HomeMy WebLinkAbout2015-03-02 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, MARCH 2, 2015 CALL TO ORDER: Mayor Harry Dressler called the Special Workshop of the City Commission to order at 2.03 p.m. on Monday, March 2, 2015 in Conference Room 105, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Attorney Tolces, Assistant City Manager Diane Phillips and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance. 1. Parks & Recreation and Social Services Master Plan: Parks & Recreation Director Greg Warner, Dave Barth, Principle Planner, and Carlos Perez, Project Manager of AECom, appeared. Parks & Recreation Director Warner gave a brief presentation, a copy of which is on file in the City Clerk's Office. Parks & Recreation Director Warner advised the Commission that they will not be making any decisions today as staff is looking to have an open discussion on the presentation by Messrs. Barth and Perez after which staff will ask the Commission to provide an expression of interest to approve the recommendations and to place the Master Plan on a future Commission Meeting for formal approval. Mr. Barth and Mr. Perez gave a presentation, a copy of which is on file in the City Clerk's Office. Mr. Barth gave an overview of the linear planning process. Mr. Perez talked about the existing conditions analysis; population, age distribution, ethnicity/race; household income, relevant plans, existing conditions of park land, management and operations and summary findings. Mr. Barth talked about the needs assessment techniques; public workshops, statistically -valid survey findings for facilities and programs; Open City Hall Survey results; benchmarking against other cities; acreage level of service (LOS)- facilities LOS- the existing park system and accessibility to Tamarac residents; addition of private recreational areas; community center LOS and gave a needs assessment for city facilities and programs. Mr. Barth discussed with the Commission the 6 concepts to meet the changing needs, which are detailed in the presentation. Mr. Barth and Parks & Recreation Director Warner talked about funding and implementation strategy for short term and long term projects and responded to questions from the Commission. Parks & Recreation Director Warner asked for a consensus from the Commission to approve the recommendation and place the Master Plan on a future Commission Meeting for formal approval. The Commission members thought it was a good idea to partner with Homeowner Associations to protect and enhance the private Community Recreation Areas in order Page 1 of 2 SPECIAL COMMISSION WORKSHOP MEETING March 2, 2015 to meet residents changing needs such as the example used for the Mainlands 6 Club House area. Mayor Dressler stated that while he felt this was a very good presentation the Commission needed more information regarding funding and programs before moving the matter forward for approval. The Commission was in agreement with Mayor Dressler. City Manager Cernech, Assistant City Manager Phillips and Parks & Recreation Director Warner addressed questions and concerns raised by the Commission.
