROVED b. TR12617 Water Treatment Plant Safe Room Design Project - Task Authorization No. 15-05E: A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the City Commission to approve Task Authorization No. 15-05E and authorize the appropriate City Officials to execute Task Authorization No. 15-05E with Stantec Consulting Services, Inc., to provide professional services for the design of a new SCADA Safe Room Design Project at the Water Treatment Plant (WTP); including preparation of detailed plans and specifications followed by permitting assistance, in accordance with the City's Consulting Engineering Agreement as authorized by Resolution No. R-2011-87, for an amount not to exceed $103,100; authorizing the appropriate City Officials to administer the contract; providing for conflicts; providing for severability; and `providing for an effective date. RESOLUTION R-2015-19 c. TR12619 - Appointing Four (4) Regular Members to the Public Art Committee: A Resolution of the City Commission of the City of Tamarac, Florida, appointing four (4) regular members to the Public Art Committee; providing for conflicts; providing for severability; and providing an effective date.
