HomeMy WebLinkAbout2015-01-13 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION WORKSHOP STRATEGIC PLANNING RETREAT TUESDAY, JANUARY 13, 2015 CALL TO ORDER: Mayor Dressler called the Special Workshop of the City Commission to order at 8.50 a.m. on Tuesday, January 13, 2015, in the Mango Room at the Tamarac Recreation Center, 7501 North University Drive, Tamarac, FL, 33321. PRESENT: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel Goren, City Clerk Patricia Teufel, Human Resources Director Maria Swanson, Information Technology Director Levent Sucuoglu, Financial Services Director Mark Mason, Public Services Director Jack Strain, BSO Captain Neal Glassman, Chief Building Official/Director Claudio Grande, Community Development Director Maxine Calloway, Parks & Recreation Director Greg Warner, Fire Chief Mike Burton, Public Information & Media Specialist Elise Boston, Process Consultant Dave Harrawood and Management Intern Laura Karpaviciute. City Manager Cernech made brief opening remarks regarding today's meeting. Assistant City Manager Phillips walked the Commission through the Strategic Planning Process. Mr. Harrawood went over the agenda and added that the Commission would be updated on the Land Development Code Rewrite and Targeted Comprehensive Plan Amendments; Charter School and Parks Master Plan. Mr. Harrawood said the Commission would also talk about their priorities and Financial Services Director Mason would give a Financial and Funding update. Community Development Director Calloway introduced Matt Goebel of Clarion Associates and Henry Iler of Iler Planning who gave a presentation on the Land Development Code Rewrite and Comprehensive Plan Amendments, a copy of which is on file in the City Clerk's Office. Messrs. Goebel and Iler and City Manager Cernech responded to questions from the Commission. Page 1 of 3 SPECIAL COMMISSION WORKSHOP MEETING January 13, 2015 City Manager Cernech informed the Commission that after a short break representatives of Doral Academy would talk to the Commission about Doral Academy and answer any questions they may have. Mayor Dressler recessed the meeting at 9.56 a.m. and reconvened the meeting at 10.06 a.m. with all present as before. Doug Rodriguez, Principal of Doral Academy in Miami introduced himself to the Commission and gave a comprehensive overview of the history and mission and vision of Doral Academy and invited the Commission to visit the Miami campus. Mr. Rodriguez, City Manager Cernech and City Attorney Goren responded to questions from the Commission. Parks & Recreation Director Warner gave a presentation on the Parks & Recreation and Social Services Master Plan, a copy of which is on file in the City Clerk's Office. Parks & Recreation Director Warner responded to a few questions from the Commission. Vice Mayor Bushnell suggested partnering with the Special Olympics and asked staff to look into allowing vendors to sell food at city events. Mr. Harrawood asked the Commission for the key priorities for the 2016 Strategic Plan. Mayor Dressler and the Commission outlined their individual priorities which were then discussed in detail. Mayor Dressler recessed the meeting for lunch at 11:47 a.m. and reconvened the meeting at 12:28 p.m. with all present as before. Assistant City Manager Phillips went over the action item process. Mr. Harrawood went over each of the Five Goals and asked if there were any recommended changes and all were in agreement to keep the Goals as they are. Department Directors gave overviews of their action items and responded to questions from the Commission. Community Development Director Calloway gave a presentation on the Signage Program and responded to comments from the Commission. Financial Services Director Mason gave a Financial and Funding update, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason responded to questions from the Commission.
