HomeMy WebLinkAbout2015-06-25 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION WORKSHOP THURSDAY, JUNE 25, 2015 CALL TO ORDER: Mayor Dressler called the Special Workshop of the City Commission to order at 9:14 a.m. on Thursday, June 25, 2015 at the Colony West Golf Club, 6800 NW 88tn Avenue, Tamarac, FL, 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel S. Goren City Clerk Patricia Teufel, Financial Services Director Mark Mason, Parks & Recreation Director Greg Warner, BSO Captain Neal Glassman, Chief Building Official/Director Claudio Grande, Public Services Director Jack Strain, Information Technology Director Levent Sucuoglu, Community Development Director Maxine Calloway, Fire Chief Mike Burton, Human Resources Director Maria Swanson, Grants Administrator/Budget Analyst Mike Gresek and Management & Budget Analyst 1 Jasmine Lopez. Assistant City Attorney Mike Cirullo joined the meeting at 1:00 p.m. City Manager Cernech said this budget process has become routine which is good because that means we have a system in place where information is provided to the Commission on a quarterly basis and when we get to this yearly meeting the Commission has already seen everything thing that you will see today and there won't be any surprises. City Manager Cernech said Financial Services Director Mason will give a comprehensive presentation after which the Department Directors will highlight their departments. City Manager Cernech said we are transitioning to a three year budget and this is an interesting transition. City Manager Cernech said that in the future the quarterly updates will focus on Capital Improvement Projects and we will do more work on the CIP Plan. Staff has looked at some of the projects we have been working on, most of which the community does not see, and we want to talk about this in a more focused way at the quarterly updates or at a special commission workshop. City Manager Cernech said staff will make sure that the Commission's priorities are addressed and worked on over the summer break. City Manager Cernech thanked Grants Administrator/Budget Analyst Gresek and Management & Budget Analyst 1 Lopez for all the work they have done on this budget. Financial Services Director Mason provided a comprehensive overview of the City's proposed budget, including the proposed millage rate and he, as well as staff, responded to questions throughout the presentation, a copy of which is on file in the City Clerk's Office. Mayor Dressler asked staff to provide the Commission with the Debt Service Schedule. Mayor Dressler recessed the meeting at 10.31 a.m. and reconvened the meeting at 10:48 a.m. with all present as before. For the remainder of the morning the Commission received departmental budget presentations from Chief Building Official Grande, Captain Glassman, City Clerk Teufel and Community Development Director Calloway with staff responding to questions throughout the presentations. Vice Mayor Bushnell asked for a list of the 22 communities that are on the waiting list for new signage. There was a consensus from the Commission that the first City facilities to receive the new signs would be the Community Center, Municipal Complex, Aquatic Center, the Sports Complex and the Recreation Center. Mayor Dressler asked for a graphic representation of the Sunset Park View Platform. Page 1 of 2 SPECIAL COMMISSION WORKSHOP MEETING June 25, 2015 Mayor Dressler recessed the meeting for lunch at 12.07 p.m. and reconvened the meeting at 1,08 p.m. with all present as before, except for City Attorney Goren who left the meeting at 1,00 pm with Assistant City Attorney Mike Cirullo replacing City Attorney Goren. For the remainder of the afternoon the Commission received departmental budget presentations from Fire Chief Burton. Mayor Dressler recessed the meeting at 1:16 p.m. and reconvened the meeting at 1.20 p.m. with all present as before. Departmental presentations continued with IT Director Sucuoglu, Parks & Recreation Director Warner, Public Services Director Strain and Human Resources Director Swanson with staff responding to questions throughout the presentations. Mayor Dressler thanked everyone for their reports. City Manager Cernech said we are at a point where these meetings are routine because of all the ongoing discussions over the course of the year as staff wants the Commission to know what is going on all year long. City Manager Cernech said there will be a lot of CIP discussion going forward and there are a lot of things on the cusp of happening. City Manager Cernech said the Commission has constantly supplied staff with the revenue to do the things we need to do. City Manager Cernech thanked the Commission for giving staff the resources to do the projects that need to get done. City Manager Cernech said we have so many programs in place and during the recession we did not lose those programs and we are very fortunate to be in such a good place. City Manager Cernech stated that we are not just working for today but we are also working for the future. City Manager Cernech said staff will be bringing the Commission the necessary legislation for fees and assessments in two weeks and will be back in September for the budget hearings as well as setting up discussions for Capital Improvement Projects. City Manager Cernech said we are in an ongoing mode of monitoring the budget and everyone appreciates how routine this has become as we communicate with the Commission on a regular basis. Mayor Dressler said he would like to see staff go back three years as well as projecting three years out in order to be able to trend and give the Commission another metric to look at. Mayor Dressler thanked City Manager Cernech for his leadership.
